PRESENT: Hons. Mays, Chairman; Colclough and Kuhlke, members; Jim Wall,
Attorney; George Kolb, Administrator; Walter Hornsby and Fred Russell, Deputy
Administrators; Rob Sherman, License & Inspections Director; Stewart Walker and Larry
Harris, License & Inspections Department; North Williamson, Tax Commissioner's
Office; Nancy Morawski, Deputy Clerk of Commission.
ABSENT: Hon. Bob Young, Mayor and Bridges, Co-Chairman.
Also Present: Members of the news media and Hons. Cheek, Boyles and
Hankerson, Commissioners.
1. Accept bid of $92,225.93 to pave runway extension.
2. Accept bid of $42,058.54 to modify runway lights and install P API lights.
Mr. Colclough: I make a motion that we approve Items 1 and 2.

Discussion: A request by Gordana Z. Downs for a Therapeutic Massage
License to be used in connection with Integrative Massage and Body Therapy
Center located at 25 Wheeler Road, Suite 210. District 3. Super District 10.
Ms. Downs: My name is Gordana Z. Downs, 1531 Plantation Circle, Lincolnton,
Georgia.
Mr. Sherman: There are no objectors and the License & Inspections Department
and the Sheriff's Department recommend approval.
Mr. Colclough: So move.
Mr. Kuhlke: Second.
Motion adopted unanimously.

New Ownership: A.N.02-64: A request by Jonathan Vick for an on premise
consumption Liquor, Beer & Wine license to be used in connection with
National Hills Bar & Grill located at 2701 Washington Road, Suite 17. There
will be a dance hall. District 7. Super District 10.

Mr. Sherman: The License Department and the Sheriff's Department have
reviewed the application and recommend approval.
Mr. Kuhlke: I move to get it on the floor.

Mr. Colclough: I second it. Did you have some problems in June of this year?
Mr. Vick: Yes, sir, I did.
Mr. Vick's attorney outlined an incident involving Mr. Vick's Dur conviction.
Motion fails with Mr. Colclough voting No.
5. New Ownership: A.N.02-65: A request by Chris Cheek for an on premise
consumption Liquor, Beer & Wine license to be used in connection with
Somewhere in Augusta located at 2701 Washingtou Road, Suite 2. There will
be Sunday sales. District 7. Super District 10.
Mr. Cheek: Chris Cheek, 1111 Magnolia Drive, Augusta, Ga.
Mr. Sherman: There are no objectors, and the License Department and the
Sheriffs Department have reviewed the application and recommend approval.

Mr. Sherman: The Sheriffs Department and the License Department have
reviewed the application and recommend approval.
Mr. Colclough: So move.

Mr. Patel: Pratul Patel, 709 Fairway Drive, New Ellenton, SC.
Mr. Sherman: The License Department and Sheriff's Department reviewed this
and recommend approval.
Mr. Kuhlke: I so move to get it on the floor.
Mr. Colclough: I'll second it. Did you also have some problems?
Mr. Patel: Yes, sir, in 1998.
Mr. Boyles: Is there some stipulation for holding these because of that?
Mr. Wall: It is not an automatic exclusion.
Motion fails with Mr. Colclough voting No.

New Ownership: A.N.02-68: A request by Yong Henson for a retail
Package Liquor, Beer & Wine license to be used in connection with J. C.
Package located at 2501 Peach Orchard Road. District 2. Super District 9.

Ms. Henson: My name is Y ong Henson and I live at 3170 Floyd Road, Augusta,
Ga.
Mr. Sherman: The Sheriff's Department and License Department have reviewed
the application and recommend approval.
Mr. Colclough: I so move.
Mr. Kuhlke: Second.
Motion adopted unanimously.
9. New Application: A.N. 02-69: A request by M. Richard Cutler for an on
premise consumption Liquor, Beer & Wine license to be used in connection
with Roland Garros, Inc. d/b/a The Club at Raes Creek located at 3206 West
Wimbledon Drive. There will be Sunday sales. District 3. Super District 10.
Mr. Cutler: My name is Richard Cutler and I live at 4371 Deerwood Lane in
Evans.

Mr. Sherman: The License Department and Sheriff's Department have reviewed
the application. This will be a full scale restaurant and we recommend approval.
Mr. Colclough: So move.

Mr. Kuhlke: Second.
Motion adopted unanimously.
10. Receive as information the adoption of the National Electric Code (2002
Edition), the International Energy Conservation Code (2000 Edition) and the
applicable Georgia amendments to the codes. The codes are effective
January 1, 2003.
Mr. Colclough: So move.
Mr. Kuhlke: Second.
Motion adopted unanimously.
11. Discuss the attached list of delinquent property and/or business taxes that
are associated with the business renewing an alcohol license.
Mr. Sherman: This is in response to a request for this information. The Tax
Commissioner's Office assisted us in gathering this information in a draft form and it
shows both the business and property taxes that are owed. It does not include the year
2002, and some that are listed may not be the applicants for the license in 2003.

Mr. Colclough: Can we get this list cleaned up because some of the information
is penciled in? Also, how do we collect the money from those who have gone out of
business?
Mr. Sherman: We have notified those who owe taxes that before we sell them
their license, they have to contact the Tax Commissioner's Office to either pay the bill or
set up a payment plan or come to some resolution of the matter. We will then be notified
by the Tax Commissioner's Office that it has been paid and we can sell the license.
Mr. Williamson: Due to some extenuating circumstances, we were unable to
record tax judgments on accounts for the years 2000 and 200 I because of some problems
we had with ownership. It came about because of some problems changing computer
systems both in our office and the Tax Assessor's Office. Some of those accounts were fi
faed during this year so we were late in getting them done.
Mr. Colclough: Can we have a cleaned up copy of this by the Commission
meeting so we'll know what we're voting on?

Mr. Williamson: Yes, we can do that.
After further discussion, Mr. Kuhlke: Could we have a list of the property owners
and the business owners so we could hopefully have some better results?
Mr. Williamson: Sure. Rob is not issuing any renewals or any licenses that we
show taxes are due on.
After further discussion, Mr. Colclough: I'd like to make a motion to receive this
as information and ask for a cleaned up copy of this list.
Mr. Williamson: We can also include with that a listing of the property owners.
Mr. Kuhlke: Second.
Mr. Williamson: The deadline for this year's payments is Friday the 27th and it
may take us a couple of week to process those payments. Some of the accounts that I
report to you on the 7th as delinquent may be sitting in our office waiting to go through
processmg.

Mr. Chairman: I would hate for some of those listings to be made public as
delinquent if they are in the process of being posted. I think the list needs to be as
accurate as possible when it is made public.
After further discussion, Mr. Colclough: I'll amend the motion to receive the list
at the second meeting in January.
Mr. Kuhlke: I agree with that.
