Cheek, Commissioner, W. Hornsby, Interim Administrator, J. Wall, Attorney, T. Beck, Recreation Director, R. Sherman, 1. Harris, L&I, 1. Bonner, Clerk of Commission. ABSENT: B. Kuhlke,Conrnrrrissioner. ALSO PRESENT: H. Coryell, Augusta Chronicle. Motion to approve an agreement for one year with the Augusta Rugby Club for the operation' of the Augusta Skatepark ou Damascus Road. Mr. Beck: This is a follow-up to an agenda we had a couple of meetings ago. This is a proposal for a one-year agreement with the Augusta Rugby Club to operate a new skatepark facility that would be built on Damascus Road. Again, we have a $10,000 state grant to build the skatepark. Mr. Mays: So move. Mr. Colclough: Second. Motion fails with Mr. Mays and Mr. Colclough voting yes and Mr. Brigham voting no. Forward to the full Commission with no recommendation Motion to reprogram $35,000 from SPLOST Phase ill from Chafee Park to Riverwaik Playground Improvements and reprogram $35,000 from SPLOST Phase IV Riverwalk to Chafee Park. Mr. Beck: What this is intended to do is because of the urgency of the playground improvements that need to be done at Riverwaik at the request of the Administrator we looked for some monies that are currently funded that are not obligated right now in Phase ill of the sales tax. And we currently have about $111,000 that is targeted and have been approved for Chafee Park improvements that is a part of Phase ill. Those funds are being held right now because they are also going to be put together with the Augusta Canal Authority funds for Chafee Park improvements. Mr. Wall: This $35,000 will not be spent until after January I. So we don't need to do this. This gets us in trouble. Come January I we can spend the $35,000 even though we have not collected the money. My problem is that Riverwalk playground improvements are not a part of Phase m. We don't have a catch all under Phase m. As long as we're not going to spend the money until January I, we move ahead and January 2 we can spend the money. Mr. Mays: ~ move to delete.
