ALSO PRESENT: Tracy Powell, Augusta Chronicle; Stacy Eidson, Metro
Spirit; Lena Bonner, Clerk of Commission and Belinda Brown of the
Clerks Office.
Clerk: We have a request for two addendum items to be added
to the agenda:
Motion to approve an assignment of Lease Agreement from Scripps
Baseball Group, Inc. to HWS Baseball, LLC, a Georgia Limited
Liability Company, and to substitute Michael Savit and Jeffery
Savit as guarantors for William H. Scripps, subject to approval of
Assignment document by City Attorney.
A request from the Recreational Department for a change
professional service contract to Nick Dickinson and Associates
the amount of $2,200 for the Blythe Park Community Center.

Mr. Beck: If we don't do it now we could be jeopardizing
getting the project bided. The only way we need to bid the project
is to bid the project with the alternates in it to make sure we
have a bid that we can accept when this project does go to bid.

A request from Ms. Dianne Fennig of Augusta State University to
appear before the Committee regarding the Transit Department.
Ms. ?enr~i~g: I have come today just to ask some ques~ions of
this group. In March we were serred a contract that the shuttle
service would be discontinued from the athletic complex to the main
campus. And I was told at the public hearing that I was to come
and voice concern about that discontinuation of service. We did
that and proposed some reroutes to the transit department. I'm
very concerned that summer session is about to begin on June 17 and
continue through July 31. And I would like to know if this group
would consider continuing the shuttle service through summer so no
students are left in the heat. I would even look at redoing the
hours if I could work with the transit authority to come up with
some reroute ideas for fall which will begin August 24.

Oliver: This was one of the highest, even when you

Mr. Johnson: There are two different things that we do for
Augusta State: (1) The City provided the shelter se~rice from the
gym complex down to the main campus. (2) For $2 a semester any
student that paid the transportation fee could ride any bus by I
showing their ID card in the transit system. The approximate cost
of the shuttle itself was $103,000 just for doing that route alone.
Mr. Kuhlke: Does Augusta State pay the transit department?

Fenning: We are the largest contributor of all the

that attend. The fees will be $3.00 per semester
in August and $2.00 for summer quarter.
Mr. Johnson: Understand, that is not what Augusta State is
paying. That's what the student is paying.
Mr. Oliver: It comes out of their fees and some students
objected to the $3.00 because they don't ride the bus.
Ms. Fenning: I would even take that back to the Board of
Regents if we could work out something in a fee structure that
would suit both transit and us for our students.
Mr. Brigham: Are you going to bring us proposals on changing
the route?

Mr. Johnson: This was proposed as a part of the budget which
was approved as of January 1 and because of regulatory requirements
we were not able to implement this until February 2.
MR. BRIGHAM: I would like to make a motion that we continue
this route until the end of the summer quarter and anything that is
done will be done as of the fall semester.
Mr. Oliver: Do you have money in your budget for that?

Dean is requesting.
MR. BRIGHAM: I want to take that motion back and make a
motion that we postpone this until the next Committee meeting and
let the Transit Director and Augusta State work out a proposal and
bring it back.
Mr. Johnson: You do understand that this is a part of the
budget package. Which means that once you start modifying that
package then the savings are going out the window and then you may
have other people that may want to change something else.
Mr. Brigham: What date are you proposing that we end it now?
Mr. Johnson: The date that was proposed is at the end of the
finals.
Mr. Oliver: I suggest that she can work with Heyward and see
if that can be done. And we can look at seeing if there is any way
we can do a reroute that we come out cost neutral. If not, Heyward
can tell us the cost and we can bring it back to the Committee next
time which will still be in time to meet the concerns of all people
involved.

New Application: Consider a request by Cherry E. Kelly for a
retail package beer ~ wine license to be used in connection with
Eckerd Drugs #8092 located at 2501 Tobacco Road.
Ms. Kelly: Cherry E. Kelly 3501 Hempstead Court, Hephzibah,
Ga 30815
Mr. Walker: This is in connection with the new Eckerd's Drug
Store on TobaccQ Road. This applicanc meets all the requireme~ts I
of both the License & Inspection Department and the Sheriff's
Department and we recommend approval. (No objectors)

Motion carries 3-1 with Mr. Todd abstaining.
New Application: Consider a request by Sharon Siple for a
consumption on premise liquor license to be used in connection with
Williams Seafood located at 3160 Wrightsboro Road.

Mr. Walker: The following are violations by the Sheriff's
Department and the policy is on the first offense 1 year probation,
the second offense 1 month suspension, third offense 1 year
suspension and fourth offense revocation. These are all considered
as a first offense by the Sheriff's Department and would be
eligible for a 1 year probation. The License & Inspection
Department recommends a 1 year probation.

revocation of the alcohol beverage license held by Rajendra M. Jani

for the following violation: furnishing alcohol to minors.
Mr. Mays: This item is being deleted from the agenda until a
later date.
Discussion: A request by the Richmond County Sheriff's Department
for a hearing to consider the possible probation, suspension or
revocation of the alcohol beverage license held by Alan Brosious
for the Pump ~ Shop located at 902 Walton Way ~ 2255 Washington
Road for the following violation: furnishing alcohol to minors.

A request form the Recreation Director to approve a change in the
professional services contract awarded to Nicholas Dickinson and
Associates, Inc. in the amount of $2,200 to accomplish design of
deductive alternates for the Blythe Park Community Center.

resolved because we need some direction as to how to deal with it.
We feel like that's a fair price to pay for the addition because
you're talking about taking two wings off and the request has been
made to try to keep it intact.
Mr. Todd: Do we have the funding?
Mr. Oliver: Not above the $330,000 and that's with a six and
three quarter contingency there is no funding identified. Mr. Beck
has indicated that one of the state legislative representatives is
looking at possibly $20,000 more.
Mr. Todd: I don't think there is any emergency here if they
want to put it on the agenda and bring it right. I don't think
we're going anywhere here today with this.
With no further business to discuss, the meeting was adjourned.
