Mays, Chairman; Bridges, Co-Chairman; Kuhlke and Colclough, members; Fred Russell, Deputy Administrator; Jim Wall, Attorney; George Kolb, Administrator; Larry Harris, License & Inspections Dept.; Chris Naylor, Main Street Director; Tom Beck, Recreation Director; North Williamson, Tax Commissioner's Office; Walter Hornsby, Deputy Administrator; Lena Bonner, Clerk of Commission. ABSENT: Hon. Bob Young, Mayor. Also Present: Heidi Williams of The Augusta Chronicle, Stacey Eidson of The Metro Spirit, Haley Dunbar of The Augusta Focus, other members of the news media and Hons. Boyles, Shepard, Williams, Beard, Cheek and Hankerson, Commissioners. 2. New Ownership: A.N.03-30: A request by Hyo Jung Cho for a retail package Beer & Wine license to be used in connection with Walton Way Supermarket located at 1931 Walton Way. District 1. Super District 9. Ms. Cho: I'm Hyo Jung Cho and the address is 2722 Walton Way Extension, Apt. 196, Augusta, Ga. I Mr. Russell: This is the new owner and they have met all requirements. There are no objectors. Mr. Bridges: So move. Mr. Kuhlke: Se\~,ond. Motion adopted unanimously. 4. Discuss Main Street Augusta's guidelines for First Friday as rewritten with input from the City Attorney. (Referred from August 5 Commission meeting) I Mr. Carlos Gay: A few changes have been clarified to make some things more clear. Owners of the businesses are allowed to move their merchandise out onto the sidewalk for sale during First Friday. Any other vendor must have written permission to set up in front of a place of business or property. If the business owner does not allow this placement, no person or group shall be allowed to set up on the sidewalk in front of the business. Vendors and bands must have written permission to set up in front of businesses and in the ITlL:dians, they must have written permission from MSA. Section 3 is new and requires the vendors to collect, report and pay sales tax during the First Friday events. Article 4A provides guidelines for the type of items that can be sold. After a lengthy discussion of the guidelines, Mr. Kuhlke: I'd like to make a motion tint we approve this subject to review of our attorne), Mr. Bridges: Second it. After additional discussion, the motion was adopted unanimously. 3. Motion to approve the extension of an employment agreement for Richard Hatfield, Newman Tennis Center Manager. Mr. Kuhlke: So move. Mr. Bridges: Second. Motion adopted unanimously. 1. Update from Attorney/License & Inspections regarding state legislation relative to abandoned/neglected properties. (Requested by Commissioner Williams) Mr. Wall: We had eight scheduled for hearings before a Magistrate Court. Those hearings were held, orders have been entered and we're moving forward with getting title to those eight properties. There are another 35 in process and those hearings will be scheduled during the week of Sept. 15 with the goal and expectation that before the close of this year, we'll have at least 40 properties that have been taken over by the city and put in the city's name. After a discussion of the problems associated with neglected properties, Mr. Chairman: In order to discuss these problems thoroughly, we may need to have a work session such as tj' lse that arc being held in Fngineering Services and that will give everyone a chanct; to voice their concerns.
