MEDIA: H. Williams, Augusta Chronicle, S. Norris Augusta Focus, S. Eidson, Metro

1. Motion to approve Augusta Public Transit's grant application to the Federal
Transit Administration (FrA) and to the Georgia Department of
Transportation (GDOT) for capital and planning funds.
Mr. Colclough: So move for approval.
Mr. Kuhlke: Second.
Motion carries unanimously.

Motion to renew the Sec. 5311 Rural Transit grant Application between the
Georgia Department of Transportation (GDOT) and Augusta, Georgia.
Mr. Kuhlke: So move for approval.
Mr. Colclough: Second.
Motion carries unanimously.
3. New Application: A.N. 02-28: A request by James Hoar for an on premises
consumption Liquor & Beer license to be used in connection with
Underground Augusta located at 840 Broad Street. There will be a dance
hall. District 1. Super District 9.
Mr. Hoar: James Hoar 3415'12 Wrightsboro Road, Augusta.
Mr. Sherman: The Sheriff's Dept. and the L&1 Dept have reviewed the
application. The synagogue is existing next to the proposed property. Because it
does not meet the distance requirements we have to recommend that it be denied.
(18 objectors present)

Mr. Kuhlke: So move to deny.
Mr. Colclough: Second.
Mr. KuWke: Rabbi, is this a temporary location?

Rabbi Fisher: We have no plans to relocate at this time.
Mr. Colclough: I'll make a substitute motion to allow the Rabbi and Mr.
Hoar to get together and work out something and come back to us at the next
Committee meeting on August 26.
Mr. KuWke: Second.
Mr. Williams: If there is a distance requirement between the establishment that he
wants to operate and the synagogue there I don't know what can be worked out.
Mr. Colclough: If there is no insignia that designates this location as a church. He
may not have the distance requirement but I don't know if the distance
requirement say that you have to have a sign saying that this is a place of worship.
He says that there is a cleaner sign there.
Rabbi Fisher: There is a sign in the window that says that there is a church there.
We did that for security issues.
Motion carries unanimously.

4. New Application: A.N. 02-29: A request by William T. Dickson for an on
premise consumption Liquor, Beer & Wine license to be used in connection
with Cadillacs located at 3328 Washington Road. There will be a dance hall.
District 7. Super District 10.
Mr. Dickson: William T. Dickson, 4672 Red Leaf Way, Martinez, GA.
Mr. Sherman: The L&1 Dept., and the Sheriff's Office have reviewed the
application and recommend approval. (No objectors)
Mr. Colclough: So move for approval.
Mr. Kuhlke: Second.
Motion carries unanimously.

Discussion: A request by the Augusta Richmond County License &
Inspections Department & the RCSD to present to the Augusta Richmond
County Commission a report of the results of the three month probation
given Super C Restaurant & Lounge located at 2746 Tobacco Road. District
4. Super District 9.

Mr. Sherman: Back in April the Super C Restaurant & Lounge was put on
probation because of complaints. The Sheriff's Office has monitored this location
over the last three months. The L&1 Dept. conducted an audit. We recommend
that Super C's be removed from probation. He seems to be working in
compliance with the case.
Mr. Colclough: So move for approval.
Mr. Kuhlke: Second.
Motion carries unanimously.
6. Discussion: A request by the RCSD for a hearing to discuss the possible
probation, suspension or revocation of the Taxi Cab License held by George
Allen Lyons for Curtis Cab Co. for the following violations: possession of a
firearm by a convicted felon and possession of marijuana. District 1 thru 8.
Super District 9 & 10.
Deputy: The Sheriff's Dept. is recommending suspension or revocation of Mr.
Lyons taxicab license because he was arrested in July for the aforementioned
charges.

Mr. Kuhlke: I would like to make a motion that we put him on probation for
one (1) year. If he comes back again I'll vote to take the license.
Mr. Colclough: Second.
Motion carries unanimously.
7. Motion to transfer $25,000 from account number 546091115-51.11110 to
546091115-52.39112 in the Transit Department.
Mr. Kublke: So move for approval.
Mr. Colclough: Second.
Motion carries unanimously.
8. Motion to approve the renewal of an employment agreement for Mr. Richard
Hatfield, Newman Tennis Center Manager.
Mr. Kublke: So move for approval.

I. Report from Administrator with recommendation and an analysis of the collection
process of business license fees. (Deferred from June 10 Public Services)
2. Motion to approve the purchase of two (2) multi-unit play systems for McBean
Park and Brookfield Park, referring to bid item #01-112 as approved by the
Augusta Commission on October 4, 2001, from Hasley Recreation and Design in
the amount of $60,000.
3. Motion to approve the authorization of Fire Department SPLOST Phase N funds
in the amount of $76,278.16 to the Department of Recreation and Parks as credit
for expenses at McBean Park.
4. Approve Georgia Department of Natural Resources - Environmental Protection
Division - Grant in the amount of $62,597.20 for the purpose of funding the Scrap
Tire/Solid Waste & Education Program.
5. Transfer Application: A.T.02-07: A request by Sung Chol Song to transfer the
retail package Liquor, Beer & Wine license used in connection with Frank's
Package Shop located at 3251 Deans Bridge Rd. to a new store being built at this
address. District 5. Super District 9.
6. New Ownership: A.N. 02-24: A request by Hud McTeer for a retail package
Beer & Wine license to be used in connection with McTeer Food & Fuel located
at 1237 Gordon Hwy. District I. Super District 9.
7. New Ownership: A.N.02-25: A request by Chin S. Pale for a retail package Beer
& Wine license to be used in connection with Sunset Mini Mart located at 2925
Peach Orchard Rd. District 8, Super District~ 1 O:~
8. Motion to approve the transfer of deed for 1.19 acres at Blount Park to Sand Hills
Neighborhood Association for the purpose of economic development in the Sand
Hills area.
9. Approve Augusta Regional Airport to enter into a retainer agreement with The
LPA Group.
10. Motion to approve the amended lease agreement between the City of Augusta and
the Augusta Arsenal Soccer Club for the mutual installation of field lighting for
two fields at the Augusta Soccer Park.
