Add three new members to the Local Emergency Planning Committee (LEPC) to fill
vacant positions on the committee. Ralph Herndon will serve as a citizen member,
replacing Katherine May who resigned due to other responsibilities. John Tebeau
will serve as the Environmental Health representative that was vacated by the
retirement of Ralph Herndon. A 9-1-1 Communications position was added to the
committee, Catherine Walker, Assistant Director of 9-1-1 will fill that position.
Mr. Brigham: So move.
Mr. Williams: Second.
Motion carried unanimously.
I Consider approval of Records Retention Policy.
Mr. Wasson: As it stands with 9-1-1 records there is no formal records retention
policies, laws, ordinances or anything in the State of Georgia or local government.
regarding how long you keep records and at what point they can be destroyed. A lot of
records we're keeping longer than we need too. Some tape recordings we're recording
over. If you go to the Georgia Records Retention policies you'll see that they do govern
personnel matters and certain law enforcement records and fire records, but not 9-1-1. I
was hoping that the Legislature would be looking at some of this, but they have not. I
feel that we need to have some type of policy in place so that we can get rid of dated
records. If someone has a question, we do have specific procedures in place that would
address why we're keeping them, how long, why we're destroying them and how we're
destroying them.
Mr. Shepard: I move approval as recommended by the 9-1-1 Director.

Mr. Williams: How long will we be holding these records?

Mr. Wasson: Each record has a specific retention time period. The computer
record of the call itself will be retained until it's archived. The tapes have a six-month
retention period. After six months we can reuse the tape. By practice we're retaining
the tape for about a year. In the case of a fire or homicide or death in a fire if the
responding agency wishes that the original tape be kept, they can make a request to the 9-
1-1 Center. We'll lock and key the tape and not reuse it until that agency or jurisdiction
gives us the authority to despise of the tape.

Request for approval of Juvenile Accountability Incentive Block Grant (JAlBG)
applications for Richmond County Juvenile Court and The Children and Youth
Coordinating Council (CVCC).
Mr. Brigham: So move.
Mr. Shepard: Second.
Motion carried unanimously.
A request by Mr. Peter Shanks for a special exception for the installation of
automatic sprinkler system for property located at 3520 Gordon Hwy. (Referred
from Commission May 1, 2001)
Mr. Brigham: I move we receive this as information and the letter is made
part of our minutes.
Mr. Shepard: Second.

Request for approval of subcontracts (RFP #01-062) with Augnsta Youth Center
(to provide a Day Reporting Center), Evolve Personal Development Company (to
provide in-home counseling) and Augnsta Richmond County through a Juvenile
Accountability Incentive Block Grant (JAlBG) for ARC Juvenile Court.
Mr. Dean: We have matching funds available in the Juvenile Justice account.
Mr. Brigham: So move.
Mr. Shepard: Second.
Motion carried unanimously.

Dear l\iIr. Kolb:
This is in reference to a new nightclub being opened at 3520 .Gordon Highway
knoWn as Sweet's Party Place Bar and Lounge; The original occupant load for this
location was 379 people, which would require an automatic sprinkler system and
fire detection system. The inspectors with the Bureau.ofFire Prevention have met
with Mr. Shanks and explained several options to reduce the occupant load of this
building to below 300 people. Mr. Shanks agreed to make several changes to the
original design of the renovated building and these changes would lower the
occupant load to 285 people. By making these changes the building would meet the
requirements of the Life Safety Code 101 and also would not require an automatic
sprinkler system and fire detection system. All other violations would be corrected
and brought up lo. the present code. Mr. Shanks and the Bureau of Fire Prevention
agree to this proposal.
