Williams, Chairman; Boyles, Co-Chairman; Shepard, member; Jim Wall, Attorney; George Kolb, Administrator; Fred Russell, Deputy Administrator; Lena Bonner, Clerk of Commission. ABSENT: Hons. Bob Young, Mayor; Beard, member. Also Present: Members of the news media and Hons. Mays and Hankerson, Commissioners. 1. Consider a request from the CSRA Humane Society to extend the lease for the old City Stockade for an additional ten-year period. (Deferred from December 9 Public Safety) Mr. Shepard: I move approval. Mr. Boyles: Second. Mr. Shepard: I talked to Mr. Russell about this and I think the recommendation now is for a five-year lease so I'd ask to amend my motion to lease for five years. I Mr. Boyles: I'll second that. Motion adopted unanimously. 2. Approve a 6O-month lease/purchase agreement with Dictaphone Corporation for a 9-1-1 logging recorder and call checks. Mr. Shepard: So move. Mr. Boyles: I'll second that. Motion adopted unanimously. 3. Approve the replacement of obsolete computers. Ms. Allen: We are asking for $150,000 to replace approximately 450 computers. Mr. Boyles: I move for approval. Mr. Shepard: Second. I Motion adopted unanimously. 4. Approve offering an annual salary of $50,000.00 to the candidate for Fire Department EMS Coordinator. Mr. Boyles: I move for approval. I Mr. Shepard: Second. Motion adopted unanimously. 5. Report from the Administrator regarding Mutual Aid Agreements regarding ambulance service in the City of Augusta. (Referred from December 17 Commission) Mr. Kolb: I have passed out a copy of the mutual aid agreement that has been transmitted to Gold Cross for their review and signature. I also attached a copy of a letter that I sent to the County Administrator of Columbia County regarding our concern about Gold Cross's behavior in this matter. I have outlined the changes that have occurred since October within our 911 Center as well as with Rural Metro adding ambulances to their fleet and their negotiations with Palmetto Ambulance Service in North Augusta. I cannot endorse or recommend the mutual aid agreement but we are providing it to you for your review as you have directed. Whenever a 911 Center asks for mutual aid from Gold Cross, if they provide it, we will give them $200 in payment for that call. If we should cancel the call and no longer need them, then we will provide them with a payment per patient of$IOO. That is what they demanded. It is a non-negotiable from Gold Cross and that is what is in the mutual aid agreement. We are paying Rural Metro $27 or $28 per call. I Mr. Wall: The contract that we've entered into with Rural Metro was designed to put the responsibility on Rural Metro to provide ambulance service up to the required level of service and to penalize them in the event that they failed to do so. The mutual aid agreement that is now being proposed which would compensate Gold Cross in the event that they responded is an extra layer of protection beyond what we've built in the contract with Rural Metro and I think in fairness to all parties that that becomes an obligation on Augusta to pay for. After further discussion, Mr. Shepard: I'd make the motion that we forward this to the full body without a recommendation. Mr. Boyles: I'll second that. I would hope that we would be able to withdraw the letter that was to be sent. Mr. Kolb: I talked with Steve last week about this whole situation and I can pull it back. Motion adopted unanimously.
