PRESENT: Hons. Larry Sconyers, Mayor; Mays, Chairman; Kuhlke,
Zetterberg, Todd, members, R. Oliver, Administrator; J. Wall,
Attorney; Heyward Johnson, Transit Director; Tom Beck, Recreation
Department Director.
ALSO PRESENT: Sylvia Cooper, of the Augusta Chronicle.
A communication from the Director of Recreation for a
recommendation for approval of Mobley Construction of Georgia,
Inc., to be awarded the low bid of $309,719.00 for renovations to
Hephzibah, Jamestown and Gracewood Parks.
Mr. Todd: So move.
Mr. Kuhlke: Second.
Motion adopted unanimously.
A communication from the Recreation Department Director
requesting to adopt the Master Plan for New Lake Olmstead Park as
prepared by Roger Davis & Associates, Landscape Architects.
After presentation and review analysis from Roger Davis;
Mr. Todd:

Does the Canal Authority have any funding
Mr. Davis: You are eligible for 50% of matching funds now
that the Augusta Canal has been designated a National Historic
Corridor, which this lake is a part of. The overall plan is
available for the funds.
Mr. Todd: I so move that we adopt the master plan.
Mr. Oliver: One thing we have to consider when we do these
things is that we are staff neutral or we identify in operating how
we're going to fund this, in the out years, because I don't think
that's one thing we have necessairly done in the past.
Mr Kuhlke: I will support Mr. Todds motion, but I would
suggest that he modify his motion that we accept the master plan,
but that we first, before we preceed with anything, that we do the
proper analysis on what the ultimate cost of the operations of
whatever we do, is done.
Mr. Todd: I accept that as an amendment.
Mr. Zetterberg: Second.
Motion adopted unanimously.
A communication from the Transit Director requesting a bid
award for transit vehicles opened on December 12, 1996 to the I
National Bus Sales & Leasing, Inc., for $227,176.00.
Mr. Johnson: This was a single bid, but it has been approved
by the Federal Transit and the Georgia Department of
Transportation. I had to send a cost analysis to show that the
bids were comparable to other bids made on that same kind of
vehicle.
Mr. Oliver: 80% percent is paid by Federal, 10% by State, and
10% by us, we'll front the cost initially.
Mr. Todd: So move.
Mr. Kuhlke: Second.
Motion adopted unanimously.
To communication from Tom Beck, Recreation Department
Director, requesting approval for the transfer responsibility of
operation and administration of Georgia Department of
Transportation Non-Urban Transit Grant from the Recreation and
Parks Department to the Augusta Public Transit Department.
Mr. Oliver: This is a consolidation, Mr. Beck brought it to
me. I think it's a good idea. It basically moves transportation I
responsibility or responsibility administration of the non-urban
grant and the people and the budget to Parks and Recreation, over
to Transit. I believe it makes good sense because it's what Mr.
Johnson's division does.
Mr. Todd: I wi 11 so move and that we make those five
operators full time with benefits.
Mr. Oliver: What I would like to do before we do that, is a
cost analysis to see what the difference in the cost is.
After further discussion;

I will modify my motion to just approve the
Mr. Johnson: One thing I could do and possibility could
change them over to full time, because I do run the Para-Transit
Service, for the handicapped, which is a part of the Americans with
Disabilities Act. Those drivers are commercial drivers license
drivers because I use them on both sides of the house. If I do not
have the time for them to work on one side, I'll use them as a bus
operator. With these people I could use them on the Para-Transit
side and that would give me more drivers to put back over to the
regular side. That is an option that I could use those extra I"
people for.

A motion to approve Ordinance adopting Titles 6, 7 and 8 of
the Augusta-Richmond County Code - First Reading.
Mr. Kuhlke: I move approval.
Mr. Todd: Second.

Mr. Todd: Second.
Mr. Oliver: I am going to offer a subsitiute motion, which
would say this: Authorize Administrator or designate authority to
enter into standard officiant contract on behave of Augusta-
Richmond County, making a periodic report to the Commission; and
that way these officiating contracts wouldn't need to come this
Committee, and Mr. Beck will probabaly get his officials early.
Mr. Zetterberg:
I approve that motion.
Mr. Todd: Second.
Motion adopted unanimously.
ADJOURNMENT: With no further business to discuss, the meeting
was adjourned.
