Oliver, Administrator; J. Wall, Legal Counsel; R Sherman, 1. Harris and S. Walker, License & Inspection; T. Beck, Recreation Director; H. Genia, Transit Department. ALSO PRESENT: S. Eidson, Metro Spirit; G. Eskola, Channel 6, 1. Bonner, Clerk of Commission and B. Brown of the Clerks office. The Clerk: We have a request for three (3) addendum items: (1) Discuss Sales Tax Phase ill Status Report for the Recreatiou Department. (2) Motion to approve Certification Agreement regarding the Georgia Certified Local Government Program (CLG) for Augusta Richmond County's Historic Preservation Program. (3) Motion to approve a deductive change order with Blair Construction in the amount of $2,934.00. Mr. Kuhlke: I move we accept item one (1) as information and that we add items two (2) and three (3) to the agenda. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Consider a request by Barbara Saunders for a consumption on premise liquor, beer & wine license to be used in connection with Rudy's Tavern located at 1979 Tobacco Road. Ms. Saunders: Barbara Saunders, 3111 Mike Padgett Highway. Mr. Walker: This application meets all the requirements for the License Department and has been approved by the Sheriffs Department and we recommend approval. (No objectors) Mr. Kuh1ke: So move. Mr. Brigham: Second. Motion carried unanimously. I New Ownership: Consider a reqnest by Yon Sun Dickerson for a retail package beer & wine license to be used in connection with J.e. Food Store located at 2451 Golden Camp Road. Ms. Dickerson: Yon Sun Dickerson, 2304 Basswood Road. Mr. Walker. This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Consider a request by Setsnko Ono for a consumption on premise beer & wine license to be used in connection with Mikoto of Kurama located at 3102 Washington Road. Ms. Ono: Setsuko Ono, 3732 Inverness Way. I Mr. Walker: This application meets all requirements and has been approved by the Sheriff's Department and the License Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. New Ownership: Consider a request by Malcolm Parkin for a retail package beer & wine license to be used in connection with Raco #6 located at 2447 Wrightsboro Road. Mr. Parkin: Malcolm Parkin, 1600 Withrow Road, Greensboro, Georgia. Mr. Walker: This application meets all requirements and has been approved by the License Department and the Sheriff's Department and we recommend approval. (No objectors) I Mr. Kuhlke: So move. I Mr. Brigham: Second. Motion carried nnanimously. A request to approve the City of Augusta's sponsorship ofthe annual GTA Conference in the amount of $500. Ms. Genii: We are sponsoring the Georgia Transit Association Conference this year and we're asking for a $500 sponsorship so that the city of Augusta will be permanently displayed. Mr. Oliver: This should be funded out of the Commission Other account. Mr. Kuhlke: I move approval and recommend this be funded from the Commission Other account. Mr. Brigham: Second. Motion carried unanimously. I New Ownership: Consider a request by Rufus Van Jr. for a consumption on premise liquor, beer & wine license to be used in connection with Garden City Convention Center located at 1241 Gordon Highway. Mr. Van: Rufus Van, Jr. 4522 Ridge Run Drive, Hephzibah, Georgia. Mr. Walker: This application meets all requirements of the License Department and has been approved by the Sheriff's Department and we recommend approval. (No objectors) Mr. Kuhlke: So move. Mr. Brigham: Second. Motion carried unanimously. To discuss awarding a contract for construction of Blythe Community Center (Bid item 98-165A). I Mr. Beck: The low bidder on construction is Excel Design & Construction from Stone Mountain, GA. We have a building base bid and we have deductive alternatives for the wings in the building. We have a construction budget in the project of$340,000. Under Option II, taking the deductive alternatives for two of the wings off gets the project basically within budget. The only thing we will have to do with the low bidder is to negotiate the site work part of the project. Their site work bid minus the deductive alternative on the asphalt paving was $86,000 that would leave us $63,000 on Option II. We do feel like there is some things the city of Hephzibah has already agreed to do as part of the site work job. There are some things that we could do in house to save money plus negotiating with the low bidder. The other issue is what we could possibly do with additional funding with the project. If $150,000 was added to the project, then what we could under Option I is accept the whole building as design as well as some of the site work. The second sheet delineates what we could build in the current budget now, which would give us the office space, the restrooms, janitorial storage, a lobby area as well at the large multi-purpose room. What it would not be able to build are the two wings that come off each side of the building, which include the kitchen and senior activity room. I Mr. Kuhlke: Just about everything we've done in the Recreation Department has gone over budget. We've been pulling from this place and that place and somebody gets hurt. Mr. Powell: What we're looking for in the Blythe area is a facility that will accommodate the current programs that we have in place. What a lot of people don't understand about the Blythe Community Center is this, if you'll look at the people that utilize that facility as far kids programs, I think we compete with Warren Road which is one of our bigger parks. The community definitely needs the area. I had this put on the Finance agenda and I asked to have it put on this agenda. It seems to be that some funding can be taken out of the LOST sales tax to cover this. I know we have other projects that will warrant more money, but this project has come a long ways. We are in a dire need in that community for a center that can accommodate the children. I Mr. Kuhlke: What are we going to cut out? Mr. Powell: The Finance Committee earlier voted to reprogram the money in some LOST money. It passed 3-1 by the Finance Committee and the funding source was identified. Mr. Kuhlke: Let me suggest at this point since this is corning before the full Commission next Tuesday that we accept this as information from the Recreation Department and lets see what happens next Tuesday. Mr. Brigham: I want to make a motion that we postpone this until the funding is identified. Mr. Kuhlke: Second. I I After further discussion, Mr. Kuhlke: I'll withdraw my motion and make a substitute motion that we send this on to the full Commission with no recommendation. Mr. Mays: Second. Motion fails 2-1 with Mr. Brigham voting no. A request from Paul DeCamp to approve the Certification Agreement regarding the Georgia Certified Local Government Program (CLG) for Augusta Richmond County's Historic Preservation Program. Mr. Wall: On the Committees agenda earlier today there were five ordinances that came out of Engineering Services. In order to qualify to have this certification status, you will have to adopt these ordinances. Mr. Kuhlke: I move approval subject to the adoption of the ordinances. Mr. Brigham: Second. I Motion carried unanimously. A request from the Recreation Department to approve a deductive change order with Blair Construction in the amount of $2,934.00. Mr. Beck: The reason for this change order is the benches that were part of the base bid were not ordered and it would take another eight weeks for them to come in so we decided to take them off the bid and buy them ourselves and save money.
