PRESENT: Hons. Bob Young, Mayor; Sims, Co-Chairman and Acting
Chairman; Beard and Boyles, members; Steve Shepard, Attorney; Fred Russell, Deputy
Administrator; Errick Thompson, Public Works Department; Lena Bonner, Clerk of
Commission.
ABSENT: Hon. Williams, Chairman.
A)so Present: Hon. Cheek, Grantham and Colclough, Commissioners.
1. Report from the Deputy Administrator regarding speed control measures on
Crane Ferry Road. (Referred from February 23 Public Safety)
Mr. Russell: At the last meeting we talked about this and the Sheriff's
Department did increase their visibility out there and will continue to do so. They cannot
use radar on that road because it is not on the lists of roads where radar can be used. A
speed trailer will also be placed out there as a speed deterrent as well.
Mr. Thompson: The speed humps that were discussed are a part of the traffic
calming program and that has not been funded at this time. This could be used as a pilot
project but other neighborhoods have also requested the same type of attention as well.
Mr. Cheek: There are some vendors who have some temporary or portable speed
hump devices that could be placed for a lesser cost.
Mr. Mayor: Perhaps we could get one of those vendors to give us a
demonstration of the device that Mr. Cheek referred to.
Mr. Boyles: I make a motion that we authorize placing the temporary speed
humps as quickly as possible.
Ms. Beard: Second.
Mr. Russell: We might need to check with Georgia DOT for their approval of
. these devices and we need a funding source.
Mr. Shepard: We can ask the administration to find a funding source.
Mr. Mayor: You can move ahead with the administration identifying these items,
getting a cost for them and getting some in.
Motion adopted unanimously.

2. Authorize the naming of the Augusta Richmond County Detention Center.

Mr. Smith: Mr. Grantham and I had talked and thought it would be in order to
name the Phinizy Road Detention Center the Charles B. Webster Detention Center
because of his work to promote this center and to honor him in this way.
Mr. Boyles: I move that we follow the recommendation of Mr. Smith and name
the Detention Center after former Sheriff Webster.
Ms. Beard: Second.
Motion adopted unanimously.
3. Approve list of additions and changes to the Augusta Richmond County
radar permit to be submitted to the Georgia Department of Public Safety
and Georgia Department of Transportation for consideration.
Mr. Cheek: There are some roads that I wanted to include on this list and I would
like to see us receive notification beforehand of the preparation of the list before it is
actually brought in for a vote so that we can make some additions to it.
Mr. Mayor: I don't think this is time sensitive so I think it would be appropriate if
any commissioners have any streets that they would like to add to the list then they
should give them to Public Works and let's get them on for next Tuesday.

Mr. Boyles: I move that we approve the list as presented.
Ms. Beard: Second.
Motion adopted unanimously.
