Report on free rides for City of Augusta employees with ID badges.
Mr. Johnson: We have issued thirty-three identification cards and given fifty-five
rides. We would like to continue the program.
Mr. Kuhlke: I move we continue the program.
Mr. Colclough: Second.
Motion carried unanimously.

Discussion: Consider a request by Bonnie Barnes for a game room license to be used
in connection with Winners Circle Bar & Grill located at 1631 Gordon Highway
Suite 36. District 2. Super District 9.
Ms. Barnes: Bonnie R. Bames, 2606 Ramsey Rd. Hephzibah.
Mr. Walker: This applicant has met the advertising requirements and we
recommend approval. (No objectors)
Mr. Kuhlke: So move.
Mr. Brigham: Second.
Motion carried unanimously.
Discussion: Consider a request by Myong Cha Cho for a gameroom license to be
used in connection with Golden Garden Gameroom located at 3253 Deans Bridge
Rd. District 5. Super District 9.

Discussion: Consider a request by the Richmond County SherifPs Department to
consider the possible probation, suspension or revocation of the gameroom license
held by Loyce Manwell for Bernice's Gameroom located at 2326 Lumpkin Rd.
District 8. Super District 10.
Mr. Walker: Ms. Manwell has already turned in her license and the business has
been closed.
Mr. Oliver: So we ask that this item be removed from the agenda.
Mr. Brigham: So move.
Motion carried unanimously.

Discussion: Consider a request by the Richmond County SherifPs Department to
consider the possible probation, suspension or revocation of the gameroom license
held by Tiet Anderson for T's Gameroom located at 3096 Deans Bridge Rd. District
5. Super District 9.
Mr. Berry: This incident occurred on March 25, 1999. We conducted an
undercover operation on commercial gambling at T's Gameroom. We sent in an
undercover officer and after playing one of the machines and winning cash points he
received a cash payout by someone inside T's Gameroom. Ms. Anderson later said that
the lady did not work for her. But it's hard for someone to payoff on your machine if
they don't have access to the money that is being placed in your machine without YOll
having some type of knowledge of it. Therefore, we ask that the license be revoked.
Mr. Nicholson: My client has had the gameroom license for about three and a half
years now and she has never had any problems. Ms. Anderson says she does know who
the lady is, but she does not work for her. As far as Ms. Anderson is concerned she was
not charged with this offense. All of the machines have been taken from the premises.
We ask if anything is done that she be put on some type of probationary condition in this
matter since she has never had any trouble before.

After further discussion;
Mr. Brigham: I make a motion that we suspend the license until the case is
heard and at that point if they are found guilty in court that we revoke the license.
Mr. Colclough: Second.
Motion carried unanimously.
Discussion: Consider a request by the Richmond County SherifPs Department to
consider the possible probation, suspension or revocation of the gameroom license
held by Larry K. Young for Lotto Cafe located at 2658 Barton Chapel Rd. District
5. Super District 9.
Mr. Walker: Mr. Young was notified by letter of the meeting date, so far he has
not shown up.
Mr. Kuhlke: !'vir. Berry what is your recommendation?
Mr. Berry: To revoke the license.

Mr. Kuhlke: I move we revoke the license.
Mr. Colclough: Second.
Motion carried unanimously.
A request to approve Change Order #1 for park improvements and renovations for
Fleming Tennis Center.
Mr. Beck: You recently approved the contract to Allen Batchelor and Associates
for improvements. As part of that contract we did not bid out or have in the base bid the
demolition of five of the courts that are part of this contract. We had hoped to be able to
do this demolition in house but do to all the projects that we have going on right now and
a lack of CDL drivers, we feel like this is an impossibility for us to do in hOllse. We did
hold the money in anticipation of possibly this happening. In our contingency with this
change order deducted we still have $16,600.
Mr. Kuhlke: So move.
Mr. Brigham: Second.

Motion carried unanimously.
Approval of purchase of 45.55 acres of land in the Runway 26 runway protection
zone at a cost of $150.]15 and lease of 40 acres back to L.H. Simkins for 25 years for
farming, with restrictions as to flight zone.
Mr. Siegfried: The airport owns the runway protection zone on all of the other
runways, except Runway 26. The FAA recommends that we own this property for the
primary purpose of protectirig property and people from damage should an air craft come
down in it's final approach. We recommend purchase of the property and the FAA will
participate in ninety percent of the funding.
Mr. Kuhlke: I move approval, Mr. Chairman.
Mr. Brigham: Second.
Motion fails 2-2 with Mr. Colclough and Mr. Mays voting no.
A request to approve a professional services contract for architecture and
engineering to Roger W. Davis, Landscape Architect, Inc. for $18,600 for
improvements to Lake Olmstead Park.
Mr. Kuhlke: So move.
Mr. Brigham: Second.
Motion carried unanimously.
With no further business to discuss, the meeting was adjourned.
