PRESENT: Hons. Williams, Chairman; Beard and Boyles, members; Steve
Shepard, Attorney; George Kolb, Administrator; Chief Al Gillespie, Fire Department;
Fred Russell, Deputy Administrator; Lena Bonner, Clerk of Commission.
ABSENT: Hon. Sims, Co-Chairman.
Also Present: Sylvia Cooper of the Augusta Chronicle and Hons. Hankerson,
Mays, Grantham and Cheek, Commissioners.
3. Presentation by Natvar Patel regarding a hearing on enforcement and
interpretation of fire code.
Mr. Patel made a presentation regarding his problems in complying with the Fire
Code.
Us. Beard and Neal stated that Mr. Patel has corrected about half of the problems
that exist at his motel but has not corrected all of them. He has been given a warning that
he must comply with the requirements of the codes and their amendments.
Mr. Boyles: I make amotion that we follow the Fire Code.
Ms. Beard: Second.
After further discussion, Mr. Boyles: I'll amend my motion to have the work that
needs to be done to comply with the codes completed by June 10.
Motion adopted unanimously.
5. Approve closure of CSX railroad crossing on Foster Lane and development
of alternate emergency route for Lover's Lane.
Mr. Cheek: We made our intentions clear that we needed an acceptable ingress
and egress to get emergency vehicles in and out.
Mr. Shepard: A road on this map proceeds to a point near the intersection of
Foster Lane and Foster Road. It is improved for the passage of heavy truck traffic which
is utilized to carry brick and raw materials. The purpose of this document was to get
authority to travel over that road in emergencies, and the landowner is willing to grant us
an emergency easement. This is in a recordable fonn which can be attached to a deed in
which that owner will grant to us the emergency exit authority over this road. There will
be just a small amount of construction required to improve a small section of the road
with city forces. The utilization ofthis road would provide what the Commission wanted
and it can handle traffic in a rain.

Mr. Cheek: My concern is also that the railroad needs to make some repairs to
the tracks at that crossing and we need to have a way for people to get in and out to work
while that is being done.

After further discussion, Mr. Shepard: I'd request the matter be continued to your
next committee meeting and we'll take a look out there with the plats and easements in
recordable fonn.
Mr. Boyles: I'm going to make a motion that we hold this until our next
committee meeting and give us all a chance to go down there and look at it.
Mr. Chairman: I'll second that if your motion includes getting the other entities,
the farmers and the people who will convey the property to us, to our next meeting.
Mr. Boyles: I have no problem with that and I'll include it in the motion.
Mr. Chairman: I'll second that.
Motion adopted unanimously.

4. Recommendation from the Administrator regarding funding for reuovations
to Fire Station #7.
Mr. Russell: His recommendation is that the money come from Phase III of
SPLOST.
Mr. Boyles: I move for approval.
