Approve selection of MD Atlantic Technologies as the vendor for the production of
new digital orthophotographs in 2002, pending completion of fmal contract.
Mr. Blanchard: Essentially the digital orthophotographs that we have right now
are an important part of the GIS. These are the aerial photos that we can lay on top of the
maps that the different departments use. They are about six years old. We've got a lot of
areas that have developed in those six years and it's time to get new photos. We sent out
RFP's and we got nine responses. We picked the top three, had them present and MD
Atlantic came out on top. If we can get this done we can get them to proceed we'll then
have a new set of workloads by January 2003 in color.

Mr. Brigham: So move to approve.
Mr. Shepard: Second.
Mr. Beard: What is the timeline?
Mr. Blanchard: Under the scope of work, essentially, each phase of the project is
laid out as far as when they do their initial ground control. They'll be out and paint white
crosses on roads. They'll bill us for each phase of the work up until final delivery in
January 2003. We'll have penalties built in the contract and also performance measures.
Mr. Beard: Can you give us updates periodically and give us a timeline on that
and bring it back to this committee every three months?
Mr. Blanchard: Yes sir I would be more that happy too.
Motion carries unanimously.
Approve the changes to the Rules and Regulations section of the Augusta 9-1-1
Policy and Procedures Manual.

Mr. Wasson: The 9-1-1 Center uses specific rule violations to ensure compliance
with existing policies and procedures as approved by the Augusta Richmond County
Commission. The specific types of discipline for violation of these rules were not
included in the original manual.
Mr. Brigham: So move for approval.

Mr. Shepard: Second.
Mr. Colclough: Why would you call public reprimand?
Mr. Wasson: You can have two types of reprimands. You can have the private
reprimand that would be something that the Lieutenant and the employee talk about. A
public reprimand goes into their personnel file therefore, becomes a public document and
this is just terminology.
After further discussion,
Mr. Kolb: Would you prefer written reprimand instead of public reprimand, just a
change?
Mr. Wasson: That's not a problem.
Mr. Brigham: I will amend my motion to include the change from a public
reprimand to a written reprimand.
Motion carries unanimously.

Approve the adoption of protocols for calltaking for Fire, Medical and Law
Enforcement to standardize and improve information gathering relating to public
safety response issues and the revised policies and procedures as attached.
Mr. Wasson: The Augusta 9-1-1 Center appointed a Protocol Study Committee to
evaluate existing protocol systems that would serve the needs of the Center. They were
also charged with the responsibility to develop policies and procedures and quality
assurance methods to ensure compliance and quality of service. A detailed report of the
results and recommended methodology is included in agenda material.
Mr. Brigham: So move for adoption of these procedures.
Mr. Shepard: Second.

Approve the appointment of Dr. Richard B. Schwartz as the 9-1-1 Service Medical
Program Director and a member ofthe 9-1-1 Steering Committee.

Mr. Wasson: We are asking that you appoint Dr. Richard B. Schwartz as the 9-1-1
Medical Service Director. The 9-1-1 Steering Committee is charged under law to oversee
delivery of the 9-1-1 Service to the citizens and public safety agencies within this area
and as such need to review the delivery of the Emergency Medical Service. Currently
there is no representative of the medical community on the 9-1-1 Steering Committee to
assist in this oversight. Dr. Schwartz is employed with the Medical College of Georgia.
Mr. Beard: What kind of position is this?
Mr. Wasson: This will be an appointed position as the Medical Program Director.
The reason there is a fee there is because when he actually starts doing the quality
assurance there maybe a fee associated with it. It may be minimal but we wanted to
make sure we had the dollars to cover that price.
Mr. Brigham: So move for approval.
Mr. Williams: Second.
Motion carries unanimously.
Approve the upgrade of one Communication Officer position to Quality Assurance
Supervisor.

Mr. Wasson: The Augusta 9-1-1 Center is currently developing policies and
procedures to implement dispatch protocols to provide a higher level of professional
emergency call screening. As a portion of this development process, the Augusta 9-1-1
will be establishing specific Quality Assurance Standards to provide structured call
taking, pre arrival instructions and dispatch priorities for first responders. In order to
ensure the integrity of these protocols, it is mandatory that a Quality Assurance
Supervisor reviews and establishes compliance levels for each type of public safety
response.
Mr. Brigham: So move for approval.
Mr. Shepard: Second.
