Fields, J. Ramsey, L. Bonner, Clerk of Commission. ABSENT: R. Colclough, Commissioner. ALSO PRESENT: S. Cooper, Augusta Chronicle; S. Eidson, Metro Spirit, Cox, Augusta Focus. Clerk: Mr. Chairman and members of the Committee we have a request for two addendum items: Motion to purchase two (2) multi-unit play systems for Diamond Lakes Regional Park, referring to bid item #98-201 and Purchase Order 2822, subject to sufficient funds available in project budget after program is closed. Motion to approve an agreement between Augusta Richmond County and Easter Seals of East Georgia regarding the Fantasy of Lights display at Pendleton King Park. -I Mr. Kuhlke: So move. Nll. Brigham: Second. Motion carried unanimously. Motion to approve the transfer of two trolleys to the Coastal Rapid Transit Authority (CRPTA) in Myrtle Beach, South Carolina, if the Convention and Visitors Bureau (eVB) chooses JlJl.t to purchase these vehicles. MT. Johnson: I would like to ask permission to sell these vehicles. Mr. Brigham: I move we forward this on with no recommendation and we see what the CVB plans to do. Nll. Kuhlke: Second. Motion carried unanimously. I Motion to approve the transfer offour (4) 1994 Ford Paratransit vans to Coastal Rapid Transit Authority (CRPTA) in Myrtle Beach, South Carolina for a price of $12,700. Mr. Johnson: These vehicles have met their life expectancy from the state and federal guidelines and that will be the purchase price with the city getting their share of their money out of it. I Mr. Brigham: So move. Mr. Kuhlke: Second. Mr. Fields: If these are paratransit vans I would be very interested in buying them. Mr. Oliver: We can declare them surplus and put them on the Mr. Siddall's surplus list. Mr. Kuhlke: I withdraw my second. Mr. Brigham: I withdraw my motion and move that we declare these vehicles surplus and put them on the anction list for Mr. Siddall Nil. Kuhlke: Second. lVlotion carried unanimonsly. New Ownership: A.N. 99-87: Consider a request by Thomas D. Thompson for a retail package liquor, beer & wine license to be used in connection with Summerville I Ace Package Store located at 2065 Walton Way. District 3. Super District 10. Mr. Thompson: Thomas Thompson l603 Goshen Clubhouse Dr. Nlr. Walker: This applicant has met all requirements of the L&1 Department and has been approved by the Sheriff's Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: A.N. 99-88: Consider a request by Bong Keun Choi for a retail package beer & wine license to be used in connection with Walton Way Supermarket located at 1931 Walton Way. District 1. Mr. Walker: This applicant has met all requirements of the L&1 Department and I the Sheriffs Department and we recommend approval. (No objectors) I Mr. Kuhlke: So move. Nlr. Brigham: Second. Cain for a consumption on premise liquor, beer & wine license to be used in connection with the Airport Inn Restaurant located at 1520 Aviation Way. There will be a dance hall. Mr. Walker: This applicant has met all requirements of the L&1 Department and the Sheriffs Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. 1 New Ownership: A.N. 99-90: Consider a request by Kwang II Ran for a retail package beer & wine license to be used in connection with C & J Market located at 1565 Fifteenth Street. Mr. Walker: This applicant has met all the requirements of the L&1 Department and the Sheriff's Department and we recommend approval. (No objectors) Mr. Brigham: So move. Nlr. Kuhlke: Second. Motion carried unanimously. Discussion: Consider a request by Shiguan Chen for a Sunday sales license to be used in connection with Ming Wah Restaurant located at 920 Walton Way. District 1. Super District 9. Mr. Chen: Shiguan Chen 920 Walton Way. I Mr. Walker: This applicant meets all requirements of the L&1 Department and the Sheriffs Department and we recommend approval. (No objectors) Mr. Brigham: So move. Mr. Kuhlke: Second. Motion carried unanimously. Discussion: Consider a request by Richard Eldridge for an occupational license (Massage Therapist) to be used in connection with Sun Spa located at 2815 Wylds Road. District 3. Super. District 10. Nlr. Eldridge: Richard Eldridge 6 Farrington Way, No. Augusta, SC. Mr. Walker: This applicant meets all requirements of the L&1 Department and the Sheriffs Department and we recommend approval. (No objectors) Mr. Brigham: So move. Mr. Kuhlke: Second. Motion carried unanimously. Discuss proposed Sue Reynolds School Project. Nlr. Beck: Because the school has already been designed and the gym and the lunchroom are combined we would not be able to use the facility as ajoint project as we first thought. Also, at the present time we do not have the funds in our SPLOST Phase ill project to consider doing this project. Mr. Brigham: I move we receive this as information. Mr. Kuhlke: Second. Motion carried unanimously. Discussion: A request by License & Inspection to renew all current alcohol beverage license holders located in Augusta-Richmond County for the year 2000. This request includes all dance halIs, Sunday sales and adult entertainment licenses. Districts 1 thru 8. Super Districts 9 & 10. Mr. Walker: We recommend approval. Any licenses that have any changes will be brought to you at that time for approval. Mr. Kuhlke: So move. Mr. Brigham: I'll