Clerk: We have one addendum item: New Application: Consider a request by Josh Williamson for a consumption on premise liquor, beer and wine license to be used in connection with Continum located at 943 Ellis St. There will be a dance hall. District 1. Super District 9. Mr. Brigham: So move to add this item and delete item number 5. Mr. Kuhlke: Second. I Motion carried unanimously. \ Mr. Wall: I think the Committee needs to recommend rescinding the action taken at the last meeting to grant this license. It was put on there by mistake and I don't know whether the Committee is aware of the mistake. It was advertised to come before the March 8 Committee meeting, however, inadvertently it was put on the February 22 Committee meeting and then carried over to the March 2 Commission meeting. But the advertising and everything for this agenda item and for this alcohol license was to come before this Committee today. So actually, a vote was taken last Tuesday to approve the license and that needs to be rescinded because the advertising called for it to come before this Committee today. And I would ask that the motion be made so that we then,could consider the new application. Mr. Kuhlke: I move we recommend to the Commission that the motion taken at the March 2 meeting be rescinded. Mr. Brigham: Second. Motion carried unanimously. I' I A presentation by GaDHR personnel on the UTP. (The Commission will need to vote on whether or not to submit a bid to run the services in Richmond County). A proposal presented by GaDHR regarding Augusta Transit submitting a bid proposal to provide transportation for their clients. I After a lengthy discussion; Mr. Kuhlke: I would like to make a motion that we let Mr. J6hnson, Mr. Oliver and Mr. Wall, take a look at this and get a little more detailed information and bring it back in three weeks to the next Committee meeting. . . / Mr. Brigham: Second. Motion carried unanimously. A request to approve free rides for the City of Augusta employees with ID badges. Mr. Brigham: So move to approve. Mr. Kuhlke: Second. Mr. Mays: While I see this is good on one hand, but if we start to deal with more public hearings and increasing the fares and the elimination of transfers, you are going to get an out cry from those people who don't have any other way means of transportation. I The only draw back is if there won't be many people to take advantage of this service, why bother. Mr. Kuhlke: I would like to make a substitute motion that we pass it on to the fnU Commission without a recommendation. Mr. Brigham: Second. Motion carried unanimously. Amend Ordinance to allow License Manager for Augusta Richmond County's License & Inspection Department that all non-profit special event alcohol licenses not reqnired to advertise in the local newspaper or to post the event location with an official sign be issued upon approval of the Richmond County Sheriff's Department and License & Inspection Department. District 1 through 8. Super District 9 & 10. Mr. Sherman: This is a request to approve the policy change to amend the Alcohol Ordinance that would allow non-profit single event applications to be signed off by the License & Inspection Department as opposed to the Mayor signing off. Discussion: Consider a request by Harold Baker for a special events license liquor, beer & wine for six days AprilS through April 10 to be used in connection with The Club House located at 2567 Washington Road. Mr. Baker: Harold Baker, 1528 Baker Avenue, Augusta Mr. Harris: This applicant has met all the necessary requirements of the Alcohol Ordinance pertaining to a one-day special events license and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. Presentation of proposed design of First Tee Golf Facility on Damascus Road by Fore, Augusta. Mr. Simon: I'm hear today to present this proposal and asking you to approve the lease on this property. I Mr. Kuhlke: I move we approve the lease of the property subject to approval of the Administrator and the County Attoruey. I Mr. Brigham: Second. I Motion carried unanimously. A request to approve and award professional services for architecture and engineering to Virgo Gambill Architects for $15,475.00 for improvements and renovations to Hyde Park and Central Park. Mr. Brigham: So move. Mr. Kuhlke: Second. Motion carried unanimously. A request to approve a change order to the contract awarded to Kirby, Fahrion & Associates in the amount of $5,542.77 for additional work associated with the construction of the new Augusta Golf Course Clubhouse. A motion to approve and award Bid Item #99-030, Bleachers and Benches for Eisenhower Parks, to Norvel Hasley & Associates for $17,480. (Funded by Account #323061110-296067520) Mr. Kuhlke: So move. A request to approve change order to the contract awarded to Allen Batchelor Construction in the amount of $7,039.92 for additional work associated with the improvements underway at May Park. A request to approve and award the bid for Fleming Tennis Court Improvements to the low bidder, Allen Batchelor Construction, in the amount of $114,500.00. District 1. Super District 9. Mr. Williamson: Josh Williamson, 1145 Broad Street. Mr. Harris: This applicant has met all requirements of the Alcohol Ordinance and we recommend approval. However, the Sheriffs Department did not make a recommendation. The reasoning was there have been complaints, these complaints were checked out but nothing was ever found. Mr. Kuhlke: So move. , , 1 Mr. Brigham: Second. I Objector, Mr. Sam Nicholson, Attorney, Representing Jack Connell, adjacent property owner: Mr. Connell is objecting to the granting of this liquor license because of parking in the area. I Mr. Kuhlke: Ifwe pass it by saying that we'll approve it with them utilizing parking they have available to themselves and public parking. Mr. Brigham: I'd like to make a snbstitute motion that we make no recommendation until we hear back from both parties at the March 16 Commission meeting. Mr. Kuhlke: Second.
