1. Approve Mutual Aid agreement between the Augusta Fire Department and
the Augusta Regional Airport Fire Department.
Mr. Beard: So move for approval.
Mr. Boyles: Second.

Award the Ambulance Contract RFP for 2003 to Rural Metro Ambulance
Service.
Mr. Kolb: For several years now we have been discussing the ambulance service
and the provision of services for the Augusta area. In March we prepared
specifications based on performance for our specific needs and Augusta's specific
ne~ds anda~so jn~InPlianc;~~ith ~~gion.6 EMS Council re~~tions. We
requested proposals from several vendors. There were many vendors that were
interested but in the final analysis we only received two proposals. One from
Rural Metro Ambulance Service and one from Gold Cross Ambulance Service.
The Technical Services Committee which was appointed by the Subcommittee of
this committee reviewed the proposals and they also met with the two proposers
to view a presentation of their proposal to service Augusta. Based on the
Technical Services Committee recommendation which was pretty much made
independently and then tabulated agreed that Rural Metro Ambulance should be
awarded the bid based first of all and most importantly on the quality of services
that we believe that they could provide to Augusta. During their presentation we
asked many detailed questions related to provisional services, to the quality of
their personnel to their training, to their complaint procedure, response time for
ambulance services. We believe that the services that they are proposing to
provide and the cost that they have agreed to provide it for leaves no doubt in our
mind that they would be the best service that Augusta could acquire at this time.
I was part of that committee in fact I was Chairman of the Technical Services

Committee. The Committee again worked independently and we all submitted
our evaluation separately. There were point totals required for each services.
After we considered all of the services, we then opened the cost. The cost quote
further enhanced our recommendation that Rural Metro be awarded this particular
contract. The contract will be for a period of 3-years with two I-year optional
renewals. The contract that they will enter into with Augusta will be performance
based. Based on a quality of service that they provide to the patients. Based on
their response time and other factors that will be outlined in the negotiating
process. Again we would recommend that the Committee recommend approval
of awarding the contract to Rural Metro Ambulance.
Mr. Beard: I think this is something that should be passed on to the entire
body so I move that we forward this on to the full Commission with no
recommendation.
Mr. Boyles: Second.
After an intensive question and answer discussion, the motion carries
unanimously.
3. Approve and sign Maintenance Renewal Agreements with Team IA for the
Clerk of Court Real Estate and License & Inspections software applications.
Mr. Beard: So move for approval.
Mr. Boyles: Second.
Motion carries unanimously.
ADJOURNMENT: With no further business to discuss the meeting was adjourned.
