Mr. Kolb: Mr. Chairman, we need to pull number 1 and number 3. Mr. Sherman: On number 3 the Sheriff's Office has not heard the reviews on the application. If we could delete that item and place it back on the agenda for November . 25. 1. Approve Amendment to Augusta-Richmond county Code Section 6-2-64 to exempt businesses located in Augusta's "Downtown Business District" from alcohol distance requirements. (Deferred from September 9 Public Services) 1 3. New Ownership: A.N. 02-44 A request by Kwok K. Lai for an on premise consumption Beer & Wine license to be used in connection with China Garden Restaurant located at 1535 Walton Way. District 1. Super District 9. Mr. Koons: Katherine Koons 3188 Skinner Mill Rd, Apt. C, Augusta. Mr. Sherman: The Sheriff's Dept. and the L&I Dept. have reviewed the I application and we recommend approval. This will be located at the new Barn Yard Flee Market on Doug Bernard Pkwy. (No objectors) 6. Discussion: A request by Rebecca CasseUas for a Therapeutic Massage license to be used in connection with Paradise Island Day Spa located at 210- F Robert C. Daniel Pkwy. District 3. Super District 10. Ms. Cassellas: Rebecca Cassellas1103 Pinelane Rd., Apt 305H, Columbia, SC. Mr. Sherman: The Sheriff's Office and the L&I Dept. have reviewed the application and recommend approval. (No objectors) Mr. Kuhlke: So move for approval. Mr. Bridges: Second. Motion carries unanimously. 7. Approve an ordinance amendment to Augusta Richmond County Code Section 7-1-91 providing for an increase in the penalty for commending work without a permit. I :2 1 I I Mr. Sherman: This is a request that we are asking on behalf of the L&I Dept. but it's a recommendation from theConstruction Advisory BoarQ to Increase the penalty for working without a license from $360.00 to $500.00 for the first offense and $1000.00 for each offense there after. The idea is to deter people from just going out and working without permits. We would advertise this in the paper. After a brief discussion, Mr. Mays: I would like to suggest that you send out a memo in the renewal notices so that everyone that this will effect is notified. Mr. Knhlke: I move for approval. Mr. Colclough: Second. Mr. Mays: We have a motion for approval as is, that's with no adjustment on homeowners. Mr. Kuhlke: I would like to amend it just to have Rob go back to the Construction Advisory Committee and give us some clarification on just private homeowners whether you come back with a recommendation that they can do a higher amount. But, I would like for you to come back after your Construction Advisory Committee and advise this Committee of your decision. Mr. Sherman: What if we increase the penalty for professionals, those who have business licenses. And that the $360.00 fine remain the same for someone working on their own home. Mr. Wall: I think what everyone is suggesting is that you review that $100.00 threshold and the circumstances when a homeowner has to get a permit. Mr. Kuhlke: If I could amend my motion to approve what's on there but in addition to that to suggest that private homeowners can spend up to $500.00 without getting a penalty. Mr. Colclough: Second. Motion carries 3-1 with Mr. Mays voting present. 8. Approve an ordinance amendment to Augusta-Richmond County Code Section 2.1-29 providing for the registration of (building industry) contractor owned/used vehicles and the issuance of decals to be placed on said vehicles. Mr. Kuhlke: So move for approval. 3 Mr. Bridges: Second. r- Mr. Sherman: This is an amendment to the Occupational Tax License Ordinance. This is something that North Augusta and Columbia County are doing. This is a way for us to police the industry. We're talking only about the building construction industry. What we're proposing is when the contractor purchases his business license and pays his occupational tax that we issue a decal that he places on the back window of his vehicle or any vehicles in his company or privately owned vehicles that are driven by an employee of his. The idea is that when they are at the work site and if an inspector goes through and sees vehicles there he will know that this is a licensed contractor. People in the building industry, if they go through a neighborhood and see work going on they know that the person is a licensed contractor. If the business is not domiciled in Augusta, if the business license is held else where, they still have to pay a regulatory fee when they come into to take out a building permit at that time we would issue a decal. This ordinance is labeled as the second edition. What was originally proposed was to charge $20 for the vehicle registration per company and $1.00 for each decal. After talking with Columbia County, what they were originally doing is requiring that the contractor come in with all the registration forms for all the vehicles that his company has. All they're requiring now is that the contractor come in and give the number of vehicles he'll have. They issue the decals and write in on the decal the business license number and issue that. The cost of implementing this, if we go with that approach, will be $1.00 a decal. Mr. Mays: I hope this doesn't give US a false sense of security where folk will start going by and looking at a sticker and making the assumption that every thing is licensed there because they see two to three cars with a sticker in the window. Mr. Sherman: On construction, we have to do inspections. They have to call for the inspection and we have to go in and sign off on the card. Mr. Williams: How much revenue is this going to bring in? Is this worth the cost? Mr. Sherman: Yes. After Columbia County implemented this, they brought in about $60,000 in additional occupational tax from those that were working without a license. As far as the decal goes it will be the contractor, the business owners responsibility to get that decal back when that person leaves. If he leaves with the decal on his truck and goes out and does work, and the work is not done satisfactorily then he's in violation of one of the codes. The contractor is responsible for that decal and for that work because he is still claiming to be his employee. Motion carries unanimously. 4 I I -I 9. Authorize a Jetter requesting assistance from the Georgia Department of Corrections for the development of the Apple Valley Park and the construction renovations to Savannah Place Park. (Requested by Commissioner Williams) Mr. Colclough: So move for approval. Mr. Kuhlke: Second. Motion carries unanimously. 11. Motion to approve three-year agreement for Flight Dimensions International d/b/a Flight Explorer for software at Augusta Regional Airport at Bush Field. I Mr. Colclough: So move for approval.
