COMMITTEE ROOM - November 10, 2003
1:30 P. M.
PRESENT: Hons. Bob Young, Mayor; Williams, Chaimlan; Boyles, Co-
Chairman; Shepard and Beard, members; Jim Wall, Attorney; George Kolb,
Administrator; Fred Russell, Deputy Administrator; Nancy Morawski, Deputy Clerk of
Commission.
The Deputy Clerk: We have one addition to discuss First Friday guidelines.
Mr. Shepard: I move it be added.
Mr. Chairman: I'll second that.
Motion adopted unanimously with Mr. Beard out.
2. Approve awarding bid #03-132, Walk-in Cooler, to Meyers Refrigeration for
$12,450.00 for RCCI.
Mr. Shepard: I move approvaL
Mr. Boyles: I'll second that.
Motion adopted unanimously with Mr. Beard out.

Pre:sentation by Mr. Brian Green regarding gang activity in Richmond
County.
Mr. Green made a presentation concerning the situation of gang activity in the
Richmond County area.
Mr. Boyles: I'd like to make a motion that we forward this to the committee that
was established by the Public Safety Committee two or three weeks ago and maybe that
committee should invite Brian to give this same presentation when there's more time for
it.
Mr. Shepard: Second.
Motion adopted unanimously.
Addendum Item 1. Discuss First Friday guidelines.
Mr. Chairman: At this past First Friday both ends of Broad and most of the side
streets were blocked off with police cars. I was wondering why that was done because it
sends a bad signal about the event.
Mr. Beard: That would come from the Sheriff s Department if streets were being
blocked off so my suggestion would be to have the Sheriff come in and explain why it
was done.
Mr. Russell: They made that decision, I think, because of a couple of situations
that developed along the sidewalk. An individual was arrested for playing on the
sidewalk and a young lady ended up going through one of the plate glass windows with
some fairly serious cuts. There was some traffic doing some cruising and that's why
apparently they made the decision to close it down.
Mr. Boyles: I move that we accept this as information and ask the Sheriff to
come and discuss it at the next meeting.
Mr. Beard: Second.
Motion adopted unanimously.
ADJOURNMENT: There being no further business, the meeting was adjourned.
