Kolb, Administrator, J. Wall, Attorney, F. Russell, Deputy Administrator, S. Wright, Risk Management, P. Wasson, 9-1-1, L. Bonner, Clerk of Commission. ALSO PRESENT: E. Doss, Rural Metro Ambulance Service. MEDIA: S. Eidson, Metro Spirit, H. Williams, Augusta Chronicle, G. Eskola, Channel 6, S. Morris, Augusta Focus. 1. Report from the Deputy Administrator regarding the modifications to the security system in the Municipal Building. (Deferred from May 28 Public Safety) I Mr. Russell: After a trial period of full security implementation. At the end of that time the Marshal, Mr. Kolb and myself met in reference to some changes that we thought were appropriate and deal with some issues of access and still maintain a level of security that was appropriate. We were able to open the back door, fulltime so people could access that. That also improves our handicap access. We are allowing visitors to exit that door which reduces their walk around the building. We have several recommendations for your approval or discussion. First is to establish full time parking on Greene St., which would allow thirty-minute parking for three or four spaces. This would allow people to park in front and reduce the walk around the building. In addition, we did look at the feasibly of placing another screen or metal detector at the back door. Because of space issues there in the hall way and trying to get everybody in the lobby, it's our opinion that is not a feasible way to go. Our next option was to look at the westend door which would allow access through that door. We do have a x-ray device and a metal screener available that we could use down there and open that door. The cost for that would be approximately $8,000 installation. Plus approximately $62,000 for staffing. That includes a full time sworn officer and a security officer to do the screening. Because of the stair well its necessary to staff it at that level. The Fire Marshall did take a look at that and did not have any problems with using that as an exit or entry at this time. An additional suggestion would be at that point to use an area of that parking lot for visitor parking. Marshal Smith: My first obligation is the safety and security for this building. Should you decide to go with the plan involving the west door, I feel comfortable that we can maintain the level of security that we have now. Request for approval of subcontract between Augusta-Richmond County and Caffee Wright to provide counseling services through Purchase of Services grant. Also, for approval of contract renewal for Augusta Youth Center to provide a Day Reporting Center under our Juvenile Accountability Incentive Block Grant (JAlBG) for Richmond County Juvenile Court and The Children and Youth Coordinating Council (CYCC). Mr. Beard: So move for approval. Mr. Shepard: Second. Motion carries unanimously. 3. Discuss ambulance response time regarding the accident that happened on May 12, 2002. (Requested by Commissioner Williams) Mr. Williams: I asked for this to be put on the agenda because I was there and I have been disputed about some time. I have received several reports of I tardiness for ambulance service. I was really amazed at what I saw. Mr. Ernie Doss, General Manager Rural Metro: Since April 1 the City of Augusta dispatches all emergency ambulance services in Richmond County. Rural Metro no longer dispatches emergency ambulances. According to the information that was provided to us by Augusta 9-1-1 that call was dispatched to the ambulance at 8: 14.10. The ambulance is located at Fire Engine Co. #2 which is located at the University Hospital on Walton Way. According to the CAD records 9-1-1 shows that ambulance arriving on the scene at 20:15.33. So according to 9-1-1 the response for that ambulance was 1 .23 seconds from the time it received the call from 9-1-1 until the time it reported on the scene. So I'm not disputing Commissioner Williams on what he felt the times were but the official timekeeper for Rural Metro and the official timekeeper for the patient care report that we had to generate to give to the State of Georgia came to us from the City of Augusta. After further detailed discussion, Mr. Shepard: i move we receive this report as information. Mr. Beard: Second. Motion carries unanimously. I 2 I 4. Discuss automobile accidents involving City vehicles. (Requested by Commissioner Williams) Mr. Russell distributes a handout on vehicle accidents involving City vehicles and the cost. Mr. Williams: What is the penalty for an employee who is found negligent in an automobile or using any equipment as far as this City is concerned? Ms. Wright: The policy is that we allow a limit of $500.00 be assessed against an employee. It would be up to this Committee to change that ceiling. We do have a proposal to increase those penalties. Mr. Boyles: I would like to make a motion that we review the penalty and that we receive the report as information. Mr. Shepard: Second. Motion carries unanimously.