second it for everything but the adult entertainment. I I I I Mr. Kuhlke: I'll make a substitute motion that we send it to the full Commission with no recommendation. Mr. Brigham: Second. Motion fails 2-1 with Mr. Mays voting no. Discuss taxicab passenger limitations. Mr. Frye: I am speaking for several of the independent drivers here in Augusta. We have been running fifteen passenger vans for several years and they're trying to cut our capacity down to eight. We've had our vans out here for many years. Vans are a thing of the future and we hope that you all will see it our way and allow us to use vans. Mr. Oliver: Our current ordinance as I understand it says they can't carry more than eight people. Nlr. Walker: Yes sir. ?vlr. Kuhlke: If somebody has a certified van that will carry fifteen people why do we have to limit them to eight? I Mr. Walker: According to the taxicab ordinance it states that taxicabs are motor vehicle regulated and regularly engaged in the business of carrying passengers for hire and having a seating capacity ofless than eight passengers and not operating on a fixed route, that's what we're going by. Nlr. Frye: We're paying insurance for fifteen passengers, we go through safety inspections every year for these vans Mr. Fields, General Manager of Radio Cab: Taxicabs are cars not fifteen passenger vans. We have a set of ordinances that are not being enforced and I think they need to be enforced. Fifteen passenger vans sit in front of regular cabs and wait until they get a full load. I don't think that's fair to the rider and we don't need more than eight passenger vehicles. I Mr. Mavs: I don't think this is one this Commiuee can solve todav. I think in - - this situation what we need regardless of which side this comes down on, is to legalize the increase or stop it on eight. I think we need some type of different committee review on taxicabs. I think the language of cabs needs to be changed maybe we need to look at a different license for larger vehicles on a different scale. I think we need to resolve some of these issues and sit down with this group of people, with the independent cab drivers with the major cab companies and the limousine services and layout everything and see what they have to deal with. Maybe we can get some information from other cities our size and maybe come up with some ordinance revisions. After further discussion, I Mr. Mays: We do have to have rules and definitions on what we put out L'lere. think if we could work a staff subcommittee out of your department and get some representation on both sides and some legal guidance and get back to us with some recommendations. Get some different recommendations that are livable and legal that we can work with. Rob, you all come back to us in thirty days with some recommendations. Motion to purchase two (2) multi-unit play systems for Diamond Lakes Regional Park, referring to bid item #98-201 and Purchase Order 2822, subject to sufficient funds available in project budget after program is closed. Mr. Beck: The contract for the construction of the park did not call for the installation of playground equipment. This is something we had planned on buying anyway. We felt like we did need to wait until the end of the project to see if the funds would be available. One unit will be for the baseball complex and the other would be for the softball complex. Weare referring to a previous bid of these same units. We do have the monies in the budget. What we would ask you to do is, just to ensure in case anything else comes up as we complete the softball complex, we would like you to approve the purchase of one unit now which will be 523,000 and wait another three weeks or so to make sure there is nothing else that the contingency will need to be used for and then order the second unit at that time. We ask for your approval for both of the 1- units pending budget availability. lvk Oliver: We made it subject to sufficient funds available and project budget after proj ect is closed. Nlr. Mayor: We got that price back in February, will they still honor that price? Mr. Beck: Yes, they will. Mr. Brigham: How many bids did we have at that time? Mr. Beck: Two. Mr. Kuhlke: Why did we not take the low bid? Mr. Beck: It's two different units. The low bid on that information was on one design of a unit and the other figure is for a bigger unit and that's what we want at Diamond Lake. tvlr. Brigham: Has this been through Purchasing? Mr. Oliver: Only for the original bid. When the original bid was awarded by the Commission, and it was awarded on the basis of best bid not low bid. I I Mr. Kuhlke: I'll move for approval subject to Administrator and Purchasing Department approval. After further discussion, Mr. Brigham: Second. Motion carried unanimously. Mr. Wall: This agreement is the same we've had in the past. However, they did add a prevision in there and I talked to Bill Franke about it. The provision that was added this year would make it automatically renewable next year. You woLld have to notify them by August 1 if you did not want to continue the agreement. Mr. Kuhlke: I move approval. Mr. Brigham: Second. I Nlr. Mays: Is that for two years? ?vlr. Wall: Automatic renewal every year. After further discussion, Motion carried unanimously.
