Kuhlke members, Commissioners T. Boyles and B. Hankerson, J. Wall, Attorney, W. Hornsby and F. Russell, Deputy Administrators, R. Sherman, L&1, R. Howard, Recreation Dept., L. Bonner, Clerk of Commission. ABSENT: B. Young, Mayor. MEDIA: S. Eidson, Augusta Chronicle, G. Eskola, Channel 6, S. Norris, Augusta Focus. 1. New Application: A.N. 02-28: A request by James Hoar for an on premise consumption Liquor & Beer license to be used in connection with Underground Augusta located at 840 Broad Sl There will be a dance hall. District 1. Super District 9. (Deferred from August 12 Public Services) Mr. Sherman: At the August 12 meeting it was suggested that the applicant and the ones that were opposed to the license get together and try to reach a compromise. Larry Harris in our office tried to get the two parties together and was not successful. So, we have brought it back today. I Mr. Hoar: James B. Hoar 3415Vz Wrightsboro Road, Augusta. Mr. Sherman: We do have objectors here. The L&1 Dept and the Sheriff's Office have reviewed the application. This is a bar it's not a restaurant so it does have to comply with the distance requirements. The proposed location is next door to the synagogue on Broad Street because of that we have to recommend that it be denied. Mr. Kuhlke: So move for denial. Mr. Bridges: Second. Mr. Colclough: What happened with the suggestion that I made at the last meeting that the two parties get together and try and work something out. Mr. Lewis Saul, Attorney for the synagogue: I spoke with the Rabbi and we decided that we did not want to compromise with a bar being located next door to the synagogue in light of the children and the programs that we. I did not say that I would be opposed to something across the street. I just said I didn't want it next door to the synagogue. I Objectors 3. Supporters 5. Motion carries unanimously. 1 2. Status report(s) from the Director of Augusta Recreation regarding National Guard/Apple Valley Park, Doughty Park and Savannah Place Projects. (Requested by Commissioner Williams) I Mr. Howard: On the Apple Valley project, the National Guard received our application and Lt. Co!. Joseph Hale indicated by telephone that their project analysis is underway and would give a reply on their ability to perform the work within thirty days. On Doughty Park, we do have $100,000 funded through Block Grant funds. We should receive [mal environmental clearance from EPD by the end of August. Site preparation is scheduled for September 9 and construction should begin on September 12, 2002. On Savannah Place, we received the approval to hire an architect to design this project. Timetable for design work has not been established to date but construction should begin in April 2003. Mr. Bridges: I move we receive this report as information. Mr. Colclough: Second. Motion carries unanimously. 3. Transfer Application: A. T. 02-06: A request by Eugene Curry to transfer the retail package Beer license used in connection with E & J Grocery located at 1229 V212th Street to 1219-B 12th Street. District 1. Super District 9. Mr. Curry: 1005 14th Avenue, Augusta. I Mr. Sherman: The L&1 Dept. and the Sheriff's Office have reviewed the application and recommend approval. (No objectors) Mr. Colclough: So move for approval. Mr. Bridges: Second. Motion carries unanimously. 4. New Application: A.N. 02-29: A request by Carol Pryor for an on premise consumption Beer license to be used in connection with Cohn's BBQ located at 1556 Gordon Hwy. District 2. Super District 9. Ms. Pryor: Carol Pryor, 808 Stevens Creek Rd., Augusta. Mr. Sherman: The L&1 Dept and the Sheriff's Office have reviewed the application and recommend approval. (No objectors) Mr. Kuhlke: So move for approval. I 2 I Mr. Bridges: Second. Motion carries unanimously. 5. Beer & Wine license to be used in connection with Thrif.Tee Supermarket located at 232 Sand Bar Ferry Road. District 1. Super District 9. Mr. Hong: 535 Blueridge Crossing Rd. Evans, GA. Mr. Sherman: The L&1 Dept and the Sheriff's Office have reviewed the application and recommend approval. (No objectors) Mr. Colclough: So move for approval. Mr. Bridges: Second. Motion carries unanimously. 6. New Ownership: A.N. 02-31: A request by Carol Rodriguez for an on premise consumption Liquor, Beer & Wine license to be used in connection with Rio Bomba Hispanic Restaurant & Lounge located at #2 Eighth Street. There will be a dance hall. There will be Sunday sales. District 1. Super District 9. I Ms. Rodriquez: Carolyn McCarty Rodriquez, 3937 Willowood Rd, Martinez, GA. Mr. Sherman: The L&1 Dept and the Sheriff's Office have reviewed the application and recommend approval. (No objectors) Mr. Kuhlke: So move for approval. Mr. Bridges: Second. Motion carries unanimously. 7. Motion to approve free transportation for passengers in recognition of the tragedy that struck America on September 11, 2001. Mr. Johnson: This is something that the Transit Dept wanted to on our level in remembrance of that day. This does not include the ADA service, any purchase of service or agreements that we have. I Mr. Cheek: I applaud the creativity of our Transit Director. However, I have strong reservations about this. We don't have free service on any other dates where we were attacked by foreign governments or entities. I think this will adversely affect our budget. 3 Mr. Johnson: I understand what you're saying. But also, if you understand transportation was the part that was hit. Our idea was to get as many people to ride and to move around that day on some type of transportation system. Mr. Cheek: I would like to suggest that we charge a fee and contribute that to some agency that is dealing with the tragedy rather than a free ride. Mr. Kuhlke: What is one days revenue? Mr. Johnson: In the middle of the month it would be about $2,500. After further discussion, Mr. Bridges: I move we approve this. Mr. Kuhlke: Second. Mr. Williams: I think this would be a good promotional tool for people to find out how good the bus service is. Mr. Mays: I would like to ask the maker of the motion to accept a friendly amendment. I would like to ask Heyward if he would coordinate with other groups that will have activities on that day. Mr. Bridges: I would be glad to accept that as part of the motion. Motion carries 3.1 with Mr. Kuhlke voting no. 8. Motion to approve Augusta Public Transit's participation in the Georgia Power Electric Bus Project Mr. Bridges: So move for approval. Mr. Colclough: Second. Motion carries unanimously. 9. Approve Amendment to Augusta-Richmond County Code Section 6-2-22 to provide for alcohol sales in the Augusta Common area. Mr. Wall: The Augusta Common area is asking that it be included as a designated site in so far as the sale of alcohol is concerned. This is for a one-day event. I would point out that it would lie within the one hundred-yard limitation. I do have one question, I drafted this for securing permission from not only the Sheriff but also the Director of Recreation. Since then it has come to my attention that 4 I I I I perhaps the Augusta Commons will be under the Riverwalk as opposed to Recreation. Mr. Kuhlke: I would like to make a motion that we approve this amended by the Attorney to get the appropriated agency in there and that we have him notify Mr. Saul that this will be on our agenda next week just in case they want to be here.
