Sherman, S. Walker, L&I, R. Berry, Sheriff's Dept., 1. Bonner, Clerk of Commission. ABSENT: B. Young, Mayor. Clerk: We have a request for two items: 1. A motion to approve FAA Grant AIP 20 in the amount of$1,220,360 to fund the development of a Master Plan in the amount of 5460,000 and to fund the construction of the General Aviation ramp in the amount of 5760,360. 2. A motion to approve purchase of 45.5 acres of land in South Carolina for use by Augusta Regional Airport at Bush Field for a purchase price of 5152,519 and granting a license to 1.H. Simpkins, Jr., for the use of the property for a term of 25 years. Mr. Brigham: So move to add. Mr. Kuhlke: Second. I Mr. Mays: Jim where are we on the land purchase? Mr. Wall: I met with Mr. Simpkins and his attorney and talked with Tim Weegar and Michael Parrish on Friday afternoon and they are in agreement. It has not been discussed with any of the aviation commission members at this point by me, I don't know if Tim and the others have or not but we intend to present this on Thursday. They are in favor and supportive of this. We need to take action before September 30 because we'll lose the grant monies. I am asking that you either approve this subject to the Aviation Commission approval or that you make no recommendation and sent it to the floor and that way its on the agenda for next weeks meeting then you can take action dependant upon what the Aviation Commission does Thursday. Motion carried unanimously. Discussion: Consider a request by Jennifer Baker for a massage therapist license to be used in connection with Paradise Island Day Spa located at 3435 Wrightsboro Road. District 3. Super District 10. /vIr. Walker: She is not here again today. Can we move this to the end to give her a little more time~ I Mr. Kuhlke: I move we move it to the end of the agenda to give her a little more time. Hr. Brigham: Second. Motion carried unanimously. I Discussion: Consider a request by Melissa Haggerty for a massage therapist license to be used in connection with Augusta Cosmetic Surgery and Day Spa located at 1433 Stovall Street. District 5. Super District 9. Ms. Haggerty: Melissa Haggerty, III Cokesbury Court, Martinez. Mr. Walker: This applicant meets all requirements and has been approved by the Sheriff's Dept., and the License Dept and we recommend approval. Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Application: A.N. 00-42: A request by Steven Ray Kinder for an on premise consumption liquor, beer & wine license to be used in connection with Sport's Pub & Grill located at 1031 Ellis St. District 1. Super District 9. Mr. Kender: Steven Ray Kender, 3628 Belair Road, Augusta Mr. Walker: This applicant meets all requirements and has been approved by the Sheriffs Dept., and the License Dept and we recommend approval. (No objectors) I Mr. Mays: So move. Mr. Kuhlke: Second. Motion carried unanimously. New Ownership Application: A.N. 00-43: A request by Robert L. Rampulla for an on premise consumption liquor, beer & wine license to be used in connection with Red Lion Pub located at 1936 Walton Way. There will be a Dance Hall. District 2. Super District 9. iYIr. Rampulla: Robert 1. Rampulla, 503 Wendover Way, Grovetown. iYIr. Walker: This applicant meets all requirements and has been approved by the Sheriff's Dept., and the License Dept and we recommend approval. (No objectors) Mr. Berry: We did make one suggestion to him outside. He was asking for a restaurant license for the Red Lion Pub. We told him that we would object to the restaurant part of the license and he stated that he would have that portion removed from the application and just go with a food pertnit. I I Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Application: A.N. 00-44: A request by Miriam Crawford for an on premise consumption liquor license to be used in connection with Tommy's located at 2610- A Peach Orchard Rd. District 2. Super District 9. Ms. Crawford: Miriam Crawford, 2004 Melrose Drive. iYIr: Walker: This applicant meets all requirements and has been approved by the Sheriff's Dept., and the License Dept and we recommend approval. (No objectors) Mr. Mays: So move. Mr. Brigham: Second. Motion carried unanimously. I Discussion: A request b):: Barbara Usry for an extension of time to open for business at the Walton Way Pub located at 1923 Walton Way. District 1. Super District 9. Mr. Walker: We asked that this be deleted from the agenda She has called and is selling the business. Mr. Mays: So move to delete. Mr. Kuhlke: Second. Motion carried unanimously. Mr. Walker: She is still not here therefore I recommend this be disapproved. Mr. Kuhlke: So move. Mr. Brigham: Second. I Motion carried unanimously. A motion to approve FAA Grant AlP 20 in the amount of 51,220,360 to fund the development of a Master Plan in the amount of 5460,000 and to fund the construction of the General Aviation ramp in the amount of 5760,360. I Mr. Wall: As a result of suspending the work on the terminal design which was the original purpose for which the 51,220,360 was expected to be used. There has been a proposed reallocation of those funds so that the $630,057 that was a portion of the 51,220,360 that was for the terminal design is being reprogrammed. One hundred thousand of that $ we are requesting that you approve the entitlement grant for the $1,220,360 as reallocated between the master plan and the general aviation ramp. This has not been acted on by the Aviation Commission, it will be acted on Thursday. I ask that you approve this subject to the Augusta Aviation Commission's approval on Thursday. After further discussion, Mr. Kuhlke: I move approval subject to approval by the Aviation Commission. lVIr. Brigham: Second. Motion carried unanimously. A motion to approve purchase of 45.5 acres of land in South Carolina for use by Augusta Regional Airport at Bush Field for a purchase price of 5152,519 and granting a license to L.H. Simpkins, Jr., for the use of the property for a term of 25 years. I iYIr. Wall: About a year ago the Augusta Aviation Commission approved the purchase of 45.5 acres of property located in Aiken county which was being purchased for the purpose ofa glide slope in the flight pattern. Although the Aviation Commission approved it when it was brought to this body it was not approved. The objection as I recall was primarily related to the lease portion of the proposal. Whereby the city would purchase the property for 10 percent above the appraised value and then lease the property back to Mr. Simpkins for $15 per acre, but this was not approved. The matter sat for a while and now the FAA has notified Bush field that they have to expend the grant monies by September 30 otherwise the funds would be lost. They have also been notified that they will have to cut certain trees that are on the property. After several months of negotiations with Mr. Simpkins we have finally reached an agreement that I am willing to recommend and he is willing to accept. Basically, that is to purchase the property for the 5152,519 which is approximately 52,200 more than the purchase price was in 1999. But again, that's based upon a 1996 appraisal which is 10 percent above that amount. But that also includes a pre-payment and a payment in full by Mr. Simpkins to Augusta for a license agreement for a term of25 years. T11at license agreement would basically allow him the use of the property subject to whatever restrictions. That IS actually a benefit from our vantage point in having /vIr. Simpkins have control of the I I property. You'll know what activity is going on over there and you're not dealing with trying to police a piece 0 f property that is across the river. If the glide slope changes from a 20 to 1 slope to a 34 to 1 glide slope which may occur at some point in the future, then it would give us the right to go in and remove practically every tree that is on the property. Tim Weegar, Clarence and Michael Parrish at Bush Field think that there's some benefit in actually having Mr. Simpkins in control of the property, which again removes some responsibility from us. Again, it's a purchase price of5152,315 that will include a paid up license agreement for Mr. Simpkins to use the property for a term of25 years. We're recommending approval again, subject to the Aviation Commission approval. Mr. Kuhlke: So move approval. Mr. Brigham: Second. After further discussion, Motion fails 2-2 with iYIr. Kuhlke and iYIr. Brigham voting yes and Mr. Colclough and Mr. Mays voting no. With no further business to discuss, the meeting was adjourned. 1- Lena J.
