Clerk: Mr. Chairman and members we have one addendum item:
1. Accept a tentative allocation of $426,000 from the FAA 1999 Airport
Improvement Program for a project to rehabilitate the aircraft parking apron.

A request to approve amendment to Augusta Richmond County Code to authorize
code enforcement officers to issue citations for litter control.
Mr. Oliver: I would note in the ordinance that we need to make a change in the
wording.
Mr. Wall: The existing Ordinance that we have has the correct language, the only
words that were added are "and litter control". In talking with Mr. Sherman it was the
intent that this be just the private property maintenance codes which would be basically
your building codes and your adboned vehicles and nuisances, it would not be the litter.
And I think there is some concern, just to clear up everything so that he is not charged
with the responsibility that he doesn't want and that is the litter patrol as such. That is
under the Marshal's Department and this is not designed to deal with that. This is just
when someone from his office goes out and inspects someone's property and gives them
a certain period of time to clean up the situation and they fail to do so, rather than calling
the Marshal's Department to come out and there and issue a citation it allows the person
that he designates to issue the citation.
Mr. Kuhlke: I move we defer this until Mr. Wall make the necessary
corrections.

package beer license to be used in connection with Cumbee's Grocery located at
4628 Mike Padgett Hwy. District 8. Super District 10.

Mr. Walker: This application meets all the requirements and has been approved
by the L&I Department and the Sheriffs Department and we recommend approval. (No
objectors)

New Ownership: A.N. 99-95: Consider a request by Azim Naqawe for a retail
package beer & wine license to be used in conuection with the Hillmond Corp.
located at 1801 Walton Way. District 1. Super District 9.

Mr. Walker: This application meets all requirements of the L&I and the Sheriffs
Department and we recommend approval. (No objectors)

premise consumption liquor, beer & wine license to be used in connection with Club

Mr. Berry: The Sheriffs Department recommends one-year probation for each of
the following violations.
Discussion: A request by the Richmond County Sheriffs Department for a hearing
to consider the possible probation, suspension or revocation of the alcohol beverage
license held bv Brian P. Brittingham for the Red Lion Pub located at 1936 Walton
Way for the following violation: furnishing alcohol to a minor. District 2. Super
District 9.
Mr. Kuhlke: I move we accept the recommendation of the Sheriffs
Department which is a one-year probation.
Mr. Brigham: Second.

Discussion: A request by the Richmond County Sheriffs Department for a hearing
to consider the possible probation, suspension or revocation of the alcohol beverage
license held by Henry McLendon for Goodfellows Food & Spirits located at 3328
Washington Rd. for the following violation: furnishing alcohol to minors. District 7.

Washington Rd. for the following violation:.furnislting alcoltol to minors. District 7.

Mr. B. Williams, Attorney: I represent Mr. Laney. My client has adopted a rigid
policy in seeing that this does not happen. They are not interested in selling alcohol
beverages to minors, that is not a part of their operation. This incident allegedly occurred
on July 20, nobody in management was notified about it until sometime around August 4.
We now understand that Ms. Acton talked with the Sheriffs Department and they
assured her that they have a video tape on this matter and we're not contesting it. I have
some concerns because as I understand it, this employee actually asked for identification
from this young man and then told him that the district manager was in town and if
anybody asked, the waiter never checked his identification. When management found
out about this the employee was terminated. If a one-year probation is the best that we
can get, then we'll accept it. But I don't know that it's warranted. I hope you can
appreciate the trouble and the risk that businesses take that a have large number of
employees in trying to protect their business. We do think that this being the first time, if
you could give them less than one-year probation.

Mr. Berry: This is not the first violation, it's the first violation coming to this
Committee, this is the second violation. I've also been to that location at least three times
and spoke with them about under age sales with complaints.
Mr. Kuhlke: I move we accept the recommendation of the Sheriff's
Department which is a one-year probation.

following violation: furnishing alcohol to a minor. District 7. Super District 10.
Representative for Linda King: We wanted the Committee to know that the
violation occurred and we don't contest it and we appreciate the one-year probation and
not revocation of the license.
Mr. Brigham: I move we accept the recommendation of the Sheriffs
Department which is a one-year probation.
