Motion to approve the low bid meeting specifications for material and installation of
sports flooring for the Blythe Area Recreation Center to Southern Surfaces &
Equipment for $26,427.00.
Mr. Brigham: So move.
Mr. KuhIke: Second. I'm a little reluctant to vote on this item unless Tom can
convince that some of the deficiencies that we have at that facility out there have been
paid attention too. Such as water running into the building. I sent you a memo in regards
to some of the problems. Has anything been done on those?

Mr. Beck: We have yet to meet Public Works back out there to address those
problems. If you approve this bid we will approximately ten weeks before this flooring
will go in which I think will give us ample time to correct any deficiencies.
Mr. Kuhlke gives a description of work that need to be done. And suggest that
the work be done before installing $26,427 in flooring in the gym area.
Motion carries unanimously.
Motion to approve the firm of PRAD Group, Inc. for $28,760.00 for design services
and contract administration for the Savannah Place Park Gymnasium.
Mr. Brigham: So move for approval.
Mr. Kuhlke: Second.
After a lengthy discussion in regard to using local firms being all things are equal,
Motion carries 3-1 with Mr. Mays voting present.

Discussion: A request by the License & Inspections Department to renew all the
Alcohol Beverage Licenses, Sunday Sales, Wholesale Dealers & Adult
Entertainment in Augusta Richmond County for the year 2002. District 1 through
8. Super District 9 & 10.
Mr. Kuhlke: So move for approval.

Mr. Mays: Second.
Mr. Brigham votes no for adult entertainment establishments with alcohol
licenses.
Mr. Brigham abstains on the alcohol license for Still Caribbean.
Motion carries unanimously.
Mr. Kuhlke: I would like to make a motion that we approve the liquor
licenses stated in paragraph three with the exception of the Top of the Hill Lounge
and item 7 and in item 5 Goodfellas Food & Spirits.
Mr. Wall: You would be renewing Goodfellas which is in the book as Henry's but
with the understanding that he is currently under suspension until back taxes are paid
after which he will be placed on six month probation.

New Application: A.N. 01-94: A request by Carl F. Cain for a retail package Beer &
Wine License to be used in connection with Smith-Bell Petroleum located at 3020
Tobacco Rd. District 4. Super District 9.
Mr. Cain: Carl Cain 2838 Cascade Dr., Gainesville, GA.
Mr. Walker: This application meets all requirements of the L&I Dept and has
been approved by the Sheriffs Office and we recommend approval. (Objectors 10 plus

Delegation spokesperson:
Rev. Tom Conway, Pastor, Friendship United Methodist Church: Our church has
been located on Tobacco Rd for more than 100 years. We are looking for substantial
businesses to come into our neighborhood. We have Sandridge community and our
church is a multi-racial church and we are really growing. We're trying to build up our
neighborhood and that community. We don't feel there is a need for this establishment
there.

Normally, the Pastor and I agree referencing the businesses for beer & wine licenses. We

have a little separation on this particular case as far as this business goes. Living in the
neighborhood we went and looked at it and we have quite a few people in our
neighborhood that utilizes this store. Initially, we did oppose them when they first asked
for a beer & wine license. However, in subsequent conversation with Mr. Cain and his
folk we've come to a couple of conclusions that as far as a business with only a beer &
wine license we have some conditions that we have asked Mr. Cain to meet and with that
we would not object to that particular beer & wine license. Those conditions were: (1) to
install and maintain additional street lights on the property. He has done that. Our key
now would be to maintain those. (2) To not conduct any activity, which may attract
potential acts of disorderly conduct or noise violations such as; block parties, auto
detailing, concerts, etc. Car washes and other family oriented events will not be an issue.
(3) To vigorously enforce the no loitering policy and do not allow individuals to conduct
personal business on the premises. (4) Install and maintain a six-foot fence around the
property that would enclose the property. We have a large vacant area on that property
and that fence would completely enclose that property and a side parking lot. And that
parking lot would be open for business such as a car wash on Saturdays. And
additionally that fence would be seen on the opposite side of the property to ensure that
there would be no access across that wide-open area. (5) The last condition that we are
asking the Commission for is that these conditions be imposed as a site requirement to be
transferred to any other subsequent owners of that property. If those things were done,
Mr. Chairman, we as a community would not object to that particular beer & wine license
request.

After a detailed discussion,
Mr. Cain: First of all, we're very sensitive to the church and understand their
position. We're also sensitive to the community. We want to be a member of the
community. Just to let you know there is a company called Fertilo that actually owns the
property. Smith-Bell has a lease with the company. But, Smith-Bell, in order to be in a
position to actually answer your questions and say, yes we'll do those things has made
part of the lease the right to purchase that property. It is our intent to purchase that
property so that we can make these commitments to you. I think we have listened to
what the Sgt. Major and the other members of the community have asked for and feel like
what they have asked for is not out of line and that it is in keeping with trying to do the
best tor the commumty that can be done. Weare more than wlllmg to make lliat a part of
the agreement. We have put the lights in and we intend to maintain them. We now have
a contract with Fence City, Inc. of Augusta to install over four hundred feet of fence. We
do want to keep part of that parking lot where we can open it up especially in the summer
and spring for fundraisers. To answer you question, yes we would voluntarily submit to
that. But understand it would be part of our lease now and we would make it a part of the
purchase package when we purchase the property.
Mr. Brigham: So move for approval with stated conditions.

consider the possible probation, suspension or revocation of the Alcohol Beverage
License held by Henry McLendon for Goodfellas Food & Spirits located at 3328
Washington Rd. for the following violation: failure to pay excise taxes. District 7.
Super District 10.
Mr. Walker: Mr. Smith who is the manager of Henry's dba as Goodfellas came in
this morning and paid all but $600 for this location. This is a continuous problem that
we've had.
Mr. Brigham: I want to make a motion that we suspend the license until that
month is paid. And that we place him on six months probation. And if this
continues to be a problem that the license be revoked.
Mr. Kuhlke: Second.
Motion carries unanimously.
Mr. Chairman: We now need to reconsider item 3.
Mr. Kuhlke: So move for reconsideration.
Mr. Brigham: Second.

Motion to amend Augusta Richmond County Code Section 6-7-26 so as to delete the
requirement for taxicab companies to maintain a central place of business open
twenty-four hours a day for the purpose of receiving calls and dispatching cabs.
(Deferred from Public Services Committee October 29, 2001)
After a lengthy discussion no action was taken.
Discussion: A request by the License & Inspections Department for a hearing to
consider the possible probation, suspension or revocation of the Alcohol Beverage
License held by Charlie Sturgis for Top of the Hill Lounge located at 2306 Gordon
Highway for the following violation: failure to pay excise taxes. District 4. Super
District 9.
Mr. Walker: Mr. Sturgis was notified by phone and letter. He is four months past
due with excise tax and penalties and has made no arrangements to pay. This is an on
going problem that we've had with him. We recommend revocation of his license
because he will not work with us.

Mr. Kuhlke: So move for revocation of this license.

Motion carried unanimously.
Motion to approve award of parking management contract at Augusta Regional
Airport at Bush Field for a three-year period to RepubliclPayne Parking, as
approved by the Augusta Aviation Commission.
Mr. Kuhlke: So move for approval.
Mr. Brigham: Second.
Motion carried unanimously.
