Sconyers, Mayor, Mays, Chairman; Kuhlke, Vice-Chairman; Zetterberg and Todd, members; Linda Beazley, Interim Suburban Services Administrator; Charles Dillard, Interim Urban Services Administrator; Miller Meyer, License Inspector; Jim Wall, Interim Attorney; Investigator Stoney Turnage, Sheriff's Department; Lena Bonner, Clerk of Commission-Council and Nancy Morawski, Deputy Clerk of Commission-Council. Also Present: Sylvia Cooper of the Augusta Chronicle and Hon. Freddie Handy, Commissioner. Mr. Mays: Before we start four on the agenda, that should mainly for discussion purposes. are no objections. It was sent there was one item, item number also read game room and beer We can add that to it if there down without the beer. Mr. Todd: I move we add it by unanimous consent. Mr. Zetterberg: Second. Motion adopted unanimously. Communication from Richard A. Carter requesting a consumption on premises liquor, beer and wine license to be used in connection with O'Shea's Lounge located at 2701 Washington Road. There will be dance hall. (A.N. 96-1), was read. Mr. Mays: Would you state your name and address for the record, please? Mr. Carter: Richard Carter, 2214 Woodward Avenue, Augusta. Communication from Carolyn Anne Tyson requesting a consumption on premises liquor, beer and wine license to be used in connection with Copperfields Lounge located at 1365 Gordon Highway. There will be dance hall and Sunday sales. (A.N. 96-2), was read. Mr. Meyer: This application is in order and there is some construction being done and so the Fire Department will not sign off until that is completed. Ms. Tyson: The Fire Department came by yesterday and he said everything was fine and he was signing off on it yesterday. I Mr. Meyer: Well, he didn't get to us and I still don't have the signature on the application. Mr. Mays: Would you state your name and address for the record? Ms. Tyson: My name is Carolyn Anne Tyson, 1365 Gordon Highway, Augusta, Georgia. Mr. Mays: Are any objectors present to item number two? None noted. Mr. Todd: What kind of business is it? Mr. Meyer: It is a restaurant with Sunday sales. Mr. Todd: I so move for approval subject to the approval of the Fire Department. Mr. Kuhlke: I'll second that. Motion adopted unanimously. I Communication from Sam Sun Persinger requesting a Sunday sales license to be used in connection with Neighborly Restaurant located at 1979 Tobacco Road. This establishment is currently licensed for a consumption on premises liquor, beer, wine and dance hall license. (A.N. 88-59), was read. Mr. Meyer: It is a restaurant. They have the required seating capacity and they meet the requirement for Sunday sales. Mr. Todd: I so move. Mr. zetterberg: Second. Mr. Mays: Would you give your name and address for the record? Ms. persinger: Sam Sun Persinger, 3012 Judith Lane, Augusta. Mr. Meyer: Are there any objectors present? None noted. Motion adopted unanimously. I Mr. Meyer: The application is in order. I I I Communication from Young Chu requesting a Game Room license to be used in connection with 56 Game Room located at 3706 E. Old Savannah Road, was read. Mr. Meyer: This is two separate licenses, one for the game room and one for beer. They should be voted on separately and both are in order. Mr. Todd: Is this for adult entertainment? Mr. Meyer: No. It's for machines. Mr. Todd: It's my understanding we're not supposed to mix the alcohol beer with the game room. Mr. Meyer: There's nothing in the Ordinance that says a game room and beer and alcohol can't be mixed. Adult entertainment would be different, we're talking about two different things. Mr. Todd: We need to have an understanding on what an adult game room can and can't do. They need to have a copy of that Ordinance. Mr. Meyer: An adult game room is a business that has more than two machines in it, such as video games, pinball machines. When he puts beer in it, we make it an adult then because nobody under 21 can go in there. But prior to adding the alcohol, under our Ordinance, I don't think it would be restricted to adults. Mr. Todd: I'll make the motion to approve with the understanding of the clarification on the Ordinance. Mr. Kuhlke: I'll second to get it on the floor. Mr. Mays: Would you give your name and address? Mr. Chu: My name is Young Chu, 1811 Hartford Drive, Hephzibah, Georgia. Mr. Mays: Are these any objectors? None noted. Mr. Turnage: Over the last several months we've had an undercover operation going on through the County on game rooms and the types of game they have. We've started notifying the establishments about the types of games they have and in the new Ordinance there is a section about games of chance. Mr. Meyer: He will be given a copy of the rules. He cannot have games of chance in his establishment. Mr. Todd: Let me amend my motion that it's not for games of chance and alcohol combined. It's for arcade or games for fun. Motion adopted unanimously. Mr. Todd: I move we approve his application for a beer license. I Mr. Kuhlke: Second. Motion adopted unanimously. communication from Kevin Tierney requesting a Pawn Shop & Game Room license to be used in connection with Sunday's Pawn Shop & Game Room located at 2625 Deans Bridge Road, was read. Mr. Tierney: My name is Kevin Tierney and I live at 621 Cambridge. When I applied for the license, it was before the new rules came out sol understand the games cannot be games of chance, they must be game of skill. Mr. Meyer: The application is in order and meets the requirements of the County code for a game room. Mr. zetterberg: I so move. Mr. Todd: I second his motion. I Mr. Mays: Are there any objectors? None noted. Mr. Todd: Are there distance requirements between game rooms? Mr. Meyer: No, sir. Motion adopted unanimously. ADJOURNMENT: There being no further business, the meeting was adjourned.
