RE: Appointment by Commissioners of representatives to serve on a
Citizens Involvement Committee concerned with the needs of disabled
users of the Transit system.

Ms. Judy Winters expresses her concerns on the transit system for handicapped
and all citizens. Her concerns are for the Paratransit system that operates the same routes
and same hours as the regular system. Asking for longer hours during the week and
weekend hours. Extend reservation hours with the Paratransit system to 8:30 -5:00.
Mr. Brigham: We do not have a quorum present the information that you passed
to us will be forwarded to the other Commissioners. We are looking forward to hearing
the recommendations of the Transportation Involvement Committee.
The Committee received as information the concerns of the delegation.
Presentation by Julia Glover and Marie Richardson regarding their
concerns.
Ms. Richardson petitions the Committee concerning code violations that were
filed by the Belair Hills Neighborhood Association.
Mr. Sherman: I can meet with you tomorrow, July 10 and discuss the situation.
Mr. Kuhlke: This sounds like a neighborhood problem. If they are in compliance,
and Rob finds that out I think he can give you a letter saying that you are in compliance
and if your neighbors continue to do that just show them that letter.

restaurant & Lounge located at 3629 Morgan Road. There will be Sunday sales.

on premise Beer License to be used in connection with Zack's Grill located at 2174

Motion to approve the renewal of an operational agreement with East Augusta
Neighborhood Association for Eastview Community Center.

Mr. Williams: Are there any records or indications as to what has been done
already as far as programs are concerned? In my mind I'm thinking that every center
should have the same programs throughout the entire city, whether it's a large or small
group. You shouldn't have to go from one point to another point to get certain programs
like ballet or swimming. If there's not a pool in the area, there should at least be a
program with transportation. I would like to know if there are any reports that come
through from East Augusta running that center.
Mr. Beck: This center has not been open since the end of December because the
old center was demolished to prepare for the construction of the new center. So there are
no records for this year because there has been no indoor programs going on. Their
agreement started last summer and they ran the center up until it closed in December.
They operated the same types of programs that we had in there, after school programs, a
summer day camp program was in there last summer and senior activities were on going
in there until it stopped in December. The Neighborhood Association is preparing to
bring all of those programs back into the center as well as some expanded things that we
talked about last week with other types of instructional types of classes now that we have
a larger center.

Mr. Williams: Shouldn't we know before we enter into an agreement with them
what types of programs and centers that the recreation department should be directing the
programs as far as what we can and cannot do. We're trying to keep teens busy, we're
trying to keep activities going, especially during the summer and after school programs.
On the sports side, when it comes to keeping children involved regardless of what age
level from 6-16, there should be something going on at all times. But before we enter
into this agreement, shouldn't we sit down with them and at least give them a guideline
or give them some kind of list of things that should be going on rather than agreeing to
what we had in the past since this is a bigger center?
Mr. Beck: And we have. Again we've had several meetings with them and they
were very fruitful meetings. Some of the basic requirements are: after school programs
during the year and senior activities that will be going on during the year in the mornings.
The athletic programs that you were speaking of are actually run out of May Park for the
whole East Augusta area. This center is a larger center but it does not have a gymnasium
where any of the indoor athletic programs will be held. We have given them our
direction as to what we're going to require in there just as we do all the other operations.
The Neighborhood Association feels like they can meet those requirements.
Mr. KuhIke: So move to approve this agreement.

Motion to approve the renewal of an operational agreement with 30901
Development Corp. to staff and operate the indoor recreation center at W. T.
Johnson Community Center.

Mr. Beck: This item is again one of our six operational agreements as Eastview is.
For the 30901 Corporation we have the W.T. Johnson Community Center. The 30901
Development Corp. has operated the facility for the last year. They did submit a very
detailed annual report of program activities. They have done an outstanding job over the
past year organizing the many programs. They were partnered with our department at the
W. T. Johnson Community Center and we recommend approval.
Mr. Kuhlke: So move to approve this agreement.
Mr. Williams: This is in my district and I was opposed to this last year and we
tried it for a year on a trial basis. I thought we were coming back for reconsideration.
This is the operation of indoor recreation and I've had several complaints. Before we vote
on this I would like to have a report from W. T. Johnson Community Center on how
many and what programs have been going on there. The 30901 Development Corp.
promised us 26 programs and I was amazed that the church could put on 26 programs.
When the recreation department had it there was only 4 programs going on over there. I
was a little concerned and I was not in support of it and I'm still not in support of it. I
think if we're in the heart of the inner city, less than two blocks away from an elementary
school where children are within walking distance of this facility where there's nothing
going on outside for recreation for these children. There is a ball field there that's almost
deserted. I've been by several times and I've talked with several of the residents and I
have received calls about this being on the agenda today. I would like to have a report
from the 30901 Development Corp. as to what was going on, how many participated,
what kind of programs. I have not seen those programs.
