Motion to approve concrete deck work at Jones Pool for $23,151.65 to Augusta Wall
& Concrete. (Deferred from Public Services Committee April 25, 2001)
Mr. Kuhlke: I move we refer this to the full Commission with no
recommendation.

Discuss the boat ramp at New Savannah Bluff Lock and Dam Park. (Deferred from
Public Services Committee April 25, 2001)

Mr. Beck: This item was deferred from our last Committee meeting at the request
of the Committee. I think the issues were for us to check the lease out more thoroughly
that we have with the Corp of Engineers that expires in April 2008. The boat ramp
remains closed. Mr. Wall's office has filed the necessary paper work to try and get
reimbursement back from the initial $63,000 as well as the other facilities that were
damaged, which was approximately $136,000 worth of replacement items, which
includes the boat ramp and the dock repairs.
Mr. Colclough: Do we have the money to repair?

Mr. Beck: We have $50,000 that was moved up in the SPLOST Phase IV Sales
Tax to 2001. Should you as a Commission decide this is the direction that you want to go
there is a funding mechanism there to get the ramp back in operation. Our initial cost
estimates were in the $56,000 range as far as getting the ramp repaired and replaced as
well as the courtesy dock. We know we'll have enough money with the $50,000 to do
the ramp repair as to the dock, we might have start off with a more minimal dock than
was there before with the $50,000 unless you want to come up with some other funding.
Should you decide to move forward, this is a very entailed engineering repair related to
that ramp, we have acquired three cost estimates related to that ramp from three
engineering services related to that process that is outside the scope of what we can do in-
house. Should you decide to move forward we would ask the engineering firm to bid it
both ways to do a lump sum for both the ramp and the dock but to also be able to split it
out. The most important part of the operation is to get the ramp operational.
Mr. Kuhlke: I would like to move that we go ahead with this. I also talked to
Pete Fulcher and he indicated that he has two National Guard Armories in the
engineering groups that are interested in maybe doing some work and might be able to
provide some service out there.

Mr. Brigham: I think we need to make a request from the Legislative Delegation
for State funds for the dock and boat ramp.
Mr. Wall: A claim was submitted in January. By law they are allowed six months
in which to handle the claim administratively then at the end of that six-month period we
can file suit if we need to against the government or you can wait and see if there is some
possibility of getting it resolved. The only response that we've had from the claims
agency thus far is that they have received the claim and that they were reviewing it.
There's a reasonable chance that we may get reimbursed. We should know something by
the first part of July. But, you have the funding in place, it would juSt replace those
funds.

Motion to approve the bid for four (4) transit vehicles submitted by National Bus
Sales & Leasing, Iuc., the single bidder, for $718,956.00.

Motion to approve proceeding with the design and construction of a combined
community center/library facility at Diamond Lakes Regional Park.
Mr. Beck: At the approval of the Commission last month you did approve to
proceed moving forward with studying the concept of a joint community center and a
library facility at the Diamond Lakes regional Park. In summary, the SPLOST Phase IV

Capital Improvement Program does have the funding available for a new community
center at the park. The Library Board also has funding in place for a new library in south
Augusta. The Library Board has been given several presentations regarding this issue.
They as a Board have approved this, not only in concept but the project as well.
After a detailed discussion,

Mr. Harris: This applicant meets all requirements of the L&1 Dept. and the
Sheriffs Dept and we recommend approval. (No objectors)

New Application: A.N. 01-71: A request by Koichiro Maeda for an on premise
consumption liquor, beer & wine license to be used in connection with Miyabi Kyoto
Japanese Steakhouse located at 1315 Augusta West Parkway. There will be Sunday
sales. District 3. Super District 10.
Mr. Harris: On this applicant we're still looking at some personnel statements that
didn't get in from Japan on time. The Sheriffs Dept. wanted a couple more days to
review these. We're requesting that this be sent forward to the full Commission with no
recommendation. We'll have approval from the Sheriffs Dept at that time.
