Director, H. Johnson, Transit Director, 1. Bonner, Clerk of Commission.
ALSO PRESENT:
The Clerk: We have a request for an addendum item:
Amend contract with Beam Pavement Maintenance, Inc. to include the runway
overlay.
Mr. Kuhlke: So move to add.
Mr. Brigham: Second.
Motion carried unanimously.
Motion to approve bus service to the proposed transition center.

Mr. Oliver: There is a location out there near the YDC that is being considered for
a transitional facility to house people that are making the transition from being in jail to
working. There is a piece of property there that is currently zoned appropriately for that,
as I understand it. And they want to use that for this type of facility. They had asked Mr.
Johnson about running bus service to this facility and by doing that it would make this
center viable. Without this bus service it's possible that they would not be able to justify
the location of this center because many of those people don't have transportation. But
you all would have to weigh what the benefits to the community, to the transit system are
and what the determents to those particular areas are.
Mr. Brigham: I'll move we send this forward without recommendation.
Mr. Kuhlke: Second.
After further discussion,

Mr. Heath: The transition center is a facility in which it is a trust. The people are
sent into a transitional center are selected by the Department of Corrections. They are
scanned, they are reviewed and they are sent into the transitional center where they get
counseling and job orientation. They have work release programs, they pay taxes, they
also pay the state forty percent of their income to live there. These people are basically
from the immediate area. So if you look at a transitional center it does a lot of things for
these people. You have a choice, can accept the transitional center or they can be paroled
without any training, counseling, guidance or anything else and they'll be right back in
your neighborhood. [fthey are paroled without counseling job opportunities, chances are
it's a revolving door. We are not trying to put a prison in your neighborhood. It's not I
trying to create any diversity, in fact, every location that I know of, where a transition
center has been located, has actually helped the neighborhood. I think if you check these
transition centers have never hurt an area. The second thing is that the city of Augusta
has been selected out of four locations. We're talking about sixty-five state jobs. You're
talking about a tremendous impact on the community, financially.

Motion carries 3-1 with Mr. Mays voting no.
Motion to approve and award of Bid Item #00-004, Boykin Road Park
Improvements, to the low bidder, Nordmann Contracting of Augusta in the amount
of $30,915.

Motion carries unanimously.
