New Ownership: A.N. 02-14: A request by Kum Yon Parker for a retail package Beer & Wine license to be used in connection with Need More Kuntry Store located at 4212 Windsor Spring Rd. District 6. Super District 10. Motion to approve and award a construction contract to Continental Construction, as the low bidder, in the amount of $849,756.00 for the construction of the new McBean Community Center. Mr. Bridges: So move to add. I Mr. Kuhlke: Second. Motion carries unanimously. I Status reports on James & Arrington trailer parks. (Requested by Commissioner Cheek) Mr. Cheek: Two years ago I began an intensive look at trying to control trailer slum in District 6. We have two, one is in excess of forty years old and 80% of the property is uninhabitable. The other off of James Dr. is in the same condition. I've worked with code enforcement and the Health Dept to try and move some of these properties to get the owners to clean them up. It's disturbing that these things are allowed to continue. This is demeaning to the citizens of south Augusta and to the city of Augusta that we would tolerate these types of slums. Mr. Sherman: On both of these parks there have been things done. The environmental inspector went out and we ended up taking Mr. James to court. He was fined and given sixty days to clean up. The Arrington property was given a list of violations, which he did correct some of the violations. Mr. Arrington is scheduled to go to court on April 18 for a list of violations on practically every mobile home in that park. We can report back to you on Mr. Arrington after his court appearance. On Mr. James, on Carleen Rd. he has been given a thirty-day notice on a maintenance code. He can not spend enough money to fix them up so if he has not moved them in thirty days, and we know that he's not, we'll take him to court as well. If all that fails, we'll take him back to court and ask the Judge to give him a short period of time to have them removed. If he doesn't then we'll come back.to the Commission asking for an ordinance to demolish the structures and place a lien against the property. I After further discussion, Mr. Colclough: So move to receive this as information. Mr. Kuhlke: Second. Motion carries unanimously. Motion to approve a resolution to authorize a pre-application to be rued with the Georgia Department of Natural Resources of a Land and Water Conservation Fund (L WCF) grant, United States Department of Interior, for Brookfield Park. Mr. Kuhlke: So move for approval. Mr. Colclough: Second. Motion carries unani.mously. I I Motion to approve Augusta Transit's purchase of a six (6) Wheelchair Capacity Paratransit Van for $51,047 from National Bus Sales and Leasing, Inc. using allocated SPLOST funds. Mr. Kuhlke; So move for approval. Mr. Colclough: Second. Motion carries unanimously. Motion to approve license for package shop on City property at Bush Field to be utilized during Masters Week. Mr. Wall: The package shop would be licensed in the name of Ed Johnson. I'll give a little history of why this is on the agenda In years past catering services have been provided at the airport including the providing of alcoholic beverages to the charter and private planes that come in. This year the city is going to be involved in splitting the profits. In order for us to continue to provide that service to the patrons during the Masters event, we need to establish a package shop at Bush Field, which will be open for a limited period of time approximately a week. This is the only license that works. We cannot do it through a catering license; we cannot do it through and on permises consumption license. Consumption will be on the plane. (No objectors) Mr. Colclough: So move for approval. Mr. Kuhlke: Second. Mr. Cheek: Do you have any plans for retaining rainwater? Mr. Chaplin: We do have a lot of retention around the area. Mr. Bridges: I know we ran into a problem with water at the other flea market. Is water at this one, and has the Fire Dept signed off on this? Mr. Sherman: Yes sir. The Planning Commission has approved the site plan and he has been issued a grading permit. Motion carries unanimously. Super District 9. Mr. Ringer: Marco A. Ringer 1160 Austin Court, Sugarhill, GA. Mr. Sherman: The L&I Dept. and the Sheriff's Dept have reviewed the application and we recommend approval. There are some objectors present. Objectors (3) Spokesperson, Ms. Pat Hathaway 1020 Reynolds St: Objection is due to the location of the restaurant due to the lack of seating and parking. I Mr; Colclough: I would like to make a motion that we postpone this to a later date and give the Zoning Dept a chance to discuss the issue of parking in this area and to bring it back to us next month. Mr. Kuhlke: Second. Mr. Ringer: Professional members of this community recruited me because they want a restaurant where you can have a four-course meal and a place that would cater to aduits. To address my neighbors concerns, I have phone numbers from the Sugarhill Mayors' office and the city of Lawrenceville, Gwinnett County, GA. We have contributed to local elementary, middle and high schools on a yearly basis. None of my present neighbors have come by and addressed their concerns regarding parking. There is a city lot a quarter of a block away adjacent to the Radisson Hotel. Behind us on Jones St. is a parking lot that was leased to this location before and is now a general parking lot. Our intent is to enhance and improve the historic downtown area. Mr. Mays: The concerns are, where you will have the parking. We're not turning you down but giving an opportunity at this point for you to come back to us with something that's a little more definitive in terms of where you're going. I Mr. Bridges: What are your present plans for parking and how are you going to solve the parking problem if we approved it today? Mr. Ringer: I have an ex-partner who is an officer at South Trust Bank I would approach her. I'm approaching the public parking across from the Radisson. My concern is that if you approve it contingent on a parking contract then I can go on my way and confirm with a copy of that contract with my neighbors. If you give me another thirty days to try and get that priority taken care of. We have spent a small fortune on renovations. I After further discussion, Mr. Kuhlke: I would like to make a substitute motion that we forward this on to the Commission with no recommendation and at that meeting if the gentleman can come back with a contract to satisfy the parking part of it that the full Commission act on it.
