Oliver, Administrator; J. Wall, Attorney; H. Johnson, Transit Director; R. Few, Fire Chief; T. Beck, Recreation Director; S. Walker, L&I; 1. Bonner, Clerk ofCornmission. ALSO PRESENT: S. Eidson, Metro Spirit; S. Cooper, Augusta Chronicle; B. Farrell, Cbannel6; P, Buchholz, representative from Ft. Gordon; B. Lee, VIP; P. Blanchard. A request to approve a contract with the Georgia Department of Natural Resources (DNR) for 1998 Historic Preservation Fund Grant of $6,500 with any match made by Historic Augusta. Mr. Brigham: I move to send this through without a recommendation. Mr. Colclough: Second. Motion carried unanimously. I A request to renew a Purchase of Service Contract between Lynndale, Inc. and the Rural Transit Program, subject to approval of Attorney and Administrator. Mr. Johnson: This is a renewal of a contract that is in the process of expiring. There is an increase in the revenue that we will receive from $1.81 to $4.39. This will be in effect until the State enacts the unified transportation program. Mr. Kuhlke: So move. Mr. Kuhlke: Second. Motion carries unanimously. A request from Mr. Leo Vazquez to discuss his opposition of ARC providing bus service from Fort Gordon to Augusta Exchange Shopping Center. (20 objectors) I Mr. Vazquez: We cab drivers are here today in opposition to the proposed bus service that they want to put between the strip malls on Wrightsboro Road and Ft Gordon. We feel that the busses will put about thirty-five cab drivers out of work. Ft Gordon soldiers, when they get paid, go out that Saturday and spend their money and they are broke until they get paid again. That bus is going to take everything and leave us out in the cold. It's not going to just affect us, there are a lot of people out there that depend on us. The people that the Augusta Public Transit can't take care of, we do. We are already providing a service, at a discount price, we're doing it better than the APT. We give the soldiers a fifty-percent discount over and above what everybody else has to pay, iliat comes out of our pocket. You may not realize this, but thirty-five cab drivers being put out of work equals to an awful lot of money that the community is going to lose. What really hurts me about this, is that the APT is taking my tax dollar and competing against me. I Ms. Buchholz, Representative Ft. Gordon: Unfortunately we cannot run this type of service therefore, we look to local communities with public transit systems to provide this service because they can do a better job than we can. After a lengthy discussion; Mr. Kuhlke: I would like to make a motion that we accept this as information, pass it on to the Commission with aut a recommendation and lets have some further debate with the full Commission Tuesday. Mr. Brigham: Second. Motion carried unanimously. A motion to adopt Ordinance increasing insurer license fees to $150 per insurer. I Mr. Wall: As a municipality we are able to impose a fee. The city had imposed one but it's based upon the population and once we consolidated the Insurance Commissioner refused to recognize our population figures until we received a certification from the census bureau on our old city population. We recommend approval. Mr. Colclough: So move. Mr. Brigham: Second. Motion carried unallimously. Award of Bid Item #99-021, Clubhouse Parking & Cartpaths, Augusta Golf Course Improvements to the low bidder, Paveway of Augusta, in the amount of $195,391.35 and transfer $14,357 from prior year fund balance at the Augusta Golf Course. (Funds received from the timber contract for course improvements in 1998) Mr. Brigham: So move. I Mr. Colclough: Second. I Motion carried unanimously. A request to approve Augusta Public Transit's grant applications to the Federal Transit Administration (Ff A) and to the Georgia Department of Transportation (GDOT) for capital and planning funds. Mr. Brigham: So move. Mr. Colclough: Second. Motion carried unanimously. With no further business to discuss, the meeting was adjourned. Lena J.
