Discussion: A request by the Augusta Richmoud County's License & Inspections
Department to consider the possible probation, suspension or revocation of the Sunday sales
llcense of Linda Uhl nsed in connection with Shannon's Food & Spirits located at 300
Shartom Drive for the following violation of the Augusta Richmond County Alcohol
Ordinance Section 6-2-15 Sunday Sales. District 7. Super District 10. (Accompanying letter
from Mr. E. FreddIe Sanders regarding an appeal by Shannon's Food & Spirits)
Mr. Brigham: Mr. Chairman I recommend Item 1 be forwarded to the full
Commission with no recommendation.

Terminal Desigu and FInancial Feasibility Presentation. Airport staff and terminal design
consultants will present results of Phase I Design and Preliminary Financial Feasibility for
the proposed Terminal Improvement program at Augusta Regional Airport.
Mr. McDill: The purpose of this presentation is for informational purposes and to
summarize the completed work of Phase I of the Terminal Design and Financial Feasibility for
the improvement Program at Augusta Regional Airport, The information to be presented includes
the floor plan along with the overall look of the new building, program scheduling, project
phasing, Preliminary Financial Feasibility and an outline of steps remaining to finalize design and
proceed with financing.

Motion to approve the transfer of four (4) 1994 Ford Paratransit vans to Coastal Rapid
Transit Authority (CRPTA) in Myrtle Beach, South Carolina for a price of $12,700.
Mr. Oliver: For the record we bid that at the last auction with the minimum bid set by the
federal government. We did not get a bid for that. They waived their portion if it's going to a
transit entity that provides transit service so consequently that's why it's a gravely reduced price.
We recommend approval.

Mr. Walker: This applicant meets all requirements of the License & Inspection
Department and the Sheriffs Department and we recommend approval. (12 Objectors present)
Mr. Brigham: I move we forward this on to the full Commission without
recommendation.

Mr. Otis A. Smith, objector: You may remember we said no about six months ago and we
will be back again to say no to this liquor license. You've seen fit over the years to help us clean
up our community. So, we've taken the initiative to establish a Neighborhood Watch Association
and work closely with the Sheriffs Department to clean up our neighborhood. And we do not
want it to return to what it was. We appreciate what you have done and that's why we're here
today to say to you that we are not against the owner of the store but against aicohoi and other
beverages of that nature that being sold in our community and so close to our religious
establishment and so close to our recreation facility.
Mr. Bo Hunter, Attorney for I.C. Food Store: At this time we have no comments. We
will make our presentation at the full Commission meeting on next week.

Motion to approve amendment to Augusta Richmond County Code to authorize code
enforcement officers to issue citations to any person violating any provision of the Augusta
Richmond County or any ordinance of Augusta Richmond County which relates to
drainage or soil erosion and sediment coutrol, subdivisions and zoning, water and sewage,
alcohol and business licensing, and private property maintenance codes including
specifically Section 7-2-1, Section 7-3-1, Section 7-1-16 and Section 3-5-134.
Mr. Brigham: I make a motion that we postpone this item until the next Committee
meeting on December 27.
Motion carries with Mr. Colclough out.
