Commissioners A. Cheek, T. Boyles, R. Colclough, B. Hankerson, G. Kolb,
Administrator, V. Flournoy, Staff Attorney, T. Strange, D. Williams, K. Basu, T. Beck,
R. Sherman, M. Greene, P. Wasson, B. Bragdon, H. Williams, D. Dlugolenski, F.
Russell, R. Acree, C. Scott, N. Morawski, Deputy Clerk of Commission.
MEDIA: S. Cooper, S. Eidson, Augusta Chronicle, G. Eskola, Channel 6.
1. Approve the adoption of the Resolution to increase Enhanced 911 charges
from the current $1.00 per month to $1.50 per month.
Mr. Wasson: This is a resolution that affects only the wireless funds. Currently
wireless is paying $1.00 per month for business and residential lines are already
paying $1.50. This will equalize the funds and keep in mind that with more
wireless coming on line the workload is increasing.
Mr. Boyles: So move for approval.
Mr. Shepard: Second.
I
Motion carries unanimously.
2.
Presentation/Status update regarding station design and construction of new
fire stations for Augusta Fire Department.
Chief Scott: All of these fire stations will replace eXlstmg stations that are
outdated and in deteriorated conditions. Stations 7 and 19 will relocate to the
southern area of Augusta and will increase fire protection. Station I will relocate
seven blocks from the existing station. Station 8 will relocate three blocks and
station 12 will be two miles from the existing station. Station 15 will replace a
station that is presently housed in a mobile home.
Joe Gamble of Virgo Gamble Architect firm presents a presentation to the
Committee.
Mr. Shepard: So move to receive this update as information.
Mr. Beard: Second.
Motion carries unanimously.
I
3.
Provide progress report on identifying requirement for a Community
Emergency Notification System and discuss procurement and funding plan
to implement an affordable, effective, and efficient system throughout
Augusta-Richmond County.
I
Mr. Dlugolenski gives a report to the Committee on the Community Emergency
Notification System. This system will provide a greater capability and foresight
in reducing the communities risk to future disasters. This system will provide the
speed, flexibility, reliability, and affordability to notify hundreds of people every
single minute and provide them with the essential and critical elements of
information to save lives and protect property. The key to an effective
notification system is redundancy. This automated mapping telecommunication
notifier system coupled with the Emergency Alert System (BAS) and the manual
procedures already in place will ensure that the community is adequately
informed and prepared for the next disaster. The anticipated funds that are
requested at this time are $50,000 for a four-year contract. However, the EMA is
working with the private sector to develop partnerships to offset the total cost for
this system. I have talked with the school board about their participation. And
There is an initial service fee of $1 0,000.
After further discussion,
Mr. Boyles: I move we receive this report as information.
Mr. Shepard: I would like to have this report returned to our next meeting
with a report on the funding. If Mr. Boyles would amend his motion to
include that.
I
Mr. Boyles: I will amend my motion.
Mr. Shepard: Second.
Motion carries unanimously.
4. Update regarding the construction of the new Animal Control Facility.
Dr. Bragdon gives the Committee an update on the construction of the new
Animal Control shelter.
Mr. Shepard: I move we receive this as information.
Mr. Beard: Second.
Motion carries unanimously.
ADJOURNMENT: With no further business to discuss the meeting was adjourned.
