Brigham, A. Cheek, Commissioners, W. Hornsby, Interim Administrator, J. Wall, Attorney, R. Sherman, L. Harris, S. Walker, L&I Dept., T. Beck, Recreation, L. Bonner, Clerk of Commission. ABSENT: R. Colclough, Chairman. MEDIA: S. Eidson, Metro Spirit. Discuss Library/Community Center concept at Diamond Lakes. (Requested by Commissioner Cheek) I Mr. Cheek: Back in November there was a concept meeting to discuss the possibilities of locating several facilities jointly at Diamond Lakes. Things that were considered at the initial meeting which included members of the Library Board, Health Department, Mr. Beck, !';fr. Oliver and myself were; available land location, convenience to the population, population center and accessibility. With the adoption of this board, which is necessary to proceed with further more in-depth studies and adoption, which I might add would follow the adoption of the Library Board, which voted in agreement with one person voting against it. With this joint facility there would be a tremendous savings for both entities. Mr. Beck: At the request from Mr. Cheek we have pursed the concept of a joint library and community center possibility at Diamond Lakes. At our initial meeting we met with the Library Board as well as the Health Department in looking at different facilities that could go on the property out there. After that meeting we subsequently went ahead to see if this was being done in other parts of the country or is this something that we think of as being a good concept, but can it work. In doing some research we found that there are eleven of these joint facilities already under operation and running in other parts of the country and three others under design and ready to be built. This kind of concept would put us on the cutting edge as far as sharing facilities and in partnerships. As you know we have developed many partnerships throughout the last three years, which that has been of your direction as a Commission to move in that direction. So we wholeheartedly endorse that idea and it is working. There was a survey done by the Library Board at the schools in that south area and the results came by in favor 3-1 in favor of a joint facility such as this as well as being located at Diamond Lakes. '. Mr. Mays: While we're talking about going that far south. we also need to think about transportation in that area. I Mr. Beck: Since this is a preliminary report and what we're asking you to do today is to allow us to pursue this further with the Library Board with Mr. Acree's assistance with him being the architecture and let us come back to you again with the I transportation in mind also and give you a report at a later date. Mr. Kuhlke: So move to approve the concept. Mr. Mays: SecondL Motion carried unanimously. New Application: A.N. 01-06: A request by Lewis C. Blanchard for an on premise consumption liquor, beer & wine license to be used in connection with Somewhere In Augusta Restaurant located at 2701 Washington Road, Suite. 2. There will be Sunday sales. District 7. Super District 10. Mr. Blanchard: Lewis C. Blanchard, 1006 Azalea Drive. Mr. Harris: This applicant meets all requirements of the L&I Dept and the Sheriff's Dept and we recommend approval. (No objectors) Mr. Mays: So move. Mr. KubIke: Second. Motion carried unanimously. I New Application: A.N. 01-07: A request by Matthew Inglett for a retail package beer & wine license to be used in connection with Garden City General Store located at 224 Eighth Street. District 1. Super District 9. Mr. Inglett: Matthew Inglett, 153 Avondale Court. Mr. Harris: This applicant meets all requirements of the L&I Dept and the Sheriff's Dept and we recommend approval. (No objectors) Mr. Mays: So move. Mr. Kuhlke: Second. Motion carried unanimously. Discussion: Consider a requesl! by Eric Reformado for a massage therapist license to be used in connection Serenity Spa located at 3435 Wrightsboro Road. District 3. Super District 10. Mr. Walker: When the notice was mailed out we had an address in Columbia, SC and he did not receive that notice. I spoke with him a few minutes ago and he will not be I I able to get here in time for this meeting. Therefore, I recommend we forward this to the Commission with no recommendation. He will be at the next meeting. Mr. Kuhlke: So move to send this to the full Commission with no recommendation. Mr. Mays: Second. Motion carried unanimously. Status and discussion of repair to boat tamp at the Lock and Dam Park. (Referred from January 29, 2001 Public ServiCe Committee Meeting). Mr. Beck: From a funding standpoint as was mentioned in the Committee meeting there has been monies that have been moved in the SPLOST Phase IV proposal. There has been $50,000 moved forward from the Barley Boat Ramp which is all the Lock and Dam project moved forward to year one, in case that is something that you would like to address to get the ramp back in order. But as to any update from the last meeting I think there was supposed to be some comments that were made to the Legislative Delegation, possibly on Richmond County Day. I'm not sure of any results that came out of that. Mr. Kuhlke: So move to receive this as information I Mr. Mays: Second. Motion carried unanimously.
