Durant, Augusta Arts Council; 1. Bonner, Clerk of Commission. ABSENT: B. Young, Mayor. ALSO PRESENT: S. Cooper, Augusta Chronicle; S. Eidson, Metro Spirit; N. Charles, President Sandridge Neighborhood Association. Clerk: We have a request to add two items: I. A motion to approve payment of attorney's fees and expenses to Paul, Hastings, Janofsky & Walker LLP in the amount of$I,847 for advice relating to Bush Field Airport. Funds to be taken from the Augusta Regional Airport Revenue account. 2. A motion to approve the reclassification of a bus operator position that was referred and approved by the Administrative Services Committee. I Mr. Brigham: So move. Mr. Kuhlke: Second. Motion carried unanimously. A request from the Greater Augusta Arts Council for a waiver for special events the section of the City Ordinance that bans open containers on the streets of downtown Augusta. Ms. Durant: We are planning a party on June 5 on Broad Street. The day will start out with artist allover Augusta and Richmond County painting on location. That night there will be an inexpensive party on Broad Street in front of Artist Row, where the artist will be selling the wet paintings and we wanted to include beer and wine as a part of the party. The party will last from about six o'clock at night to about nine, nine thirty. Mr. Berry: The Sheriffs Department has an objection to that. The Sheriffs Department does not want any beer or wine or alcohol sold outside or in tents on Broad Street. This will create a problem for the Sheriffs Department trying to maintain traffic control and trying to keep people from being injured. I Mr. Kuhlke: Stewart, is there a law against selling beer and wine on Broad Street in a tent? Mr. Walker: No, there is a law against alcohol. Mr. Kuhlke: I talked to Mr. Strength today and he would prefer not to see the I street not closed, but ifwe decided to close it, if the Arts Council would provide some security so if somebody got hurt the emergency equipment could get in there and help with traffic. He indicated that he thought it was a state law. Brenda is the Arts Council willing to work with the Sheriff's Department as far as security is concerned at your expense? Ms. Durant: Yes. Mr. Kuhlke: In that case Mr. Chairman, I will make a motion that we approve this reqnest for June 5. Mr. Brigham: Second. Motion carried 3-1 with Mr. Colclongh votillg no. A request to approve an agreement between Augusta and Sandridge Neighborhood Association, subject to approval of Attorney, for operation of Jamestown Community Center and eliminate one part-time position. Mr. Colclough: So move. I Mr. Kuhlke: Second. Motion carried unanimously. Approval of Memorandum of Agreement between Augusta Housing Authority and Augusta Richmond County Recreation and Parks for Summer Youth Program, funded by the Housing Authority and implemented by the Recreation Department in the amount of $50,000. Mr. Brigham: So move. Mr. Colclough: Second. Motion carried unanimously. New Ownership: Consider a request by Kwang Bong Chong for a retail package beer and wine license to be used in connection with Get N Go Convenience Store located at 2350 Windsor Spring Rd. District 6. Super District 10. I I Mr. Chong: Kwang Bong Chong, 4022 Goreman Court, Hephzibah. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Consider a request by Omor Z. Sorsour for a retail package beer & wine license to be used in connection with Ace Market, Inc. located at 839 East Boundary. District 1. Super District 9. Mr. Sarsour: Omar Z. Sarsour, 3407 Nance Blvd., Hephzibah. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we recommend approval. (No objectors) I Mr. Colclough: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Consider a request by Jackie C. Wall for a consumption on premise liquor, beer & wine license to be used in connection with The Country Club Restaurant located at 1102 Broad St District 1. Super District 9. Ms. Wall: Jackie C. Wall, 209 Pecan Drive, Martinez. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriffs Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Colclough: Second. I Motion carried unanimously. New Ownership: Consider a request by Jackie e. Wall for a consumption on I premise liquor, beer & wine license to be used in connection with The Country Club Lounge located at 1l02-A Broad St. There will be dance hall. District 1. Super District 9. Ms. Wall: Jackie C. Wall, 209 Pecan Drive, Martinez. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we recommend approval. (No objectors). Mr. Knhlke: So move. Mr. Colclough: Second. Motion carried unanimously. New Ownership: Consider a request by Melanie L. Joues for a consumption on premise liquor, beer & wine license to be used in connection with Big Daddy's Lounge & Restaurant located at 3626 Walton Way. There will be a dance hall. District 3. Super District 10. Ms. Jones: Melanie 1. Jones, 220 Oakridge Drive, Martinez. I Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we reco=end approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Cousider a request by Jong Song Nathauson for a retail package liquor, beer & wine license to be used in connection with J.e. Package Shop located at 2501 Peach Orchard Rd. District 2. Super District 9. Mr. Nathanson: Jong Soon Nathanson, 19 Park Place, Augusta. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we reco=end approval. (No I objectors) I Mr. Kuhlke: So move. Mr. Kuhlke: I think it would be good for this Committee if Mr. Johnson would furnish us with the operations of the Transit Department from May 1 through August I, 1998 and also furnish us with a report after we complete the three month trial period to see where we are. Mr. Brigham: Also, I would like to have a report on the employee ridership program. With no further business to discuss, the meeting was adjourned. Lena J.
