Sconyers, Mayor; Mays, Chairman; Kuhlke, Vice-Chairman; Zetterberg, member; Jim Wall, Interim Attorney; Charles Dillard, Interim Urban Services Administrator; Linda Beazley, Interim Suburban Services Administrator; Heyward Johnson, Acting Transit Manager; Christy Attaway, Building Official; Miller Meyer, Director of License & Inspections; Tommy Boyles, Director of Recreation Department; Paul DeCamp of the Planning Commission; Nancy Morawski, Deputy Clerk of Commission- Council and Betty Murphy of the Clerk's Office. Also Present: Hon. Henry Brigham, Commissioner. The Committee first heard a presentation from Tanya Barnhill of Total Media Creations regarding advertising on the transit vehicles. Mr. Zetterberg: I move that we receive this as information and explore the possibilities. Mr. Kuhlke: I second that motion. Motion adopted unanimously. The Committee next considered approval of contract between Augusta-Richmond County and Cristi Joiner Cole, Angela Collier, Jacqueline Lewis, Justin Meredith and Hope Joyner regarding their participation as officiants in sporting events sponsored by the Augusta-Richmond County Recreation Department. Mr. Zetterberg: I so move. Mr. Kuhlke: Second. Motion adopted unanimously. Communication from the Interim Attorney submitting an amendment to the Joint Alcohol Ordinance, was read. Mr. Wall: There has been some concern about the special event licenses. This revised ordinance has added museum/cultural centers and property owned by the Georgia Port Authority or at locations on Riverwalk which have been designated as alcohol beverage locations by Riverwalk Augusta as places which would not have to be advertised. They could simply file an application without going through the 30-day notice of advertising. We have also removed any advertising requirement by any non-profit organization. We have changed the fee from $10 to $25 and made a division of $25 for non-profit and $50 for businesses that want a special event license. We have extended the time for which a special event license can be obtained from five days to seven days. We can revise this again, if you wish, before it goes on the agenda next week. Brad and whomever else all sides and iron out We can meet with a committee he wishes and try to see the the differences. to meet with concerns from I After further discussion, Mr. Kuhlke: I move that we approve this to go to the Commission, that we allow Jim, Miller, Stewart along with the hospitality representatives to get together to come back to us with a revised ordinance to go before the Commission. Mr. Zetterberg: I'll second the motion. Mr. Chairman: We probably need to include Tommy Boyles in that group as well. Motion adopted unanimously. Mr. Chairman: We have two items to add to the agenda. Mr. Kuhlke: I move approve to add them. Mr. Zetterberg: Second. Motion adopted unanimously. Mr. Wall: I have an Ordinance which would authorize I brewpubs. Georgia law authorizes a brewpub so long as they don't brew more than 5,000 barrels of beer in a calendar year. They have to sell it by the draft at the pub itself. They have to have a federal license and a state license. A state license is $1,000 for a brewpub. Athens-Clarke County charges $500 and that is what I'm proposing in this ordinance. If they serve liquor, they would have to have both a beer and alcohol license and a brewpub license. They can also have a beer license and brewpub license. Mr. Kuhlke: I move approval. Mr. Zetterberg: Second it. Motion adopted unanimously. Ms. Beazley: The other item we wanted to add was to consider approving an agreement with Precision Planning so as to allow them to proceed with additional services attached to the contract that we have with them regarding Belle Terrace. This would be to add to the contract for an enclosed pool building with vehicular and pedestrian access and the pool building would be attached to the existing center. The design and construction documents would be developed by the architect and included in the bid package with the Senior Center and he would also provide I assistance in obtaining bids for the pool structure. This would be at a cost of $34,400. Butch McKie says the money is there for that. I I I Mr. Boyles: I would like to see construction begin in late summer or early fall when the children go back to school. Mr. Kuhlke: I move approval. Mr. Zetterberg: Second it. Motion adopted unanimously. Mr. Johnson announced that the public hearing regarding the changes in transit service will be held on March 26. He stated that we also may not have to go to the Public Service Commission after this hearing but would request that Mr. Wall look into that to get an official legal ruling.
