1. Approve Purchase of Services Subcontract between ARC (Juvenile Court)
and Community Mental Health Center of East Central Georgia for juvenile
offenders.
Mr. Shepard: So move for approval.
Mr. Beard: Second.
Motion carries unanimously.

Approve the purchase of a walk-in freezer in the Augusta Richmond County
Jail Kitchen at 401 Walton Way to augment and supplement the current
existing walk-in freezer that is now being used for food storage at the facility.
Funding is provided in existing funds within the Sheriff's Department.
Mr. Shepard: So move for approval.
Mr. Beard: Second.
Motion carries unanimously.
3. Update from the Administrator regarding the development of a
comprehensive policy concerning ambulance transportation in Augusta.

Mr. Russell: At our last meeting you requested an update on Mutual Aid
Agreements. In this handout we have an existing mutual aid agreement and an
updated certificate of insurance with Rural Metro. Also, Rural Metro has asked
all our mutual aid partners to execute updated agreements. We are still waiting
for them to return those agreements. Until then these agreements remain active.
After further discussion,

Mr. Wall: We have a contract with Rural Metro and that contract puts certain
obligations.on. Rural Metro: This- maybe-referred -to it-as -a"subsidy-it's" really-a-
contractual payment that I guess you could categorize as a subsidy. But we're
paying them to provide a service. Just like we pay anybody that we contract with
to provide a service. That service is defined in the contract and that places certain
obligations on Rural Metro. It does not carve out an exception for, if we think
that the mutual aid agreements are unacceptable. It has performance times,
performance criteria and there are penalties if they don't meet that. In my opinion
we ought to continue to look to Rural Metro to fulfill the terms of that contract.
That contract goes in place January 1 and mandates that they respond in certain
time parameters. That contract mandates that they provide certain reports where
we will have indications of whether or not they are at status zero or not able to
respond and have to call upon another ambulance service. The contract was
drawn up and the process was bid out as a performance based contract as opposed
to a subsidy contract where the biggest one was to provide 911 emergency
transport ambulance service. It did not have the criteria about the time parameters
within which to respond, etc. We've now built that in and they will have to meet
the criteria. Otherwise, they do face penalties and the potential of the contract
being terminated.

Mr. Shepard: Jim, do you think between now and the next Committee meeting
you could see whether these mutual aid agreements are appropriate to the new
agreement or not?
Mr. WaIl: Yes.

Mr. Shepard: Would you add to your motion that the Attorney review the mutual
aid agreements?

4. Approve selection of Palmetto Microfilm Systems, Inc. (pMSI) as vendor for
the Elcctronic Document Managemcnt System (EDMS) project to be funded
through approved SPLOST funds, subject to final contract approval from
the County Attorney.
Mr. Beard: So move for approval
