PRESENT: Hons. Mays, Chairman; Bridges, Co-Chairman; Colclough, member;
Jim Wall, Attorney; Rob Sherman, License & Inspections Director; Chris Naylor, Main
Street Director; Walter Hornsby, Deputy Administrator; Lena Bonner, Clerk of
Commission.
ABSENT: Hons. Bob Young, Mayor and Kuhlke, member.
Also Present: Sylvia Cooper of the Augusta Chronicle, George Eskola ofWJBF
Television, Stacey Eidson of the Metro Spirit and Hons. Beard and Williams,
Commissioners.
The Clerk: We have a request to delete Item 3 at the request of the License &
Inspections Department.

New Ownership Application: A.N.03-37: A request by Michael Brown for
an on premise consumption Liquor, Beer & Wine license to be used in
connection with Tailwinds located at 1543 Aviation Way. District 1. Super
District 9.

Mr. Bridges: I so move.
Mr. Colclough: Second.
Motion adopted unanimously.
1. New Application: A.N.03-32: A request by Felicia Thrasher for a retail
package Beer & Wine license to be used in connection with S & H
Convenience Store located at 2001 Barnes Rd. District 2. Super District 9.
(postponed from September 16 Public Services)
Ms. Thrasher: Felicia Thrasher, 2001 Barnes St., Augusta, Ga.
Mr. Sherman: We have reviewed the application and we're recommending that it
be denied. The Sheriff s Department has some issues with it.
Mr. Elim with the Sheriffs Department stated that there were some problems
with the lease agreements and the possibility of problems with the use of some machines
and recommended that the application be denied.
After a short discussion, Mr. Bridges: Based on the presentation by the Sheriff's
Department, I make a motion that we deny the alcohol license for this location.

Mr. Colclough: I will second it, Mr. Chairman.
Mr. Elim: I had suggested that they pull the license for now and apply again in
six months, but she didn't want to do that.
Motion adopted unanimously.
4. New Ownership Application: A.N.03-38: A request by Ku Nak Choi for a
retail package Beer & Wine license to be used in connection with AJN, Inc.
d/b/a Ku's Party Center located at 1773 Kissingbower Rd. District 2. Super
District 9.
5. New Ownership Application: A.N.03-39: A request by Ku Nak Choi for a
retail package Liquor license to be used in connection with AJN, Inc. d/b/a
Kissingbower Liquor Store located at 1775 Kissingbower Rd. District 2.
Super District 9.
Mr. Choi: Ku Nak Choi, 1088 Severn Drive, Evans, Ga.
Mr. Sherman: The Sheriff's Department and the License Department have
reviewed the application and recommend approval. There are no objectors present.
Mr. Colclough: So move.
Mr. Bridges: I'll second it for discussion. I notice there is a DUI charge that was
reduced to reckless driving. Did you consider that in your approval process?
Mr. Elim: Yes, sir.
Mr. Bridges: I also see that there was a charge of selling alcohol to a minor. I'll
make a substitute motion based on what we see here on the application that we deny this
license.
Mr. Colclough: I'll second.
(V ote on substitute motion to deny the application)
Motion fails with the Chairman abstaining.
2. Approve the low bid of $20,500 from Smiths Heimann for Augusta Regional
Airport's Electronic Live Finger Scan System.
Mr. Colclough: So move.
Mr. Bridges: Second.
Motion adopted unanimously.

Consider a request from the Downtown Development Authority of Augusta
regarding the release of SPLOST funds to purchase street clock and approve
the placement of the clock in the median in the 900 block of Broad Street in
front of Health Central.

Mr. Bridges: So move.
Mr. Colclough: I'll second for discussion. How much is the clock?
Mr. Naylor: The actual cost of the replica of the clock is $32,000 and we added
in the installation cost for a total of $40,000. We're requesting the release of the
SPLOST funds for this as part of the streetscape program.
After further discussion, the motion was adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
