Williams, Chairman; Sims, Co-Chairman; Beard and Boyles, members; Fred Russell, Interim Administrator; Steve Shepard, Attorney; Chief A1 Gillespie, Fire Department; Lena Bonner, Clerk of Commission. ABSENT: Hon. Bob Young, Mayor. Also Present: Hons. Grantham, Mays, Hankerson and Smith, Commissioners. 1. Presentation by Mrs. Bonnie Ruben regarding incident on July 2, 2004. (Referred from July 12 Public Safety Committee) At this time Ms. Ruben appeared before the Committee regarding an incident that happened on July 2 concerning a visit by the Fire Inspection Department to her business. Ms. Ruben related the details of the incident whereby she was unable to see the inspector at the time he arrived due to her being detained on the telephone in an attempt to resolve a computer software problem involving the acceptance of credit cards at her business. She stated that she was threatened with arrest if she did not come out to see the inspector at the time he arrived and felt that this was an unreasonable demand and asked for an apology. Chief Gillespie: If Ms. Ruben has an issue involving one of our emplo'yees, she can come to our offices and we will address ,that through our internal procedures. We try to work with people and give them some latitude. We initially went to her business in February and she had 18 violations. She took care of II of those by May and we cited her for the seven that were left. All were serious violations and we did not hear from her and went back in June. They still had not been taken care of and we gave her a ten day notice then. The inspector went back on July 2 and nothing had been dealt with. We needed from her a signature on the citation that was issued that day and couldn't get it. After further discussion, Ms. Sims: I make a motion that we receive this as information, ask the Fire Chief to meet with Ms. Ruben and request that the issue be resolved by the next meeting. Mr. Chairman: Second. Motion adopted with Mr. Boyles abstaining. 2. Report from Administrator/Sheriff regarding the creation of a Sheriff's substation at Old Savannah Road and Daniel Street. (Requested by Commissioner Williams) (Referred from July 12 Public Safety Committee) Mr. Russell: The Sheriff and I have talked about this and the details are being worked out. I Ms. Sims: I move that we receive this as information. Mr. Boyles: Second. I Motion adopted unanimously, 3. Report from the staff regarding the adoption of National Fire Protection Association (NFPA) standards for Comprehensive Occupational Medical Program for Fire Departments which outline the requirements for medical and fitness evaluations of fire fighters. (NFPA 1582) (Referred from July 12 Public Safety Committee) Chief Gillespie: We were unable to get any help with this from a funding standpoint from either the Health Department or the insurance company. After a discussion ofthe matter, Mr. Boyles: I'll make a motion that we ask the Administrator to create a study committee of our Public Safety employees and bring us a report back in conjunction with the 2005 budget deliberations. Ms. Sims: I second. Motion adopted unanimously. 4. Approve and sign additional Software License Agreement with New World Systems, Inc. for the software and services to implement the Data Analysis and Crime Mapping module. I Mr. Boyles: I move for approval. Ms. Sims: Second. Motion adopted unanimously. ADJOURNMENT: There being no further business, the meeting was adjourned. Lena J.
