Motion to approve the following personnel changes within the Athletic Division of
Recreation and Parks:
Abolish Youth Athletic Supervisor - Grade 48
Abolish Adult Athletic Supervisor - Grade 48
Create Athletic Supervisor - Grade 49
Create Adult Athletic Coordinator - Grade 45
Mr. Brigham: So move.

Motion carried unanimously.

Adoption of Redevelopment Strategy for Regency Mall and surrounding area.
Mr. Brigham: So move.

New Ownership: A.N. 00-11: A request by Stetson Thomas for a consumption on
premise beer & wine license to be used in connection with Sho Gun Restaurant
located at 3043 Washington Road. There will be Sunday sales. District 7. Super
District 10.
Mr. Thomas: Stetson Thomas, 25 Lost Tree Lane, Columbia, SC.
Mr. Walker: This applicant has met all requirements of the L&I Dept., and the
Sheriffs Dept., and we recommend approval. We do have a local person. (No objectors)
Mr. Kuhlke: So move.

New Application: A.N. 00-12: A request by Barbara Usry for a consumption on I
premise liquor, beer & wine license to be used in connection with Walton Way Pub
located at 1923 Walton Way. District 1. Super District 9.
Mr. Walker: We would like to have this postponed until the next Committee
because Ms. Usry's father is in the hospital and she could not be here today.
Mr. Brigham: I move we postpone this for two weeks.

Motion carried unanimously.
New Application: A.N. 00-13: A request by Esther Williams for a consumption on
premise liquor, beer & wine license to be used in connection with Club Liquid
located at 712 Broad Street. There will be a dance hall. District 1. Super District 9.
Ms. Williams: Esther Williams, 1203 Summertime Place.
Mr. Walker: This application meets with approval of the L&I Dept., and the
Sheriffs Dept. and we recommend approval. (No objectors)

Mr. Walker: This application meets with approval of the L&! Dept., and the
Sheriff's Dept. and we recommend approval. (No objectors)

Discussion: Consider a request by William J. Shirley for a Sunday sales license to
be used in connection with The American Legion Post #63 (Barbecue Pit) located at I
#90 Milledge Road. District 1. Super District 9.

Mr. Walker: This application meets all requirements. They have seating capacity
and the figures that we have are over sixty percent food and about thirty-eight to thirty-
nine percent in beverages. This meets with the approval of the L&I Dept., and the
Sheriffs Dept. and we recommend approval. (No objectors)

Motion carried with Mr. Colclough voting no on Sunday sales.
Motion to approve an Ordinance to amend the Augusta Richmond County Code,
Title 6, Chapter 2, by adding a new Article 5 to provide for a Food Caterer's
License to sell alcoholic beverages off premises at catered events.

Mr. Wall: Georgia law allows a food caterer to obtain a license to sell alcoholic
beverages off premises at catered events. The proposed ordinance would authorize these
licenses in Augusta and give L&I and the Sheriffs department greater control over
catered events. The Ordinance proposes a $100 license fee for the Food Caterer's
License to sell alcoholic beverages. In addition, the Food Caterer would have to buy
either an on-premises or package beer, wine and/or distilled spirits license, unless it was a
restaurant and already had such a license. Further, there would be a $25 permit for each
event for an Augusta caterer and a $50 permit for a caterer from outside Augusta's
jurisdiction. The state statute requires this permit and it is through this mechanism that
the L&I Dept and the Sheriffs Dept would have greater control over such events. The
biggest discussion that we have had about the moving forward with this license is the fee.
The Sheriffs Dept. feels that the fee should be higher than $100, L&I thinks it should be
a lesser fee. In talking with both departments today I think that the consensus is that if
we could go to $300, I think both sides would be satisfied. Let me explain the rational
behind that. If a restaurant that is open five, six, seven days a week then they could cater
an event because they already have the alcohol permit for on premise consumption and so
by allowing them to have a food caters license it would be an additional $300 for that
restaurant.

Motion to approve Augusta Public Transit's grant application to the Georgia I
Department of Transportation (GDOT) for our share of Federal earmark funds for
the purchase of two (2) buses.
Mr. Brigham: So move.
Mr. Kuhlke: Second.
Motion carried unanimously.
