Clerk: We have a request for an addendum from the Aviation Commission to receive a report regarding their called meeting of September 24. Mr. Kuhlke: So move to add. Mr. Brigham: Second. Motion to approve the purchase and installation of multi-unit play system for the Department of Recreation and Parks as follows: Dominica Recreation Products, Inc. Hasley Recreation & Design $40,000 $50,000 Mr. Kuhlke: So move for approval. Mr. Mays: Second. I Motion carried unanimously. Receive a report from the Aviation Commission regarding their called meeting of September 24, 2001. I Mr. Wall: The Aviation Commission had a special called meeting this morning and they have made a recommendation. Since September 11, the airline industry has taken a tremendous hit. That has also impacted the number of flights as well as the number of passengers that are flying at Bush Field. And obviously, enplanements are what drives the revenue for Bush Field and they have determined that they need to adjust in light of the change in the airline industry and the traveling public. Also, they had received a report earlier in the year from Black & Beach in so far as reorganizing the airport indicating that the airport was over staffed. In light of that they approved a motion recommending to the Augusta Richmond Commission that a reduction in force be implemented pursuant to the personnel policies for the personnel at Bush Field. Basically, the reduction in force policy that is a part of the City handbook allows for a layoff or a reduction in force whether economic conditions or related reasons beyond the employers or employees control are involved, is one of the criteria. Then once a need for a layoff or a reduction in force becomes necessary, the Commission notifies, in this case Bush Field, at least 60 calendar days in advance of the intended action of the necessity for layoff and the reasons for the layoff. Then there is a process to determine which workers could potentially loose their job as a result of the layoff. At this point obviously, no plan has been adopted by the Aviation Commission in so far as the number of positions or the individuals that would be affected or the positions that would be affected. That is something that would have to be analyzed once the process is started. What the Aviation Commission is requesting of the Public Services Committee as well as Administrative Services and ultimately the full Commission is to begin that process since it will require at least 60 days notice. During that 60-day period the positions will be evaluated, the need for the personnel, the length of service and the employee ratings will be looked at. An organizational chart will be brought back before the Aviation Commission and to the Augusta Richmond County Commission in so far as what the new organization would look like. I At this point, Mr. Wall disseminates a handout to the Committee that indicates there are eighty-one positions currently at the airport, some of which are contract employees. The Aviation Commission unanimously adopted a motion to request the Augusta Richmond County Commission to notify the Executive Director at Bush Field to implement a reduction in force. This would allow him to analyze his department, analyze its needs, analyze personnel and come back with an organizational chart that would identify the positions that would be eliminated and a process for eliminating those positions. That comes as a recommendation from the Aviation Commission and I would request that the Public Services Committee adopt a similar motion and pass it on to the full Commission.
