Williams, Chairman; Boyles, Co-Chairman; Shepard, member; George Kolb, Administrator; Vanessa Flournoy, Staff Attorney; Howard Willis, EMA Director; Tameka Allen, IT Director; Fred Russell, Deputy Administrator; Michael Greene, Public Works Department; David Persaud, Finance Director; Ron Crowden, Fleet Manager; Walter Hornsby, Deputy Administrator; Nancy Morawski, Deputy Clerk of Commission. ABSENT: Hon. Bob Young, Mayor and Beard, member. Also Present: Heidi Williams of The Augusta Chronicle, Stacey Eidson of The Metropolitan Spirit and Hons. Colclough and Bridges, Commissioners. Mr. Russell: I have one item to add. It concerns an agreement between ARC Emergency Management Agency (EMA) and Georgia Emergency Management Agency (GEMA) for a grant to develop our emergency operations plan. Mr. Boyles: I move to add and approve. Mr. Shepard: Second. I Motion adopted unanimously. 1. Approve upgrading the communication equipment for Traffic & Engineering, Victims Assistance, Trees & Landscape and Marshal Sub\tation. t,,'[r. Boyles: I move for approval. N[r. Shepard: Second. Motion adopted unanimously. 2. Approve communication hardware upgrades for the new Animal Services Facility. N1r. Kolb: We have identified funds for this from the 1 % sales tax. Mr. Boyles: I'll make a motion to approve it. l\I[r. Shepard: Second. I Motion adopted unanimously. 3. Consider a request from Patrick R. Lay regarding an increase in the number of taxicab passengers they are allowed to transport. (Requested by Commissioner Williams) (Referred from June 17 Commission meeting) Mr. Chairman: l\I[r. Lay is asking for a van to carry eleven passengers including the driver and I believe that we should approve his request. I plan for this also to come back to Commission next time. Mr. Shepard: I wanted to see an ordinance change brought forward to handle this case and any other folks who wanted to buy a license for this type of transportation. I'd make the motion that the Law Department and the City Attorney have an ordinance that would cover this situation and present it to us next time. Vanessa, can we have an ordinance on the next full Commission agenda? Ms. Flournoy: Yes, sir. l\I[r. Chairman: We have a sub-committee appointed to discuss this and other things and I think we should talk about all of it at one time. l\I[r. Boyles: I would second Mr. Shepard's motion. l\I[r. Chairman: Would this require an ordinance change? Ms. Flournoy: Yes, it would require an amendment of the ordinance and amendments would be needed for any other changes. After further discussion, the motion was adopted unanimously. 4. Report from the Administrator regarding the decaling of city ychicles. (Requested by Commissioner Williams) (Referred from June 17 Commission meeting) Mr. Kolb: Everyone has reported back that all the vehicles have been decaled. Mr. Chairn1an: Would you get us a written report on that? Mr. Kolb: We asked them bye-mail to report back to us and they indicated through the Fleet Management Office that all of their vehicles had been decaled. Mr. Chairman: Get the Fleet Manager to give me a letter stating that. I want a written report on that. Mr. Boyles: I move we wait on the written report at the next committee meeting. Mr. Shepard: I second. 2 I Motion adopted unanimously. The Chairman complimented all the departments involved in the recovery operations regarding the plane crash near Bush Field.
