Sams, Purchasing Director; 1. Bonner, Clerk of Commission. ALSO PRESENT: S. Cooper, Augusta Chronicle; S. Eidson, Metro Spirit. Clerk: We have one addendum item: A delegation from the Savannah Place Neighborhood Association regarding the Savannah Place Recreation Park. Mr. Kuhlke: So move to add. Mr. Colclough: Second. Motion carried unanimously. I Hardship Transfer: Consider a request by Susan Faircloth to transfer the retail package liquor, beer & wine license used in connection with McBean Package Store located at 5274 Mike Padgett Highway to 908 Hephzibah McBean Road. District 8. Super District 10. (6 objectors) Ms. Faircloth: Susan Faircloth 2537 Peach Orchard Rd. Mr. Walker: This is a hardship transfer because the state has taken their property at Mike Padgett Highway and they are moving to Hephzibah McBean Road. This application meets all requirements and has been approved and we recommend approval. (Objectors) Mr. Kuhlke: So move. Mr. Colclough: Second. Objector - Ms. Lorie Williams, Spokesperson: Where this is located is directly across from the recreation center, right up from the church and directly across from our fire station. We have petitions filled with objectors. This location will be a congested area The location where they are moving into will endanger our children and our senior citizens. Our fire department will not be able to have excess to the road because of congestion. I Ms. Susan Faircloth, Petitioner: This is the only property we could get, close to our present location. There is another piece of property, but the owner does not want to sell. We don't want to move we have no other choice. Because the State bought the property where we were located we have to move. If you close me down, it means I'll lose everything I own. I Mr. Kuhlke: Mr. Chairman, I'll withdraw my motion and make another motion that we pass this on to the full Commission with no recommendation. Mr. Colclough: Second. Motion carried unanimously. New Ownership: Cousider a request by Patricia Fellner for a retail package beer & wine license to be used in connection with Holiday Marker #423 located at 234 Boy Scout Rd. District 7. Super District 10. Ms. Fenner: Patricia Fenner 2649 Teakwood Drive, Hephzibah, GA. Mr. Walker: This Circle K location was bought by a new owner and the name was changed to Holiday Market, the applicant and location are the same. (No objectors) Mr. Kuhlke: So move. A motion to award a contract to Fruit 'N' .Jui~y subject to approval of Administrator and Attorney for operation of food and beverage concessions at Fleming, Eisenhower and May Park and eliminate Concessions Manager position (Recreation Specialist III) and related part-time positions. I Mr. Beck: A request for qualifications was issued for outside vendors interested in operating our concessions which have been operated in house. We received four firms that were interested in the operation. These firms were interviewed, references were checked and we are recommending Fruit 'N' Juicy for the service. The contract is through the end of this year. Mr. Mays: I think the Committee as well as the Commission wants to support the department on whatever you think would be best in tem1S of how you can serve the public from an operation standpoint. The question has come to me in reference to us moving it at this time since it was one of those things, when some of the Commissioners wanted to do the privatization situation of it and it had always been a no-no. Mr. Beard: Did you follow the normal purchasing procedures? Mr. Beck: What we have done on Request for Qualifications whieh are RFQ, we have issued those out of our office for architectural RFQ's and we issued this one also. This has been the normal procedure used by our department. Mr. Oliver: Everything should go through Purchasing, there was some confusion on this. I would note that we lost about $23,000 on our concessions last year and that's a conservative estimate. I Mr. Beck: I talked with Mr. Oliver about RFQ's and he had given me the authority to do that. Mr. Beard: Mr. Oliver gave you permission to circumvent the procedure? Mr. Beck: On request for qualifications which is not a bid situatiort, we had done that in the past and we have done that again on architectural qualifications to ask for qualifications, not for bid proposals and this is a similar situation. Mr. Kuhlke: I would like to make a motion that we approve this, but as we go forward that every department in this government go by the procedures that we have adopted here from the standpoint of Purchasing. Motion fails for lack of second. Mr. Brigham: Mr. Chairman I would like to go into Legal Session to obtain some legal advice. Mr. Kuhlke: Second. I I Motion carried unanimously. Legal session Reconvene Mr. Kuhlke: I would like to make a motion that we direct Mr. Beck to ask Ms. Sams to re-advertlse this proposal on a ten-day short fuse and that a recommendation from the Recreation Department come back to us at the May 4 Commission Meeting. Mr. Brigham: Second. Motion carried unanimously. A request to approve CSRA Regional Development Center's Overall Economic Development Program. Mr. Kuhlke: So move. I Mr. Brigham: Second. Motion carried unanimously. A delegation from the Savannah Place Neighborhood Association regarding the Savannah Place Recreation Park. At this time Ms. Belle Clark appears before the Committee regarding renovations and construction at the Savannah Place Recreation Center. After a lengthy discussion; Mr. Kuhlke: Why don't we ask Mr. Beck to consider their concerns and at our next Committee meeting bring a copy of the plans that we have and a plan of what they would like to have done and let's see what we can do.
