Mr. Beard: I would like to recognize Mr. Shepard:
Mr. Shepard: Thank you Mr. Chairman, in light of the fact that Mr. Cheek had to
leave and the Mayor Pro Tern is neutral I would like to make a motion that we delete
items 4, 5 and 7.
Mr. Williams: So move.
Mr. Shepard: Second.
Motion carried unanimously.

Approve Mutual Aid Agreement between Augusta Richmond County Fire
Department and fire departments in the surrounding areas.
Mr. Williams: So move.
Mr. Shepard: Second.
Motion carried unanimously.
Authorize increasing animal return to owner fees and animal disposal fees collected
by the Department of Animal Control according to the attached schedule. Establish
new adoption fees for species admitted periodically to the shelter, but for which a
fee has never been established.
Mr. Williams: So move.
Mr. Shepard: Second.
Motion carried unanimously.

Change the holding period of stray animals at the shelter from 5 to 3 working days
for animals impounded without current owner identification. Those animals with
current owner identification would continue to be held five working days. A
working day is any day the shelter is open to the public.
Mr. Williams: So move.

Motion carried unanimously.
Recommendation from the Ambulance Subcommittee regarding the existing
contract with University Hospital.
Mr. Brigham: I move to approve termination of the contract with University
Hospital and Richmond County dated September 23, 1971 effective upon
assignment of contract between University Hospital and Rural Metro Ambulance
Service.
Mr. Shepard: Second.
Motion carries 3-1 with Mr. Williams voting no.
Appropriate $4,790 from the General Contingency Fund to purchase a Net Gun and
Radio Transmitting System to improve recovery of tranquilized animals.
Mr. Shepard: Dr. Bragdon why couldn't we fund the Net Gun system out of the
increased fees from the increasing animal return to owner fees and animal disposal fees
collected by the departroent rather than go the Contingency Fund?

Dr. Bragdon: We can do that. What happens is that we generate the fee revenues,
it goes into our bank account and if I understand correctly it's what they call swept out
every night, so they take our money away from us, we never really see it; it goes back
into the General Fund Contingency.
Mr. Beard: It would accumulate anyway, it's not in your account to show that you
accumulated that amount.
Mr. Shepard: We can just charge the gun to your account as opposed to the
General Fund Contingency. We have a tight budget this year. Would that work Walter?
Mr. Hornsby: That would work, she wouldn't be able to get it right away until she
generates those funds.
Mr. Shepard: Let's go ahead and buy the gun now out of the General Fund
Contingency and let the increased fees reimburse the General Fund Contingency.
Mr. Hornsby: That will work.
