Hornsby, Interim Administrator, J. Wall, Attorney, H. Johnson, Transit Director, T. Beck, Recreation Dept., R. Sherman, 1. Harris, S. Walker, L&1, R. Berry, Sheriff's Dept., 1. Bonner, Clerk of Commission. ALSO PRESENT: S. Eidson, Metro Spirit. Motion to approve a resolution to authorize a pre-application to be filed with the Georgia Department of Natural Resources for a Land and Water Conservation Fund (L WCF) grant for land acquisition at Sand Hills Park. Mr. Beck: This item is to allow us to get a grant application in for the Land and Water Conservation. This is a fairly normal program through the federal government. It comes down from the state. It's a fifty-fifty matching program and we have the funds in the SPLOST Phase IV. Mr. Kuhlke: So move. Mr. Mays: Second. 111 Motion carried unanimously. New Application: A.N. 01-60: A request by Charles E. Sconyers for an on premise consumption liquor, beer & wine license to be used in connection with CJ's located at 2512 Peach Orchard Road. There will be a dance hall. District 2. Super District 9. Mr. Sconyers: Charles E. Sconyers, 2107 Tobacco Road. Mr. Walker: This meets all requirements of the L&! Dept. and has been approved by the Sheriff's Dept. and we recommend approval. (No objectors) Mr. Mays: So move. Mr. Kuhlke: Second. Motion carried unanimously. New Application: A.N. 01-61: A request by James E. Allen, III for a retail package beer & wine license to be used in connection with Handy Land Truck Terminal located at 4706 Deans Bridge Road. District 6. Super District -10. I Mr. Allen: Mr. James E. Allen, III, 1522 Schley Street. Mr. Walker: This meets all requirements of the L&1 Dept. and has been approved by the Sheriffs Dept. and we recommend approval. (No objectors) Mr. Kuhlke: So move. I Mr. Mays: Second. :.:! Motion carried unanimously. New Application: A.N. 01-62: A request by Heinz J. Sowinski for a retail package wine license to be used in connection with Wines by Heinz located at 404-A Telfair Street. District 1. Super District 9. Mr. Sowinksi: Heinz J. Sowinksi, 5593 Wrightsboro Road, Grovetown. Mr. Walker: This meets all requirements of the L&I Dept. and has been approved by the Sheriffs Dept. and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Mays: Second. Motion carried unanimously. District 2. Super District 9. Ms. Kervin: Ok Cha Kervin, 2511 Drumcliff Court, Hephzibah. Mr. Walker: This meets all requirements of the L&1 Dept. and has been approved by the Sheriffs Dept. and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Mays: Second. Motion carried unanimously. New Application: A.N. 01-64: A request by Martin Garcia for an on premise consumption beer & wine license to be used in connection with Viva Mexico Restaurant located at 2579 Tobacco Road. There will be Sunday sales. District 4. Super District 9. NIr. Garcia: Martin C. Garcia, 2579 Tobacco Road, Hephzibah. I I Mr. Walker: This meets all requirements of the L&1 Dept. and has been approved by the Sheriff's Dept. and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Mays: Second. :j Motion carries with Mr. Colclough voting no on Sunday sales. Motion to approve an increase in transit fares. The regular passenger base fare will increase 25 cents. The new fare will be $1.00. Senior citizen. disabled and student fares will be increased from 35 cents to 50 cents. The base ADA paratransit fare will be increased from $1.50 to $2.00. There will be no increase in the cost of a transfer. I Mr. Mays: This is a department that I have always supported. Certain commitments that I've made and 1 won't be hypocritical about. I know we've increased fees in certain areas, I'm glad to see no increase in the transfer cost. Also, finally getting the Transition Center approved hopefully the money that will be brought in from the State from that particular route. They were the first to do some creative things on their own before we asked the departments to cut back to keep their budget in line. But with the percentages that we have dealt with in increases in certain areas I made a commitment that whatever we dealt with 1 would not go past the ten- percent margin and this takes us past that ten-percent margin, so I'll have to cast a no vote on this.
