COMMITTEE ROOM - June 28, 2000

PRESENT: R. Colclough, Chairman, J. Brigham, B. Kuhlke, W. Mays members, M.
Williams, Commissioner, R. Oliver, Administrator, J. Wall, Attorney, R. Sherman, 1.
Harris, R. Berry, Sheriffs Department, L&I, T. Beck, Recreation Director, 1. Bonner,
Clerk of Commission.
ABSENT: Mayor B. Young.
ALSO PRESENT: Representatives from The Augusta Chronicle, Channel 6, Channel 12,
Channel 26.
Clerk: We have three addendum items:
1. Discuss future site plan for Wood Park.
2. Discussion: A request by the Richmond County Sheriffs Department for a hearing to
consider the possible probation, suspension or revocation of the business license held
by Sonya Granger for the Tinted Windows Club located at 1505 North Leg Rd. for
the following violation: loud music, shootings in the parking lot, patrons loitering on
the outside. District 3. Super District 10.
3. Emergency roof repairs at the Old Government House.

Mr. Kuhlke: So move to add.
Mr. Mays: Second.
Motion carried 3-0 with Mr. Brigham out of the room.
Discuss future site plan for Wood Park.
Mr. Beck: We have been working with the Fire Department as well as the
Neighborhood Association in coming up with a master plan for the park at Highland
Avenue and this plan has been approved. We have new play ground equipment and a
walking track. I would like to make [his clear to the Comminee that none of these
remaining funds are existing in the Phase IV Sales Tax plan at this time. There were no
recommendations for any funds to go toward Wood Park at all. This is a master plan it is
a plan with these cost estimates, all we have funded is $45,000. This should be
completed by October 5. I'm asking you to approve the master plan to include the park
area and the fire station.
Mr. Kuhlke: I move approval.
Mr. Brigham: Second.

Mr. Evans: The Neighborhood Association has accepted Mr. Beck's and Mr.
Few's idea. But there are some things that we really want to do. When you get ready to I
put the equipment in we would like to have two people from the Neighborhood
Association and myself to give input so we can see what we would like to have in there.
We would like to have the same thing you gave to Wood Lake. We would also like to
have a written plan given to us of what will be done.
Motion carried unanimously.
Discussion: A request by the Richmond County Sheriff's Department for a hearing
to consider the possible probation, suspension or revocation of the business license
held by Sonya Granger for the Tinted Windows Club located at 1505 North Leg Rd.

Mr. Harris: The Sheriffs Department recommended that we bring Club Tinted
Windows before this Committee. They have had some incidents in the parking lot. The
Sheriffs Department did not make a formal recommendation but based on the evidence
that they presented to us we are recommending probation.
Ms. Granger: Sonya Granger 1509 Troupe St.
Mr. Colclough: Would you like to make a response?

Ms. Granger: This has been discussed with us arid we have taken measures to
correct the matters by hiring additional police officers. Also, we purchased a golf cart so
that the officers would have more mobility.
i'vlr. Berry: I originally made no recommendation. I do know that she took on two
additional deputies and with them patrolling the parking lot that has made a big
difference. I recommend six months probation.
Mr. Brigham: So move for six months probation.
Mr. Mays: Second.
Motion carried unanimously.
Emergency roof repairs at the Old Government House.
Mr. Beck: This is an emergency to help us put a new roof coating system on the
Old Government House. Since we have been operating the facility in the last year we
have experienced various leaks in this old historic structure. Between Facilities
Maintenance and some contractors on small repair jobs it would cost over $1000 to patch.
We have had major flood damage inside this structure. What we are asking you is to I
approve a full fabric coating system that would go over the entire roof that is guaranteed

for ten years. We have no funding designated for this project. However, this facility is
operated as an enterprise fund, although it is a negative fund we take in about $10,000
less that we spend there every year so we don't have the capital monies to do this.
Mr. Oliver: General Fund contingency is where this will have to come from.
Mr. Kuhlke: I move approval.
Mr. Mays: Second.
Mr. Beck: What we would ask is rather than going through the normal thirty-day
bid procedure we ask that you allow us to do a written quote to let Purchasing issue
written quotes for this job to expedite this.
After further discussion,
Mr. Kuhlke: I'll amend my motion to approve emergency bid procedures on
the roof and that we ask the Administrator to come back to us with an appropriate
funding source.
Motion carried unanimously.

Consider a request by Barry 1. Stewart for a Gameroom License to be used in
connection with Regency Cafe located at 2417 Regency Blvd Unit C-1. District 5.
Super District 9.
!'vir. Stewart: Barry 1. Stewart 845 River Bluff Rd., North Augusta, Sc.
Mr. Harris: This applicant has met all requirements of the ARC Business License
Ordinance and the Sheriffs Department and we recommend approval.
Mr. Wall: Will you have more than ten coin operated amusement machines and
what else will be in this location?
Mr. Stewart: I may not need more than ten. I understand my application allows
me to have more. I will also have a complete deli.
Mr. Wall: So you are applying for ten or morery
. Mr. Stewart: Yes sir.
!'vir. Wall: Do you know what the percentage of income will be from the deli
versus the amusement machines?

Mr. Stewart: I've never had machines in Georgia before. I've been told the
machines can make anywhere from $75 to $150 a week. I don't have any numbers to I
present to you on the deli operation.
Mr. Wall: Will you have all redemption machines in there?
Mr. Stewart: Yes.
Mr. Wall: Georgia law prohibits any business that derives more than fifty-percent
of its income from amusement machines that provide for non-cash redemption. All of the
machines apparently are going to be the non-cash redemption. In the absence of a
business plan of what the revenue is going to be, I recommend that you deny this.
Mr. Brigham: I so move with the Attorneys recommendation to deny.

Motion carried 3-1 with Mr. Mays voting present.
Consider a request by Wayne A. Glover for a Gameroom License to be used in
connection with Millennium Games, Inc. located at 1511 North Leg Unit #2. District
3. Super District 10.
Mr. Glover: Wayne A. Glover, 316 Beatty Rd., Columbia, Sc.

Mr. Harris: This applicant has met all requirements of the ARC Business License
Ordinance and the Sheriffs Department and we recommend approval.
Mr. Wall: This is a discretionary ordinance that allows you to deny a license
where there is evidence that a business would cause minors to frequent in the immediate
area. Based upon my understanding this location and the other business license that
you've already heard from. It would be my recommendation that you deny this license.
Mr. Brigham: I so move with the Attorneys recommendation to deny.
Mr. Mays: Second.
Motion carried 3-0 with Mr. Kuhlke out of the room.
Consider a request by Jack B. Gordon for a Gameroom License to be used in
connection with Diamond Redemption Center located at 1719 Gordon Hwy.
District 5. Super District 9.
Mr. Gordon: Jack B. Gordon, 2643 Royal St.

Mr. Harris: This applicant has met all requirements of the ARC Business License
Ordinance and the Sheriff s Department and we recommend approval.
Mr. Wall: This location is the old Pizza Hut on Gordon Hwy. My understanding
is that you're only planning to put amusement machines in there
Mr. Gordon: And the lottery machines.
After further discussion,
Mr. Wall: I believe that you are allowed to consider those that accumulate points
as well as those that spit out the tickets. My recommendation is it falls within the
definition of the statue where he is not getting more than fifty percent of his income from
sources other than coin operated amusement machines that provide for redemption and it
would be not recommendation to deny this license.
Mr. Mays: I move that we pass it on to the full Commission without
recommendation.
Mr. Brigham: Second.
Motion carried unanimously.
