Chairman: Do we have any additions?
Clerk: We have a request from the Sheriff to delete item I and deferred to the next
committee meeting.
Consider cost comparison for the Sheriffs Department, Road Patrol Division, on
whether unassigned vehicles are more economically advantageous to the citizens of
Augusta.
Mr. Brigham: I move we defer this item until the next meeting at the request
ofthe Sheriff.
Mr. Williams: Second.
Motion carries unanimously.
Motion to accept contract with Southern LINC regarding the implementation of
E911 Phase I Wireless Service.
Mr. Williams: So move for approval.
Mr. Brigham: Second.
Motion carries unanimously.
Approve the attached quote from New World for software agreement for 28 new
Mobile Data Units to be added to the existing Mobile Data System for the Sheriff's
- -Deparhnent:

Motion to approve the termination of the current contracts with ChequePointe
Software and RAN Services and approve entering into contracts with Cornerstone
Logic, Inc. for FBO Manager software, related hardware, and services.

Approve the lease agreement between the Unitarian Universalist Church of Augusta
and Augusta Richmond County Commission for property located adjacent to Fire
Station #9, consisting of 0.16 acre. This lease agreement will begin January 1,2002.
Mr. Brigham: So move for approval.

Discuss ambulance contract. (Requested by the Administrator)
Mr. Kolb: The Ambulance Services Study Subcommittee has come to a point
where we have successfully negotiated all the terms and conditions of the contract
between Rural Metro and Augusta. However, we came to the point where there is a cost
that needs to be considered and we need some guidance on whether or not to proceed.
The contract is a performance based contract and it requires response time but then the
urban, suburban and rural areas of Augusta the closer in to the urban the shorter the
response time. The further you go out the response time goes up. However, there is a
cost to provide that service. If Rural Metro is to provide that top level of service and
performance where there are significant penalties for violation the cost to Augusta will be
about $1.8 million dollars, close to $2 million. In lieu of that, we determined that this is
probably a situation that we don't want to be in and that is that we are stuck with the sole
source of negotiator. First, they are the only ambulance service in Augusta that is
licensed to operate in Augusta and under state law that's who we have to work with. It is
a short term contract, one year and we will be going to bid probably immediately after
awarding this particular contract. In light of that, since we will be opening the field up
this spring and Rural Metro is willing to provide us with information that we need in
ortlertodevelop a gootl performance 15asetl contract we negotiateo a Ol!terent SItuation
with them. And that is that they would maintain the same response time with the same
number of ambulance services we would still, which was agreed to under the new
contract, allow them to use our fire stations and locations that they already have in rural
Augusta but that we would not penalize them for meeting those response time standards.
At that rate, the cost dropped to about $1 million which is in terms of the service itself is
$50,000 a month about $600,000 a year. But they are also charging us for dispatching
services. To make the dispatching services go away we have agreed to absorb the
dispatching services in the first quarter of next year. Therefore, the cost thereafter would
drop to the cost that we are paying for now. There may be a slight charge for equipment
that they have to maintain on the property.

Mr. Beard: I think I'm going to disagree with you on one point. I don't think this
is a sole source. I think we have other services here that have the license to do this. I
think we will accept this report as information. As the Chairman, I'm going to ask that
we have some input from the COnimission in the form of a committee to meet with the
Administrator and the Attorney. I am going to appoint Mayor Pro Tem Mays and
Commissioner Jerry Brigham to meet with you and look over this proposal and maybe
bring it back to the next committee meeting. I do think that we have some other
alternatives.
Mr. Shepard: I will take the Chairman's suggestion and put it in the form of
a motion to receive this as information and assuming that the two Commissioners
you named are willing to serve as subcommittee members be authorized to contact
the Administrator and report back to this committee so that the full Commission
could consider this matter at the frrst Commission meeting in December.
