Clerk: We have a request to add five as per our addendum agenda:
1. Motion to approve the renewal of an agreement between Augusta and Sand
Ridge Community Association for operation of Jamestown Community Center.

2. A request from ADDS-CSRA, Inc. regarding the use of facilities and
transportation for Camp Future.
Mr. Kuhlke: So move.

3. Motion to approve a resolution to authorize a pre-application to be filed with the
GA Department of Natural Resources for a Land and Water Conservation Fund
(L WCF) grant for land acquisition at Sand Hills Park.
Mr. Kuhlke: So move.

Motion carried unanimously.
4. Motion to approve the transfer of SPLOST Phase III funding in the amount of
$45,000 from Heath Street Pool (District 5) to Wood Park (District 5), and to
approve a bid award to Dominica Recreation Products for a multi-unit play
system in the amount of $19,820 (Bid Item #00-042) for Wood Park.

5. Motion to amend job qualifications in the Recreation and Parks Department for
positions below Recreation Specialist I (grade 48) from a four year degree
requirement to a four year degree preferred.

Motion carried unanimously.
Approve increase to contract with TSDG Architects, LLC for additional services
related to renovations to the Main Library on Greene Street.
Mr. Kuhlke: So move.

Motion carried unanimously.
Request approval for the installation of promotional banners on the light poles in
the public right-of-way along Broad Street and other' downtown streets by ARC
Public Works-Facilities Maintenance personnel with Banners & Brackets being
provided at no cost to Augusta Richmond County by Main Street, subject to
approval of Traffic Engineer.

Motion carried 3-1 with Mr. Colclough voting no.
A motion to approve the submission of a proposal to CSRA ROC for contracted
transportation services with DHR, subject to proposal being cost neutral to Augusta
Richmond County.
Mr. Oliver: This has been moving around for a long time in that the state has been
trying to centralize regionally transportation services and now they've come up with a
slight variation of what they did before. Weare primarily interested in continuing to
provide transportation services to those entities that we currently provide them for on a
trip generation basis. The only copdition that we ask is that we submit a proposal, subject
to us being cost neutral. We don't want necessarily want to make money, but we I
definitely don't want to lose money.

Mr. Johnson: This is something that came to this Committee about a year ago
when the state was going out to private contractors. Since that time they have discovered
that didn't work because private contractors were going out making the bids and then
coming back to the different state funded entities trying to give them a low-ball figure.
So basically the state says that whatever we do has to be based upon the allocated cost.
Now the proposal is that ROC will be given the responsibility for contracting these
services locally. I would like to look at a list that the Senior Citizens Council has and try
to work out an agreement to try and see which agencies we can work out having. There
are some on the list that we are already using now. So as Mr. Oliver said we would like
to maintain those. The state says that we could actually go out and pick and choose on an
individual basis which ones we would like to use. I would like a proposal to take this
forward so that we could further investigate what we can and can't do. My whole
purpose is that we will stay cost neutral. The state will make us, using their vehicle, get
whatever the allocated cost of the service is.

Diamond Lakes Regional Park to Blair Construction, Inc., as a deductive change
order in the amount of $21,855.78.

A request from ADDS-CSRA, Inc. regarding the use of facilities and transportation
for Camp Future.

Mr. Beck: The ADDS-CSRA, llC. has run a day camp program in our facility at
Warren Road since 1993. It has been a successful program through the years. We have
financially supported this program in the early years when our budgets were more able to
do that. I believe the last three years or so that funding has not been given as far as any
cash funding toward the program. What we have done is give use of the Warren Road
Community Center for the Camp Future program. We've also provided transportation
cost to provide transportation activities for day campers for swimming and field trips.
We notified Dr. Kirbah at the end oflast year that due to the excessive demand of our
summer programs that we would no longer be able to accommodate the program at our
Warren Road facility. What we have offered Dr. Kirbah is the use of Minnick Park on
Kissingerbower Rd. We have also worked with the BOE in her potential use of the
Warren Road Elementaty school where they have built a gym and a cafeteria.

Dr. Kirbah: For the past seven years, Camp Future has provided an innovative
program designed for both disabled and non-disabled children in Richmond and
Columbia counties. This is the only program in this area that provides the opportunity for
low-income, minority and disabled children access to a quality summer program that is
affordable. Camp Future also allows many Richmond and Columbia County working
parents of children with disabilities, low cost alternatives to specialized care for their
children during summer months. For many autistic children, this is the only alternative
due to the lack of specialized daycare or other programs in this area. Camp Future also
allows the children with disabilities the opportunity to enjoy summer activities like other
children, that they would otherwise not be able to do. The Recreation Department has
offered the use of Minnick Park, however this facility was offered in the past but could
not be utilized after State inspectors informed our organization that it is not compliant to
the type of population in our camp. The mention of the possible utilization of the new
gym at the Warren Road Elementaty School was brought up as well. However, after
further discussion with the principle of this school, we came to the conclusion that we as
a non-profit organization could not afford to pay the expenses of $8,000 to $10,000 that
was asked by the BOE. The parents of the children who participate in Camp Future can
not afford to not have such a program available. As stated earlier many depend on this
camp during the summer months. Your assistance in helping to obtain an adequate
facility or to be able to defer the fees required for the use of the Warren Road Elementary
School facility would greatly be appreciated not only by this organization but numerous
Richmond County parents as well.

After further discussion:
Mr. Kuhlke: I would like to make a motion that we ask the Attorney to
prepare a resolution from us to the RCBOE outlining what we are willing to do and
ask the BOE to consider jumping in and helping out and have it on the agenda next
week.

Motion to approve a resolution to authorize a pre-application to be filed with the
GA Department of Natural Resources for a Land and Water Conservation Fund
(L WCF) grant for land acquisition at Sand Hills Park.

Mr. Beck: This is the first year that the land and water conservation fund has had
any authorized monies as part of the congressional budget, the Department of the Interior.
This is a program that has been around for about twenty years or so, this is the first time it
has had any funding nationally in the last six or seven years. The program this year for
land and water is strictly land acquisition and the pre-application that we're asking you to
authorize would be to help with the land acquisition for the new Sand Hills Park that was
approved by the Commission. This is a fifty-fifty matching program. Our share would
come from existing SPLOST funds in the budget.
Mr. Kuhlke: So move.
