New Application: A.N. 00-24: A request by Chae S. Pak for a retail package beer &
wine license to be used in connection with Smart Grocery located at 3221
Wrightsboro Road. District 5. Super District 9.
Mr. Pak: Chae S. Pak 3419 Camak Dr.
Mr. Walker: This applicant has met all the requirements of the L&I Department
and the Sheriff's Department and we recommend approval. (No objectors)
Mr. Mays: So move.

Motion carries unanimously.
New Application: A.N. 00-24: A request by Damiano Esposito for a consumption on
premise beer license to be used in connection with Roma's Pizza located at 1143
Agerton Lane. There will be Sunday sales. District 3. Super District 10.

Mr. Walker: This applicant has met all the requirements of the L&I Department
and the Sheriff's Department and we recommend approval. (No objectors)
Mr. Kuhlke: So move.

Motion carries 3-1 with Mr. Colclough voting no on Sunday sales.

Mr. Walker: This applicant has met all the requirements of the L&I Department
and the Sheriff's Department and we recommend approval. (No objectors)

Discussion: Consider a request by Samuel Lee for a massage therapist license to be
used in connection with Osaka Spa located at 2352 Washington Road. District 7.
Super District 10.
Mr. Lee: Samuel Lee 1401 Springview.
Mr. Walker: This applicant has met all requirements of the L&I Department and
the Sheriff's Department and we recommend approval.
Mr. Mays: So move.
Mr. Kuhlke: Second.

Motion to discuss a proposal from 30901 Development Corporation for operation of
the W.T. Johnson Community Center.
Mr. Beck: Our department received a proposal about six or so weeks ago from the
30901 Development Corporation in relation to what is consistent with a direction that you
as a Commission have asked us to proceed in partnerships that we might be able to enter
into to further service the recreation in our city. The 30901 Development Corporation
issued a proposal to our department for the operation of the W.T. Johnson Community
Center and a co-managed partnership with our department. The proposal is in your
agenda that outlines the issues and we did discuss other issues that we have entered into
other agreements with the three other agreements within out department for operation of
recreation centers within our city system. In a subsequent meeting with some members
of the Commission and The 30901 Corporation, it was determined that we hold a public
hearing which was held last Tuesday, May 2 at the W.T. Johnson Community Center on
the issue.
Mr. Oliver: I would note that this proposal provides for the two full time staff
people at W. T. Johnson to be transferred to Garrett gymnasium and Dyess Park and the
remaining part-time person would stay at Johnson center. If at any point this center came I
back under our control, these people would have to come back because we would not

have the staff to operate them and to do other wise would place a burden on our properry
tax base.
Mr. Beck: Our department does try to utilize our staff where the needs are the
greatest. Right now in the approved year 2000 budget we only had one full time staff
person that was approved for Garrett gymnasium. With the size of that facility and with
this proposal coming along the same time as that facility opening that is where we are
recommending one of these positions go should you approve this agreement. And the
other need would be at Dyess Park where we have a larger program offering at that
facility and only have one fulltime staff person. Although this proposal would not save
any actual personnel dollars in this budget it does eliminate the need to have to ask for
additional personnel.
Mr. Kublke: Tom what is your recommendation?
Mr. Beck: My recommendation based on everything discussed with the 30901
Corporation to discuss, hearing the comments from the public hearing last Tuesday night,
both pro and con, it is my recommendation that we give this 30901 Development
Corporation an opportunity to service the community.
Mr. Kuhlke: So move.

After further discussion,
Mr. Mays: In reference to the fact that we have a proposal here on our side and
the 30901 side but it's not a contract and I'm wondering if we need to amend the motion
a little to include where the Administrator and Attorney work out the contract. Because
there will be certain things 30901 will have to sign offon and as well as us. I think we
need to go ahead and approve this subject to the contract being signed and being passed
on to the Commission.
Mr. Kuhlke: I'll include that in my motion.
