New Ownership Application: A.N. 00-57: A request by Jung Sook Farrar for an on
premise consumption beer license to be used in connection with Olympic Pool &
Games located at 2763 Tobacco Road. District 4. Super District 9.
Ms. lung Sook Farrar, 3353 Saddiebrook Dr., Hephzibah.
Mr. Walker: This applicant has met all requirements. This is a new ownership of
an old location. This has been approved by the Sheriffs Dept. and we recommend
approval. (No objectors)
Mr. Mays: So move.

Discussion: Consider a request by Jung S. Farrar for a gameroom license to be used
in connection with Olympic Pool & Games located at 2763 Tobacco Road. District 4.
Super District 9.
Ms. lung Sook Farrar, 3353 Saddlebrook Dr., Hephzibah.
Mr. Walker: This applicant has met all requirements. This is a new ownership of
an old location. This has been approved by the Sheriffs Dept. We never had any
problems with the gameroom prior to the other owners. We recommend approval. (No
objectors)
Mr. Mays: So move.
Mr. Brigham: Second.
Motion carried unanimously.

New Ownership Applicatiou: A.N. 00-58: A request by Joseph D. Gaddini for an ou
premise consumptiou liquor, beer & wiue license to be used in connection with
Kokopelli's located at 3415 y, Wrightsboro Road. There will be a dance hall. District
3. Super District 10.

Mr. Walker: This application has met all requirements of the L&I Dept. and has
been approved by the Sheriffs Dept. and we recoruruend approval. (No objectors)
Mr. Mays: So move.
Mr. Brigham: Second.
Motion carried unanimously.
New Ownership Application: A.N. 00-59: A request by Ku N. Choi for a retail
package liquor, beer & wine license to be used in connection with Fulcher's Package
Shop located at 3458 Windsor Spring Road. District 6. Super District 10.
Mr. Choi: Ku N. Choi, 1088 Severn Drive, Evans.
Mr. Walker: This application has met all requirements of the L&I Dept. and has
been approved by the Sheriffs Dept. and we recoruruend approval. (No objectors)

A request from the Highland Park Neighborhood Association regarding a contract
to lease the Voting Center adjacent to Wood Park on Highland Avenue.
Mr. Evans: The Highland Park Neighborhood Association has agreed to a written
contract to lease the facility for a $1.00 and to continue to make accommodations for the
youth air rifle program to continue to hold practices in the facility in the future.
Mr. Mays: Is this the routine situation on the simple agreement for the $1.00?
Mr. Hornsby: Yes we need to do that and the reason being eventually we may
need to use a portion of that area when we start building that fire station there.
Mr. Beck: I would recommend that we would do this very similar to the way
we've done our other operational agreements. The leases typically have to corne with
liability insurance that's mandatory with any lease. In our operational agreements, the
city still provides the liability insurance for these neighborhood associations.

Mr. Brigham: I would like to make a motion that we approve this subject to
a letter of agreement approved by Mr. Wall.
Mr. Kuhlke: Second.
Mr. Beck: lim, what we were just discussing is to do this rather than a lease to do
this as an operational agreement similar to the way we've done with our other
recreational center facilities. That would not mandate that the Neighborhood Association
have any liability insurance, which I think in a lease would be necessary.
Mr. Wall: In a lease it would be necessary. They are going to allow other people
to use the facility and they will manage it. And they would be volunteers serving just like
the other facilities. We can work that arrangement out.
Mr. Beck: Yes.
Mr. Colclough: If you're going to manage the facility then you would have to
make arrangements with the organization.
Mr. Mays: The only difference here is that the other Neighborhood Associations
have taken over active centers that had a facility that was there. But here we're talking
about the abandonment of a voting place that's actually almost taking over our salvage.

Motion to discuss bid item #00-160, the awarding of a contract for the new Eastview
Community Center.
Mr. Beck: We had a bid opening for the new Eastview Community Center on
November 19. We did have seven bidders on the job. Continental Construction was the
low bidder, under budget about $40,000 and we recommend approval.
Mr. Brigham: So move.
Mr. Mays: Second.
Mr. Kuhlke: Your estimated cost is $433,975 and the bid is $291,000 what's the
other money going to be used for?
Mr. Beck: We've got other monies in the job will be used to upgrade the
playground equipment areas. There will probably be some widening of ball field issues
that we will need to do. We'll actually have in the project a balance of about $130,000
after the award of this contract. There will be some other improvements done in the park
also.

Mr. Mays: What about furniture, will we have to put anything in that building that
will need to come out of this source?
Mr. Beck: We have already purchased some new folding tables and chairs
because the Neighborhood Association has been operating the center. We will be
purchasing some more and some of those furnishings will come out of this balance and
contingency also. All of the kitchen appliances and that type thing are already a part of
the base bid also. It's just whatever else we want to put in from game tables and that type
thing that would not be a part of the base bid.
