A request for approval of LPA Group, Inc. Work Authorization No.4
for professional services during schematic design of Terminal
Building Renovation Project.
Consultant LPA Group: The terminal building was one of the
proj ects that was identified on the terminal area mascer plan
recently completed by LPA and approved by the FAA. We're in the
earlier stages of the terminal building renovation project which is
schematic design. In this phase of the project, what LPA will be
doing is identifying, basically what the building is going to look
like, what the exact size is going to be and the cost. From that,
and we'll look at financial feasibility and figure out how we're
going to pay for the building, which would likely be through bond
issue and passenger facility charges.
Mr. Oliver: Now this sets in motion a bond issue. It doesn't
obligate us to that, but we will be doing the design knowing that
we can't pay for it, unless it does have some kind of financing.

Was this detailed design or just conceptual
Consultant LPA Group: This is just conceptual design.
Mr. Oliver: The conceptual design is going to give you the
cost.
MR. BRIGHAM: Second.
Mr. Harrell: This particular contract is to do a number of
things that will ultimately lead to the schematic design of the I
terminal facility. It also includes preliminary engineering of
some components in and around the terminal building itself. In
talking with the fire marshal he states that the terminal building
needs to be upgraded when any kind of renovations are done.
Therefore, a new water line would need to be brought in and
preliminary engineering of that is included. We're also doing
surveys of the site in and around the terminal building and where
the road improvements will go.
After further discussion;
Consultant LPA Group: The reason why we put in a years time
frame, even though we think it's about six months of work, is that
as Gary mentioned, part of getting the program defined, the exact
size of the building and the layout, is getting the airlines to
buy into the program. So we're going to do schematic design with
the air port and with them meet with the airlines and negotiate any
modifications to that, that they will agree to, so that ultimately
they pay a lot of the cost by their user fees. So depending on how
long that drags out in the negotiations is why we've made the
contract actually a year.

Consultant LPA Group: At the end of schematic design, it's I
probably about two years, because it has to be done in phases, so
that they can keep the airport running.:

Discussion: Consider a request by Ruth E. Walden for a business
.license (flea market) to be used in connection with "DAn Flea
Market located at 3321 & 3323 Peach Orchard Rd.
Mr. Walker: This applicant meets all requirements of the
License Department and the Sheriff's Department and we recommend
approval. (No objectors.)
Ms. Walden: Ruth T. Walden, 3928 Maddox Rd, Augusta.
MR. KUHLKE: So move.
MR. BRIGHAM: Second.

A request from the Admdnistrator to approve Property Acquis~tion
Policy.

Mr. Oliver: I really think that this is a policy decision
as to how you all want to do. I've enclosed a letter to me from
Mr. Wall offering some suggestions. I've seen it done successfully
a number of ways. (1) Let citizens come in and offer various sites
and then let staff do the ranking and bring it back and (2) to
identify the sites and let citizens pick the top three. By letting
citizens select some number of sites it gives you flexibility to do
what you think is in the best interest of the community. It's
really a decision that you all have to make. We have to be careful
from the standpoint of we don't want to do anything that may
inflate the price of property.
MR. BRIGHAM: I move we refer this back to the Administrator
and the Attorney to rework. I have some concerns with the way it's
written.
Mr. Kuhlke: I second. I think we do need a policy, by all
means. But, somehow, this almost sends a message to me that
whatever we get involved in, and it gets into the public, prior to
us making a decision on something, may have a tendency to inflate
the prices.
Mr. Brigham: If we want to do somet~ing publicly my feeling
is we need to do publicly on the conception of their idea, not tied
to a specific site. I think we need general conceptual ideas.
Mr. Mays: I think we need to make one or two decisions with
this going back to the Administrator; (1) going to him and talk
about some things that you may not see in there. I don't think
that it should be to detailed. (2) We may want to decide if it
might be a policy that we want to deal with, within this
department, or if we want to spread commission wide.

A request from the Recreation Director to discuss additional
funding for South Augusta Regional Park.
Mr. Beck: We have presented to you a project in the budget.
We have budgeted in our construction plan, what can be added with
$880,000 is the completion of the baseball and the softball
complex. I would recommend sending this out for base bids and bid
alternates with the other work. Accept the land with alternates
for the other work with additions per the Director (60 days to
accept alternate) hold firm after award of contract with Jack
Murphy to review grading and road cost.
MR. KUHLKE: I recommend that we put this project out for bids I
and that we accept bids with alternates on the additional items
that Mr. Beck talked about.
MR. BRIGHAM: Second. But I think on the alternates we need
to have some extended times to award them subject to funding.
