A request by the License & Inspection Department to discuss the suspension of the
business license, placing the license holder on probation, or permanently revoking
the business license of the following taxi cab companies for violating specific sections
of the Taxicab Ordinance: Alert Taxi-Cab, Carribean Enterprise, City-County
Taxi, Courtesy Taxi-Cabs, Cyndis Cab Company, Independent Cab Company,
National Cab Company, Royalty Cab Company, Signal Cab Company, United Cab
Company, Flamingo Car Service and Veteran Cab Company.

Mr. Sherman: This is a request to discuss placing the listed taxicab companies on
probation or to suspend their licenses for violating two sections of the taxicab ordinance.
They are required to have a listing in the phone book and they are required to have a 24-
hour dispatch. There is some history to this. We started meeting with the cab companies
back in the fall of 1999. Several cab companies had called us complaining that other
companies were not complying with all the regulations. We met with them, we discussed
those issues but during those discussions we realized there were also other issues that we
needed to address that the cab companies were not in compliance with. We met with
them several times in 2000 and discussed having the phone listing and also the 24-hour
dispatch service. The issues were simple and clear as to what we were talking about.
After the meetings we sent notices out to the companies just restating what we had talked
about that they would be required to comply with these two sections of the ordinance.
But as far as the phone listing goes we gave them to July 1, 2001 to comply. When the
phone books did come out we found that these cab companies were not in compliance.
We had a meeting with them a couple of weeks ago to discuss it and we told them that
the next step would be to come before the Committee for discussion and ask for either
suspension or probation.
Mr. Kuhlke: Mr. Sherman do you have a recommendation?
Mr. Sherman: Let me say that we don't want to put anyone out of business. There
are some companies that are complying with all the regulations of the ordinance. Our
recommendation is that they have until October 1,2001 to comply with the requirement
of having a listing in the phone book. If they don't give us a receipt for having that
listing, then we suspend their license.

After further discussion,
Mr. Kuhlke: I would like to make a motion that we uphold the Directors
recommendation with a compliance date of October 1.

Mr. Brigham: Second.
Mr. Mays: I would like to ask Mr. Kuhlke if he would consider adding to his
motion to have staff review the present Ordinance and bring a recommendation back to
this Committee.
Mr. Kuhlke: I will amend my motion to extend the time until the second
meeting in October.
After further discussion,
Mr. Wall: We are addressing two issues, the fIrst issue is a listing in the telephone
book. The second issue is a 24-hour dispatch service. I think if you have a telephone
number it should be listed in the BellSouth phone book.
Motion carries 3-1 with Mr. Mays voting no.
Transfer Application: A.T. 01-06: A request by Sun Knight to transfer the retail
package Liquor License to be used in connection with Overpass Package Shop from
3745 Peach Orchard Rd. Suite C to 3745 Peach Orchard Rd. Suite D. District 6.
Super District 10.

Mr. Sherman: This application has been approved by the L&I Department and the
Sheriffs OffIce and we recommend approval. (No objectors)

Mr. Kuhlke: So move for approval.
Mr. Mays: Second.
Motion carried unanimously.
New Application: A.N. 01-92: A request by Hong Park for an on premise
consumption Beer License to be used in connection with Pro BiIIards located at 2609
Peach Orchard Rd. District 2. Super District 9.
Mr. Sherman: This application has been approved by the L&I Department and the
Sheriffs OffIce and we recommend approval. (Three objectors)

Mr. Mays: So move for approval.

Mr. Kuhlke: Second.
Objector- Mr. Bill Booth, 2607 Peach Orchard Rd: I operate a repossession and
consultant business at that address. My driveway is adjacent to the building they will be
occupying. Also, there is a repair shop in back of the building that is adjacent to that
building. We feel like it will be a bad element in that area for our businesses. We've
already had a number of break-ins in the past months. We feel like more alcohol being
served'in that area will bring more break-ins and property value. Also, the parking is
very limited at that building too.
Mr. Colclough: Mr. Sherman, have you looked at the parking and the impact of
traffIc and what about the Sheriffs OffIce?
Mr. Harris: I have looked at the building it's in a shopping center right across
from the Post Office. As far as my knowledge, I don't see where it will impact the
traffic. I don't know what kind of clientele he solicits. This is a poolroom and I guess it
would be like any other poolroom in Richmond County.

Objector: We have property at 2613 Peach Orchard and we are concerned about
being able to rent the building and the value of the property if a pool hall that serves
alcoholic beverages moves in. We are concerned about the trash that will be there if the
business is open at night and we're concerned about the parking.
Mr. Berry: If he only has a poolroom kids can come in. If he starts selling
alcoholic beverages kids won't be able to come in, they'll have to be 21.
Mr. Brigham: I would like to make a substitute motion that we forward this
to the full Commission with no recommendation.
Mr. Mays: Second.
Motion carried unanimously.
Discussion: A request by Divina P. Scott for a Massage Therapist license to be used
in connection with Georgia Chiropractic and Wellness Center located at 3029 Deans
Bridge Rd. District 5. Super District 9.
Mr. Sherman: This applicant is out of town and we're asking if this can be
postponed until the next Committee meeting.
Mr. Brigham: So move approval.

Motion carried unanimously.
Discussion: A request by Amy J. Pollock for a Massage Therapist license to be used
in connection with Hand Over Stress located at 3455 Wrightsboro Rd. District 3.

Mr. Sherman: This applicant meets all requirements and we recommend approval.
Ms. Pollock: Amy J. Pollock, 2909 Panhandle Circle, Augusta.
Mr. Brigham: So move approval.
Mr. Mays: Second.
Motion carried unanimously.
Motion to approve Augusta Public Transit's grant applications to the Federal
Transit Administration (FTA) for capital funds.
Mr. Mays: So move approval.
Mr. Kuhlke: Second.
Motion carried unanimously.

Motion to approve the use of $5,000 from Augusta Public Transit's contingency
fuuds to pay the local share for the purchase of a vehicle for Rural Transit.
Mr. Mays: So move approval.
Mr. Kuhlke: Second.
Motion carried unanimously.
Motion to renew the 5311 Rural Transportation Grant between the Georgia
Department of Transportation and Augusta, Georgia.
Mr. Mays: So move approval.
Mr. Kuhlke: Second.
Motion carried unanimously.
Discussion: A request by Steven R. Kinder for a Sunday Sales License to be used in
connection with Sports Pub & GriII located at 1031 Ellis St. There will be Sunday
sales. District 1. Super District 9.

Mr. Sherman: The L&I Dept did a review of his excise tax and he is meeting the
percentage for having Sunday sales. (No objectors)
